DIE EDIKTE DES SECHSTEN BRANDTIANISCHEN MOOT THE EDICTS SIXTH BRANDTIAN MOOT Issued by the Lord Regent of the Herrenhaus in the year of our Lord 1922 SÖHNE UND TÖCHTER VON MINITZ, With the recent announcement of a regency it was necessary to bring together the Sons and Daughter of Minitz to Moot to discuss the recent happenings of the Duchy. Several petitions had been brought to the attention of the Ducal Herrenhaus, necessitating the convening of the Reinmaren to Moot in order to discuss and vote on these matters. Thus, the Sixth Brandtian Moot was called to session in the year 1921 of our Lord. Upon the agenda were a number of petitions by Margaret af Barrowton, a Sister Acolyte of the Church of the Canon. Raising her concerns regarding the lack of provisions within the Minitzian Kanun regarding narcotics. The Sister had sought a meeting with the Herzog and Lord Regent some months prior to the convening of the Moot, being granted permission to petition the Tribesmen and Tribeswoman to amend the Kanun. Making an impassioned case for the petitions presented, Margaret sought to sway the opinion of the Reinmaren in favor of the proposed “Margaret’s Law” Despite a well-argued case presented by the good clergywoman, the Reinmaren’s will was as their walls, set in stone. With the majority of those assembled voting against the addition of “Margaret’s Law” to the First Book of the Kanun. PROPOSAL I: MARGARET’S LAW Thus is it proposed that Chapter THREE in the FIRST Book of the Kanun be amended to contain: 10. Margaret’s Law: The prohibition and outlawing of a number of substances often consumed by descendants across Almaris. It includes prohibitions on the following substances: Division 2 - List of Prohibited Narcotics The following list therein contains the narcotics prohibited in the Duchy of Minitz and able to substantiate an offense against the State: Eye Buddy (i) Alchemist Quartz or ‘quartz powder’ (ii) Black Cactus Green (iii) Fumemix (iv) Baby’s Brain (v) Ice Kiss If any narcotic is brought before the Moot that otherwise is not on this list, then the necessary judicial officer(s) can consult the likeness it has to these substances as a means of determining its inclusion or exclusion from the parameters of this Act. A test can be employed, analyzing: (i) The addictive nature of the substance and / or reliance upon it by the individual (ii) The ingredients of the substance (iii) The foreign nature of the substance (iv) The health risks it poses to the individual or others (v) The means in which it is ingested or used Division 3 - Offenses Possession of prohibited narcotics A person who has a prohibited narcotic voluntarily in his or her possession is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of a hand as a symbol of wrongful possession. Distribution of prohibited narcotics A person found to be distributing prohibited narcotics to any citizen of or person within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of both hand and tongue as symbols of wrongful trade and solicitation. The manufacture and growth of prohibited narcotics A person found to be manufacturing or growing prohibited narcotics within the duchy of Minitz is guilty of an offense. They may be punished through a sizable fine, a series of lashings, or the loss of their land. Promotion of prohibited narcotics A person found to be promoting the previous offenses to a person inside of Minitz is guilty of a separate offense. They may be punished through a sizable fine, a series of lashings, or the loss of their tongue as a symbol of wrongful solicitation. On the topic of holy matrimony, the Duchy of Minitz recognizes that marriage is to be between a man and woman, per the teachings of the Canon. Acts against this nature are forbidden, and are to be punished according to Section VII. On Heresy, of the Third Chapter of the First Book of the Kanun. Given the similar nature of these crimes, let this amendment to the Kanun be but an extension to the existing law. The one who whilst believing in the Canon subverts its true teachings shall be proclaimed a heretic by the Kanun, thus relinquishing their liberties regardless of their status as a subject. They are subject to the same punishments that the Kanun administers to the infidels, yet they shall be judged harsher than the infidel.   2. A Waldenian Patriot smiled proudly at his cousin, Theoderic, as the man delivered the sentence upon their captured foe. Placing a hand upon the man's shoulder, he briefly spoke. "Gutte work, Theo. You've made us all proud zhis day."
  3. Within the church of Neu Brandthof, the newly appointed Lord Regent sits in silence. The enormity of this new task bestowed upon him is not lost on the elderly man. As he arose from the pews and exited the church, he sets out with a steeled resolve to see the good Reinmaren through these comings months. "GOTT guide us in these coming days." the man said to aloud to himself.
  4. The Kanzler of Minitz loves Minitz and Waldenian literature. As he read through the missive his wife sent out, he felt immense pride for her!
  5. The Kanzler of Minitz sat upon the benches of the Moot Hall for many minutes after the departure of the Seer. As he mulled over what he had heard and seen, the old chancellor could not help but feel dread. Dread at the possibility of these words, of the end of the Reinmaren. As he followed the others to the cave, he felt a resolve beginning to build with each step he took. He felt determined to stop this prophecy from coming true, whatever the cost may be.

With great wisdom and discernment, I have chosen Ludrik Katzak to assume the esteemed position of Vizekanzler, to serve as an advisor and aid to Chieftain Karl von Theonus, the Kanzler of Minitz. With his unyielding loyalty, battle-tested experience, and keen intellect, Ludrik of the Tribe of Katzak has proven himself worthy of this honour. He shall sit by my side, offering counsel and guidance in matters of governance, and shall aid our hallowed quest of shaping the future of our tribe. Let it be understood that the Vizekanzler shall be bestowed with the authority to act on my behalf in my absence, and shall have the power to make decisions and implement policies that align with the vision of our tribe's ancestors; of Leon Barclay, of Dietrich, of Wilheim.   7. The Elector of Einmont smiled as he skimmed over the publication of the Diet's latest session. "Gutte man the Bosnan. He will will serve the Waldenian people well as Lord Vandalore." he said to himself, then placing the missive away neatly into a drawer.
  8. A wounded Waldenian chieftain would begin to hum this song alongside his tribesmen and retainers in the aftermath of the battle. "It is but one battle, kinsmen. There will be many more. Wer Rastet, Der Rostet!"
  9. Karl beams as he read the missive aloud to his cousin, Theoderic von Theonus. "Gott does watch down on us." He said a quick prayer after having finished reading, his resolve strengthened for the coming days. Donning his armor once more he walked into the square of Neu Brandthof. A hand resting firmly upon the hilt of his blade, ready for whatever came next.
  10. A Waldenian chieftain read the missive from within the Moothall of Neu Brandthof. Alongside him sat several kinsmen and retainers, all looking to him for the news. Glancing down to his trusted friend, Aber MitKase, he then spoke. "Gather those who remain in Einmont. The Tribe of Theonus stand with our Reinmaren brethren, and the Kingdom of Aaun, until our last days. Songs will be sung of this, just as in the days of our forefathers." the aging man spoke.

SÖHNE UND TÖCHTER VON MINITZ, With the increase in the volume of injuries sustained by the brave men and women of the Warband, the Kanzler in the name of the Herzog has seen fit to organize those with medical aptitude within the Duchy into one institution, The Physicians of Saint Johann. Duties, Responsibilities, and Recruitment The Physicians of Saint Johann will be responsible for training new medical students within Minitz, the stocking and procurement of alchemical brews, as well as the maintenance of Manfred’s Clinic. Additionally, they will be entrusted with expanding the newly created Medical Library of Manfred’s Klinik, which is free for all Tribesmen and visitors to peruse at their leisure. The physicians may opt to wear the symbol of a cross upon an armband should they wish to visibly display their role within the Theoderic’s Warband, which they are a part of. From within their ranks they shall choose a Chefarzt (c. Head Physician) to organize them and to speak on their behalf to the Warchief on the medical matters of Theoderic’s Warband. Those eligible to become a Physician must first undertake the process of training as an Aspirant until it is deemed by the Head Physician that they have sufficiently learned the basics of the medical arts. Eligibility within the Warband to become an Aspirant is limited to Reinmaren of at least eighteen years of age who have completed the Trials of the Stallion and The Ritual of Blood. The first Head Physician shall be Eloisee Veiel von Minitz, until such a time she decides to step down from said position. Underneath her shall be the Medics and Aspirants, who are still honing their skills in the medical profession. Structure of the Physicians Chefarzt, Chefärztin Head Physician The Head Physician is tasked with overseeing the other physicians of Minitz and the clinic as a whole. They will ensure that each Physician is performing their duties to the best of their abilities, as well as overseeing the procurement and stockpiling of medical equipment and supplies. Additionally, the Head Physician is to oversee the training of Aspirants by the Physicians under them. They will report within the Warband to the Warchief and the Herzog/Herzogin of Minitz on matters of me. Arzt, Ärztin Physician Physicians are responsible for the day to day activities of medical work within the Duchy of Minitz. Most commonly this takes the form of tending to any injured within the Duchy, be it defending from raiders, darkspawn and anything else that may cause harm to good Reinmaren. Additionally, they are expected to teach any Aspirants below them the tricks of the trade, such as how to clean and suture a wound. Praktikant Aspirant Aspirants are those who are honing their medical knowledge under the tutelage of a Physician within the Warband. Most commonly the ranks of the Aspirants are filled with young men and women who have found a calling in tending to the health of their fellow Reinmaren. They may be entrusted to do basic activities under the watchful eye of their mentor during their education.   12. Karl smiled as he read over the invitation, beginning preparations to take himself and his daughter, Isavella, to the festival. The aging chieftain was glad to have an excuse to visit Norland once more, always enjoying any reason to travel.
  13. A Waldenian chieftain sat numbly within his hall as news reached him of his uncle's death. Gazing out towards the horizon, he found himself repeating the final words the two had exchanged in Brandthof. "May the sun never set, onkel."
  14. Karl smiled as he received his invitation to his daughter's wedding, frantically scouring Aaun for a suitable gift for his daughter and soon to be son-in-law!
  15. Atop a hillock south of Neu Brandthof sat an aging chancellor. He gazed about the landscape, smiling as he saw a number of workers beginning the construction of his family's new seat of Einmont. After a long moment of silence he began to hum a song from his youth many years ago, his chest swelling with pride as he did so.

THE KING’S ROAD PARTNERSHIP Der Straßenpartnerschaft des König The King’s Road Partnership Issued by the Herzog of Minitz in the year of our Lord 1913 PREAMBLE: The United Kingdom of Aaun is a vast realm made up of many great families who rule over the bountiful fields, industrious hills and charming forests of the Heartlands. Cooperation between these families benefits all within the realm in order to make it further prosper. With this in mind, The Duchy of Adria and The Duchy of Minitz hereby extend mutual cooperation and friendship to one another through a formal military alliance, with the permission and supervision of the King of Aaun. ARTICLE I: FULL MILITARY ALLIANCE SECTION I: Military Alliance The Duchy of Adria and The Duchy of Minitz, hereby referred to as the signatories, sign a new military alliance between the two henceforth known as The King's Road Partnership. I. The signatories agree to a full military alliance. II. The signatories agree that an attack by a third party against one of them is an attack against both of them. III. The signatories agree to settle any dispute between them or in which they may be involved through peaceful means in such a manner that this alliance and the laws of the signatories, nor their liege the United Kingdom of Aaun, are not breached. IV. The signatories agree to consult together whenever the territorial integrity, political independence or security of the signatories is threatened in the opinion of either signatory. SECTION II: The King’s Road The signatories agree to engage in diplomatic dialogue in light of Section I (III) regarding the development of the King’s Road between Velec and the royal city of New Vienne.. I. The signatories agree to engage in diplomatic dialogue with one another alongside the Crown of Aaun in regards to any decisions that will affect the King’s Road. Decisions that fall under this purview include; the establishment of settlements and military forts, or any other issues deemed important to either signatory. II. Should the signatories fail to come to an agreement regarding any decision affecting the King’s Road, they will defer to the judgment of the King of Aaun, or his chosen representative on the matter. SECTION III: Marriages The signatories agree that as part of this treaty, House Barclay of Minitz and House Sarkozic of Aaun will provide one another preferential treatment when it comes to the marriages of members of their houses. I. Both houses will consider the offers of one another first when seeking marriages for eligible members of their houses. II. Additionally, The Duke of Minitz seeks a suitable Adrian woman to be wed to his kinsman, Ludolf Barclay, from the House of Varoche. SECTION IV: Royal Sanction Both signatories are subject to the decisions of their liege, the King of Aaun. This treaty in no way takes away from this prerogative. I. Both signatories acknowledge that this treaty is signed with the explicit permission of the King of Aaun. As the rightful sovereign of both signatories, the Crown of Aaun reserves the right to mediate any disputes that may arise between the signatories in abiding by the terms of this treaty. II. Both signatories will abide by any ruling of the King of Aaun or his chosen representative. III. Should any situation arise in which abiding by the terms of this treaty conflicts with the oaths and/or duties of the signatories to their liege, the Crown of Aaun, their oaths to the Crown of Aaun will supersede this agreement. SECTION V: Duration The signatories of this treaty agree to be bound to the terms agreed upon for a duration of fifteen years. Upon the expiration of this treaty, both signatories agree to discuss the renewal of said agreement for a further fifteen years. He shall be raised to the position of Kanzler, and entrusted with the powers and duties of such an office. EDIKT DER KANZLEI EDICT OF THE CHANCELLERY Proposed by the Herzog of Minitz in the year of our Lord 1912 SÖHNE UND TÖCHTER VON MINITZ, Let it be known that the Herzogtum has arisen to great might, and a gap in governmental competency has been identified. Herein, a position constituting the head of the Herzograt shall be created. THE CHANCELLERY Thus is it enacted that the FIRST book of the Herzograt of Minitz, The Herrenhaus, BE AMENDED TO CONTAIN: THE KANZLER OF MINITZ Acting as the head of the Herzograt in totality, the Kanzler is the highest authority in matters of government, tasked with keeping each member of the Herrenhaus and Landtag steadfast in the completion of their duties. The Kanzler is to aid the Herzog in matters of government, and act as his foremost advisor. So too shall the Kanzler supervise the occupation of positions within the Landtag and Herrenhaus in a timely manner, issuing and overseeing elections where needed. The Kanzler is unilaterally appointed by the Herzog of Minitz, and their powers and duties shall be as follows: He shall hold TWO votes in official matters of the Herrenhaus, correlating to his greater level of trusted judgment. He shall hold a SINGLE vote in the election of the Warchief. He shall enjoy the privilege to call for the re-election of a Warchief after the absence of the current one for more than five years. He shall enjoy the privilege to call for the re-election of the Seated of the Landtag after their terms have expired. He shall enjoy the privilege to issue Ducal Edicts in the stead of the Herzog, with his expressed permission. The Ehrensache of the Kanzler shall be Das Versilberte Abzeichen (Common: The Silvered Badge), a testament of his authority over matters of government and his power over men.   19. Karl went around the streets of Karosgrad, shoving a copy of the missive into the hands of any he passed. "Ein vote for Annie ist ein vote for ze people!" he called out with each missive given.
  20. An aging hedge knight nodded in agreement with his wife's assessment. "Zhis has been ein long time coming. Perhaps justice vill finally be done." he remarked, reading the missive himself. He cast a weary glance towards his longsword leaning against the table in their home, awaiting further developments.
  21. Hearing of Johanna’s demise, Karl began to weep within his home in Rozenfeld. The aging houseguard felt immense guilt at the news of her death, the Reinmaren Retinue having been manning the section of walls beside where the tower had collapsed. “Oh maus, vhy did du have to do zhat..?” he laments. Another friend was gone, and there he stood. Yet again he would go on, he thought to himself. Though for how much longer, he did not know.
  22. As Karl signed the document, he could not help but feel a wave of sadness wash over him. Thinking about the bride’s deceased father, his brother-in-law Adrian, he could not help but murmur to himself “It should have been you signing this, my friend. Not me.” Consumed by this thought, he did not realize the group planning the event had completely forgotten to include a few invitations.

    THE INBETWEEN

    Karl reads over the notice, his eyes doing a double take at the chosen moniker of the duchess. The Hunt for The Mouse Duchess still fresh in his mind years later. After a moment he'd shrug, simply thinking to himself "You have earned that moniker, I suppose." a fond smile as he continued to muse, the letter still in his hands. "You were a good duchess, Johanna. You did your duty and more, everything that was asked of you. It was an honor to serve in your retinue, and hopefully still as your friend." his musing complete, he'd tuck the letter away before going to congratulate Wilheim.
  24. Karl looks down at his bandaged hand after seeing the missive, having already been tested. "Ein gut idea." he remarks to himself, although he can't help but wonder how Frey passed the test.
