THE IMPERIAL-HARIAN NEUTRALITY ACT, 1588

Issued and Confirmed by His Imperial Majesty the Holy Orenian Emperor Philip I Frederick, 21st of the Grand Harvest, 1588

 

TO ALL DENIZENS OF AXIOS,

 

As wars rage upon foreign shores, the reasonable and diplomatic aspects of the Sultanate of Haria and that of the Holy Orenian Empire have henceforth called forth a meeting in regards to the future and prosperity of both peoples. Both nations have experienced the oddity presented by a continent shared with that of the Uruk kin, and thus both civilizations thusly, and rightly, have decided that engaging in conflict between that of apparently similar peoples is highly frowned upon.

 

The Sultanate of Haria was formed nearly a half a century prior to this treaty’s ratification with the goal of staying neutral in global affairs, and as such, the Empire of Man has respected its neutrality. Following the death of Ashruf Kaneen, the Empire has thusly seen fit to normalize relations with that of Haria, at an arm's length. In return, this treaty shall open its doors for the potential trade between both the Empire and the Sultanate, allowing the Empire to acquire exotic spices and goods and the Sultanate to acquire furs and etc.

 

Though this treaty may be seen as controversial to some, it is imperative that citizens of both states see the benefit of such an agreement.

 


 

The Terms of Neutrality are as follows:

 

† The Sultanate of Haria shall not infringe upon the internal/external disputes involving that of the sovereignty of the Imperium Quintus.

 

† The Holy Orenian Empire shall not infringe upon the internal/external disputes involving that of the Harian Sultanate sovereignty.

 

† Should any form of martial, or civil aid between these two states be requested, further negotiations shall be initiated between both factions as to not contradict this fair treaty.

 

† Should a crime be perpetrated by non-military personnel in either Nation, said victim state will have the authority to request an extradition. Failure to comply would be considered a breach of treaty. I.E, a harian civilian commits a crime in Johannesburg, the Imperial Government holds the authority by this treaty to request their extradition.

 

† Should the treaty be breached by either signatory, a three saint’s day grace period will be permitted between either state to discuss a potential peaceful resolution.

 

† A personal messenger bird system shall be established directly between that of al-Khaleed and Johannesburg for swift notifications and discussions between both nations.

 

† A secretive, and seemingly imaginary embassy shall be established in the capitals of both Signatory’s capitals.

 

† Should a signatory break the Non-Aggression Principle, the defending state may initially retaliate through any means necessary.
