Declaration Regarding the Livelihood of the people

Issued and confirmed by His Imperial Majesty the Holy Emperor of Oren, Godfrey I

At the will of His Imperial Majesty the Holy Emperor Godfrey I, he has declared and ordered the following.

Orders

- That by his Imperial Grace, all bread shall from now forth be sold at the price of two Dnurms (Two Minas) and that four slices of bread shall be sold for a Harren or five Dnurms (Five Minas), and that eight bread slices shall be sold for a Horen, or two Harren’s or Ten Dnurm’s (Ten Minas)

- That by his Imperial Grace, tithes shall be lowered, on the people of Arethor.

- That by his Imperial Grace, house prices shall be lowered twenty percent.

- That by his Imperial Grace, shop prices shall be lowered twenty percent.

- That by his Imperial Grace, the Imperial Court of Law shall be established were, accused men and women shall come and face a judge, to see to their innocence or guilt.

- That by his Imperial Grace, in the Capital of Arethor and its Crown-Lands, Executions without the Emperor's approval is against the Law.

- That by his Imperial Grace, the establishment of the Imperial Office Of Piety, that shall work with those of need and poverty, supplying them with food and assistants.

- That by his Imperial Grace, there shall be established the Imperial Apothecarium supplied and maintained by the Empire.

That by his Imperial Grace, hereby establish the Imperial Information Center.

Declarations

- That by his Imperial declaration, an Oren Citizen is a male or female that lives or works in Oren and owns loyalty to the Emperor and so owes loyalty to Oren, directly or indirectly through one of his vassals.

- That by his Imperial declaration, new additions to the Empire and its peoples shall be given an appropriate starter package to ensure seamless integration into the populace.

A. The prospect of a civil service supplied employment.

B. Occupancy in a shared domicile for reduced living.

C. Assisted living, I.E food rations, living expenses, clothing, health coverage.

D. Certificate of citizenship upon completion and an accompanying imperial banner.

E. Admission into a government funded public education direction program.

F. Admission into the Information Center of his Imperial Will.

- That by his Imperial declaration, each appointed diplomatic official of neighboring, allied, enemy or neutral bodies of government for a country or nation shall be granted a mediated and monitored immunity to the general laws of the Imperial people. However, abuse of said immunity will result in the immediate expulsion from the Empire, removal of the represented countries immunity for future officials or execution. Cooperating diplomates shall be gifted with a complimentary stay in an appropriate domicile; their daily activities financial assisted and their living expenses paid for for the duration of their stay.

- That by his Imperial declaration, each significant nation shall be given a plot of land in the Capital city of Oren to construct an appropriate Embassy. Each Embassy grants the visiting citizens of their nation a modified immunity once within the confines of the building. However, officials in the Embassy are expected to comply with the normal Imperial laws of Oren when dealing with a fugitive. Members who enter an Embassy that does not belong to their nation receive no immunity what so ever and are to be treated as a member of the “visiting body”.

- That by his Imperial declaration, visiting bodies that do not fall under the citizenship of Oren or are appointed officials of their departing nation, shall be subject to the full rules and regulations of the Imperial law of Oren. Being a body of foreign origination does not grant any perks or special treatment but does grant harsher scrutiny to said Imperial law.

- That by his Imperial declaration, each citizen and loyal subject of the Empire is to attend one or more Information Center classes and is expected to retain a basic but factually true grasp of the Oren Empire’s history, culture, military or economic workings. Classes taken at the Information Center will financially assisted on the first attendance, extra classes will not be granted further financial aid.

- That by his Imperial declaration, the male population of Oren is expected to serve one Elven week in one of the Imperial military branches. This includes, the watch force, the navy, the knights, the Lances or under Knightly Orders of Oren. However, service is not limited to combat settings; fields that handle the maintenance of the troops and facilities are acceptable means of completing the Elven week term.

- That by his Imperial declaration, Veterancy Assistance benefits are only valid for males who have served a minimum of three Elven weeks in the military branches of the Empire, and have participated in a real time combat situation. Eligible veterans shall receive a housing and business financial assistance and will be given a complimentary recovery course in the Imperial Apothecarium. A small pension will also be available to veterans who are unable to provide the necessary living expenses due to an injury or mental trauma suffered during service.

- That by his Imperial declaration, the religious buildings dedicated to the fulfillment or worship of the one True God are exempt from taxation and are given leniency to imperial progression and laws.

-That by his Imperial declaration, male citizens at or under the age of 15 are expected to serve an apprenticeship under a skilled worker for a period of one Elven week or attend some form of formal education- excluding schools dedicated to magical or arcane studies. Proof of completion is required upon the youths 16th birth date or Imperial action will be taken against the accompanying guardians or upon the youth himself; The actual punishment will be determined in a court of law. Female citizens at or under the age of 15 are expected to be proficient in one or more domestic skills and must be able to demonstrate proficiency upon request by an appointed official.

Ari Hightower lets out a small, quiet smile, reading the notice from within her manor, unable to leave due to her recent injuries. She makes a note to speak to the Emperor about providing low-cost farming lands to individuals of Oren on her land.

Thomas hears the declaration off of a town crier in Arethor. He smiles after hearing about all the education and extra rights people are getting in Oren. He is also pleased to hear that the bread price was limited. After hearing all the great news, he heads into the local inn and starts talking to his friends about how Oren's changed for the better, and how he thinks that the young blacksmith may have influenced Emperor Godfrey in making these changes.

Alexander receives word of it from a courier, as he works with his workers on his palace in the blazing sun

He gets down from the scaffolds and approaches the courier, reading and smiles softly

"Tell my father I would like to speak to him very soon. I need to speak with him"

He sends the courier off and studies the decree with interest

Winter looks over the scroll, now measuring in an arm's length, all of the Emperor's word and all the legal texts that go with it. The elf let out a whistle and moves on down the road.

*Upon reading the declaration Silver Richards makes a mental not to speak to Emperor Godfrey I about diplomatic leader status and chuckles to himself about the bread prices thinking:

If it be one bread for 2 minas, 4 for 5, and 8 for 10... Well thank the Angeuls that I can still charge what I like fer a bundle!
