Trust me. They really can't.

If a large group of players who know what they are doing militarily get together and bolster their force, that might change, Elves will never unite willingly, and they won't even when forced. Only solution I see is somebody making a kind of high-imperial elven culture that is soooo cool that people will be willing for their chars to conform to it, and people can make a kind of elven empire/united kingdom, with an active and strapping new military. 

 

But that will never happen :(

They live for 1000 years or something like that, they can give birth to many children in that time if i'm correct!

Elves are not infertile until the age of 500.

 

It's just really hard, and as Parteh said, their long lives makes it so they can have children over time and not completely die out. However, they can only have children every 15-20 years or so. So even then, a female elf shouldn't be giving birth that often.
