Pretty much. Numbers =/= strength 100% of the time. Oren has numbers /and/ people that are good at pvp and actually prefer pvp over RP combat. Elves (excluding darkies, I like what you folks are doing!) don't really focus on military based things and prefer more peaceful things from what I've experienced with them.

 

Unless you're capable of changing the playerbase's mindset, they won't ever be a dominating force.
