THE CHANGE OF THE AGE

[INTERNAL DOCUMENT - DISSEMINATE TO ALL MASTERS & VIZIERS]

The time of my reign has been marked by contest and by struggle, by the clash of mage on mage for dominance of ideas and position. For nearly half a century, all of you have joined me in the fight to preserve the magic city and its beliefs: our pursuit of magic. This was a bloody time, a challenging time, but a necessary time. From our ranks rose great leaders and talented magi and those who would see us turned to ash - were cast out.

This unification of the magical world under Hohkmat came at great cost - but this age, which we shall mark as the AGE OF STRUGGLE shall , upon the conclusion of the Kaggath between the Houses of Paradox and Silveira, come to an end. The time of Kaggath between Magi shall become a memory, our right to exist - is now undeniable.

We shall soon enter THE AGE OF CHANGE. This is a transitory time period. This age shall be marked by the radical re-orientation of the magi of Hohkmat and its government, preparing us for the age that is to follow - THE AGE OF CREATION. This is a future that will be marked by scholarship, artificery, political neutrality, and a mastery of the void.

 

 

ENTER THE AGE OF CHANGE
 

In this AGE OF CHANGE, I direct all agencies of the Mageocracy to undertake the following preparations - which shall come into effect within two scholars weeks.

 

Chamber of Stars & The Lord-Magisters. 

I. The Principle structure of the Lord Magisters shall remain unchanged, recognized as the most noble and talented of our people. However the KAGGATH shall no longer be a means in which to seize power, with the Grand Magister and the Chamber of Lord-Magisters now managing these appointments internally. The duties of trial and justice, appointment of titles such as sage and mastery, shall now be managed by the Lord-Magisters ; previously reserved for the Chamber of Masters and Sages.

II. The structure of government administration shall remain largely unchanged, under the Viziers of each Chamber. The function of a city-state's government shall exist primarily to execute necessary functions that occur outside of the realm of the academy but are required for the management of a city-state, such as taxes, maintenance, defense, security, trade and diplomacy. 

Chamber of Water.  

Shall make its primary mission the removal and protection of the state from Apostate Magic. Even in our magic city, we cannot be blind to the temptations of power - and the Chamber of Water shall remain our safeguard against temptation. Their work shall be essential in protecting that nation from its most dangerous threat - itself.

Chamber of Fire. 

I. To believe the Magi will ever truly be left unmolested is a foolish thought. The Chamber of Fire shall remain the principle defender of the law and the nation. As the rest of the nation focuses on scholarship and creation, we must maintain a standing cadre of no less than ten officers of evocation magic within the Chamber of Fire.

II. The Chamber is to negotiate the services of a company of footmen or Soldiers to aid in the protection of the vastness of the new planned cityscape. 

 
Chamber of Wind.
I. Diplomacy: Henceforth directed to review any and all current political arrangements. We are to begin to orient our political allegiances to neutrality with all. In particular, we shall pursue more benevolent relationships with magic-aligned nations, which includes Lurin, Haelunor, Celianor related strictly to arrangements in voidal studies and exchanges. We shall pursue diplomatic interests that ensure our safe existence within our new realm. We shall initiate the political process of change to our political status with Petra to one of political independence and sovereignty  in accordance with current signed treaties.

II. Trade: The AGE OF CREATION shall be marked by Hohkmats investments in science, understanding, knowledge and magic. These will be the tools of our profit. The Chamber shall arrange trade agreements that generate revenue of our inventions and discoveries; and trade them generously with those who wish to partake of our knowledge.

Chamber of Earth.  

I. Prepare the national treasury for our relocation with a total sum of 15,000 MINAS within two scholar’s months.

II. Begin architectural design, construction, and mining in preparation. Aevos largest site of Arcaurum has been discovered by the Chamber of Fire  and the Chamber of Wind for our future construction and we shall be generous in its application.

III. The Chamber is to acquire, or create, no less than two magical artifacts over the course of the next two scholar’s months.

Academy of the Sorcerous Path.  

In the AGE OF STRUGGLE, the palatial ziggurat - the Palace of authority, served as the throne that looks upon all magi for obedience. This shall no longer be the principle heart of Hohkmat. The apex of society in the AGE OF CREATION shall be its academy. The Academy shall shadow over any such facility ever seen in our time, with grand halls for study, research, and the free trade of magic. Our libraries shall come to dwarf those of any realm, great artificery forges shall ring with the creations of magic. And so in the AGE OF CHANGE the Academy is to take the following actions.

I. The Heir of Hohkmat shall now, as their principal title, take on the role of Headmaster of the Academy.

a. The Headmaster of the Academy shall begin the search for a ‘Master’ to fulfill the role of each school of magic. 

b. The Headmaster is to recommend a naming convention and organization of the academy  initial  staff. The Grand Magister shall be fully briefed on the design of this organization and its staff  within the next three scholar’s weeks.
 

 

II. The position of Head Librarian shall be absorbed under the Academy, reporting directly to its Headmaster.They shall compile and prepare as many books and research to fill the libraries of our future city, our goal shall be no less than 200 books as an initial start within one scholar’s month. @greygre

III. The Academy is to undergo the spread of Artificery and Transfiguration within Hohkmat. Hohkmat shall have NO LESS than 5 Artificers and Transfigurations within two scholar’s months. 

 

COUNCIL of MASTERS and SAGES. Is to be disbanded. Its duties are to be returned to the Chamber of Lord-Magisters.

 

Other notable efforts; 

 

Law. 

I. The three mysteries shall remain the guiding philosophy of Hakad law.

 

II. Magical True-Lineage shall remain the succession system of the great houses. 

 

III. The Kaggath shall no longer be utilized to resolve internal matters to the state. Henceforth, Kaggath shall be an emergency measure activated in defense of the state against external threats.

Culture. 

I. Appropriate cultural dress of the Hakad shall be prescribed for all those in positions of authority when conducting formal business; this is to enable Magi to be unencumbered while casting in the hot climes of the south.

II. A renewed emphasis shall be placed on welcoming Bardmancers and Housemages into the definition of 'Mage', where they may form guilds and perform studies with the rights of voidal mages.
