The Defense Act of 1604

Issued and Confirmed by His Majesty the King of Hanseti-Ruska,

In the City of St. Karlsburg,

An Act

To provide the necessary and proper provisions for the purpose of Defending Effectively against Forces Entering the North and protecting Sovereign Eminence.

Article I.

Enhancing the security of the Northern Realm.

Section I.

To circumvent the domestic incursions by outside forces within the Kingdom of Hanseti-Ruska, it is hereby established that the several vassals of the North shall be mandated to establish curfews within their respective settlements and maintain their defenses by deploying gates and all other defensive devices at sundown. Patrols along the roads shall be herein initiated at the discretion of the officers of the Royal Army.

    

Section II.

Any persons within the City of St. Karlsburg shall be subject to comply to searches authorized by the Royal Administration and enforced by the Royal Army of the Kingdom of Hanseti-Ruska. The city, on appointed days in conjunction with municipal authorities, shall be shut by sun down; all registered residents must provide proof of residency upon entry. All non-residents may be subject to further questioning or denial of entry into the capital under reasonable suspicion.

 

Section III.

For the purpose of imposing order, the Royal Army of the North shall be endowed the right to detain, question, and search any persons who are suspected with the act of sedition or disorderly conduct.

 

Section IV.

Libel against the Royal Administration is hereby officially deemed unlawful. Persons charged with offensive speech against the North shall be fined, exiled or be silenced by death or other means thereof.

 

Section V.

The use of magic is hereby limited. Solely expressed legal permits or authorized uses of magic by the Royal Administration are permitted. Petitions for legal uses of magic must be filed to the registrar to the High Steward of St Karlsburg. Those individuals practicing unauthorized practices shall be subject to the enforcement of the law with the charge of exile or actions taken to ensure that the user shall no longer be able to perform their seditious conduct.

Article II.

Mobilizing economic production for martial necessities.

 

Section I.

The Crown shall invoke, in cases deemed necessary, for revenue to be collected from the municipal institutions and subsequent tithes levied upon the several vassals of the North that they be afforded to the budget for the purpose of establishing funds for the allocation of necessary resources for the enforcement of this act.

 

Section II.

The Lord Steward and appointed ministers from the Royal Administration shall propose a plan to allocate necessary funds and resources for the purpose of enforcement and protection to the Crown.

Article III.

Unifying and Fortifying Highlander Values.

 

Section I.

On an appointed time of court, all Lords of the several vassals of the Kingdom of Hanseti-Ruska shall convene to reaffirm fealty to the Crown.

 

Section II.

All suspected non-Canonists shall be subject to searches and shall also be subjected to questioning. Non-Canonists shall be fined and detained for proselytizing their heretic values within the North. The Royal Army of the Kingdom of Hanseti-Ruska and the Holy Order of the Golden Cross shall be charged with the extent of levying justice under the provisions of this act.

 

Section III.

All suspected persons who have engaged in acts of espionage or inciting seditious ideology within the Kingdom of Hanseti-Ruska shall be sentenced to imprisonment or death.

 

Section IV.

All detractors and noncompliant individuals who are caught disregarding the vitality of Highlander values, allegiance to the Crown, and subversion to the rule of law shall be subject to the seizure of their property, holdings, and titles entrusted them.

Article IV.

Propagating Interior necessities for defense.

 

Section I.

The Ministry of the Interior and the several vassals of the North shall authorize, under Royal Assent, the construction of necessary edifices around the Northmarch to ensure proper and adequate protection of the kingdom’s borders.

 

Section II.

The vassals shall be charged with keeping the King’s Peace and disallowing entry into their respective settlements for those suspected of criminal acts. It is mandated that the provisions imposed by this edict shall unconditionally be enforced and adhered to.

Article V.

The Regal Supremacy Clause.

 

Section I.

The Monarch of the Dual Kingdoms of Hanseti and Ruska shall have the perpetual and absolute authority of the enforcement and amendment of this act.
