      If you're say, wanted or banished, then jsut you walking into the city will compel the guards to attack you, that's essentially them defending their turf from criminals. Anyway, if you had to deal with the same person walking into town over and over despite having been banished/killed you'd also appreciate the luxury of choosing how to get rid of him.
