It is hereby decreed and confirmed by Emperor Horen IV that the city of Kingston be placed under Ordos Scrutiniatus with the righteous intention of cleansing the city to avoid bringing to arms the full might of Imperial purgation upon the City.

 

Per the issue of Ordos Scrutiniatus, the Imperial Inquisition is charged with the cleansing of Kingston of its sin. By the Emperor’s command, the Inquisition is given ultimate authority over the city. Similarly, the imperial knights of the Chapter of the Lion and the Knights of the Order of Saint Amyas are hereby summoned to Kingston to serve as Imperial agents in the defense and monitoring of the city.

 

It is commanded that all local government and local guard force of Kingston and Salvus, to be compliant and follow the instructions and commands of the Lord Inquisitor that is in charge of the Ordos.  

 

Ordos Scrutiniatus is to remain in effect until the Emperor and the Inquisition feel it may properly be left to it’s own rule.

 

The primary reasons for Ordos Scrutiniatus are thus, and all Imperial Commands are not questionable until investigations are completed.

 

The aim of the Ordos is to bring safety and peace to the true citizens of Kingston and the Empire.

 

I. Salvus is found to be the frequent target of numerous cults that worship false gods and idols, as well as more violent and shady organizations in addition to heretical actions present in the daily life of its citizen. In example:

    - The priests donned in red robes  who worship their own false prophet, spreading fanatical heresy to the populace.

    - The citizens who regularly do not show their affection or devotion to the Creator and the Holy Faith of Oren, instead cursing His Holy Name in their everyday speech.

    - People who kill unrighteously in His Name, claiming their brutal violence is justified in the Holy Light of the Creator.

 

II. The guards, that practice such unclean behaviors doing as piking heads and displaying corpses in the city streets or just outside of the city. The taint of rotting corpses is a known source of disease and plague, which is completely unacceptable in a city full of people.

 

III. Multiple reports and investigations have been requested of the Inquisition including but not limited to: Incompetence, Corruption, and Heresy with regard to Salvus, yielding concerning evidence.

    

IV. The streets and sewers are rife with murderers, thieves, and shady operations alike, supposedly an operating point for criminal groups including pirates.

    -Investigation of the city’s underground has lead to the conclusion that it is a trade route for unlawful activity.

    - Wanted criminals and undesirables like Sprat and Shatter Mask walk the streets as we speak, largely unchecked and uncontested by any of the city’s guards.

    - The guard force of the city, the Shields of Salvus, are found unable and require assistance and an amount of reformation, and further investigation will be conducted as per the multiple reports of heresy and villainy within there ranks.
