Also can someone explain to me how nexus plots work I understand that you claim them with a number of people but do those people bind to a nexus pillar located in the territory or something?

Is there an official time following the date, seeing as the release is tomorrow and I wouldn't like to get on at, say, 10, get off at 11, then come back at 12 and find out 4.0 was released at 11:05.
