No, Babadooks was the primary region owner. Arteh somehow became the primary region owner after Thepyrodude and a GM (Maybe Tsuyose?) intervened. They did so because Babadooks was going to rebel and take the region from them, he stated such in TS or skype the night before when you guys lost the WC, he got region sniped just like Vege did.

The simple point being: GMs are not consistent with the rules.  And Arteh is a typical region sniper.  Solution: GMs be consistent with the rules or fix broken systems.  Arteh gets banned for breaking server rules.  Simple.
