I would like to point out that the High Elven City is on a cliff over the ocean. Their line of sight would be very far out. They would easily see /any/ ships approaching their city. So technically, this cannot be a sneak attack.

No it would not be, but the High elves would only have, at most 2 hours prep time.

((That would be true, but it looks like in the war claim it isn't many people. 1-3 ships tops maybe? Not really a whole fleet. Plus by the time a small number of ships sailed up probably doesn't give time for an ally army to cross Anthos to get there.))
