It may perhaps be a drastic decision but, without knowing the details of the particular case, I already suspect that it might have been the right one. These type of decisions are a clear reflection on how much you and your Administration Team do care about the server. Other Staff Teams of other Minecraft servers would just ignore it completely or pretend it doesn't matter but it is obvious that when something is deeper than it originally looks the problem needs to be cut off from its roots in order to be solved.
