Option 1. It seems to be the fairest option for people who are not very well known, and if a noob gets picked it does not really matter because it is all for fun.

Option 3 seems best. You'll be able to vote for the best of the server and still giving a chance to the lesser known members of our community. It'll help bring us all in as the team we should be for the competition.
