The Constabulary Act of 1690

Preface:
In the Year 1690, Mayor Obediah Dun’Hope has recognized the need and desire for a formalized constabulary to deal with the underbelly of society. In doing so, this Act does formally establish a City Constabulary, beholden to the Office of the Mayor and Crown. Crime will no longer have a hold in the Capital of Man, nor shall it disrupt the activities of Citizenry or the Crown.

I. Structure of the Constabulary
To better suit the needs and demands of the Capital, the structure of the Constabulary will be as follows:
I. The Chief of the Constabulary
A. Beholden to the Mayor, Crown, and or Ranking Official
B. Appointed by the Mayor
II. Sheriff
A. Appointed by the Chief of the Constabulary
III. Deputy
A. Appointed by the Chief of the Constabulary
II. Duties of the Constabulary
With the formal establishment of the Constabulary to better protect the Crown and Citizenry of the Capital, the City Governance does see fit to define the titles and duties of the Constabulary as the following:
I. Duties
A. To arrest, fine and imprison those who break the laws of the Empire, Kingdom and or City
B. To work in conjunction with the Imperial Legion to protect the Crown
C. To maintain presence and act in their lawful role within the boundaries of the City of Carolustadt
D. To Act as the Bailiff
II. Restrictions
A. The Constabulary may not fine someone over 500 Mina for a petty crime
B. The Constabulary may not lawfully execute someone without proper authority from the Courts or Crown
C. The Constabulary may not meddle, interfere, or supersede the business of the Imperial Legion, either within the City or within the Empire
III. On Matters of Criminal Activity
A. The ranking constable will decide fines for petty crimes on the spot
a. Not to exceed more than 500 mina
B. Major Crimes are to be brought to trial
a. Murder or Attempted Murder
b. Arson
c. Theft exceeding 500 mina
e. Witchcraft
III. Requirements to Join
I. Must be at or above the age of seventeen
II. Must be Canonist or of a Faith condoned by the State
III. Must be a Citizen of the Capital
IV. Must not hold other government titles
