Or we could get rid of war claims all together and just have a calculator that takes into account troop numbers, gear, and pvp skill (based on day to day pvp battles).

Can't you just send the PlayerInventory Object through a socket to the other server and replace the player's inventory with the original upon arrival?

I mean that would be easier done than said if both servers ran vanilla minecraft. . .

As long as they both use a client based on the bukkit interface like spigot or craftBukkit, it should work fine. Actually, I think you could possibly use NMS, which could be very doable. It is probably easier said than done, I'll agree.

To be a little nit picky, the correct phrase would be "server based on the bukkit API". As for the NMS bit, yep! You can achieve it with plugin channels.
