His Princeship Artyom Ruric, axeman chieftan; It is with arduous upset that the Grand Kingdom of Urguan is forced to retort to such sinister and malevolent blackmail. To deliver an ultimatum - the threat of bearing arms against the dwarven people amidst a treaty - is the truest form of aggression; an evident harbinger of a bloodseeking ruler. The utter hypocrisy of accusing Urguan of aggression, whilst threatening blunt war as a resolve, is laughable in the eyes of my privy and I. Such impetuous foreign policy will offer your people the same fate of the Empire; do not think for a moment we fear your empty threats of war. The Grand Kingdom of Urguan did not sanction any attack on your Prince, it can not be held accountable for the actions of all dwed. If Urguan held Norland accountable for the misdeeds of all human brigands then this short lived peace would no doubt have failed long ago. The Grand Kingdom of Urguan can see with the utmost clarity, this ultimatum was not made to resolve, but to provoke. Such weak foreign diplomacy is a stain on your administration, how can any nation approach your government with the optimism to improve relations when you have show such abrasive and brash policies. Not two stone days earlier, a citizen of Urguan was slain in the muddy underbelly of your capital by Norlandic officials. Both our witnesses were reliably informed; a member of our navy having witnessed the depravities; a Rurik levy man also came to us, confessing his witnessing of the murder. A dwed slain by crossbolt in the Krag, what would warrant such an execution? The eating of public rations within the city it would seem. Understandably outraged by this heinous injustice, but fuelled by our desire for an enduring peace, we consulted with your Princeship - offering threats of war was unconstructive in the eyes of our conglomerate. Do not think for a moment that your claims of unawareness fooled our people. We would not war over probable cause, but it seems our trust in your dynasty was once again misplaced. I am insulted that we are accused of oath breaking - our honor questioned - when the Ruric lords are guilty of the same allegation they accuse us of. Yet the key contrast being that whatever rogue dwarf set his sights on killing you, had no sanctioning by the Grand Kingdom of Urguan to do so. Our kin was butchered by royal order; we were lied to by the Prince - another crippling scar on the honor of your governing in our eyes. When the Princedom of Norland infringed on the provisions of our treaty, we approached the issue with resolve and an angling for settlement. Why do you offer us insult through weakened attacks of public slander rather than working towards the same end? Similarly, when faced with the same instigations by Turkin sword, Urguan found resolution through just diplomacy - Norland called crusade upon them, obviously enthralled by the prospect of cutting throats. When dwarves speak of honor, it is not some word thrown around to justify the acts of our people, it is the pillar on which our society stands. To question our honor through these allegations is an affront of the foremost severity, we hold our honor in high esteem and looks harshly on those who disavow their own. Lest we forget the treaty breaking Avarians of the eighteen years war. We were kind to erase this from the book of grudges, and far more generous to allow Norland to live peacefully out of reach from the punishment of the Empire - the beast of which they remained steadfast in defending until it no longer suited them. Even after Norland slayed our own Grand King, our pursuit of peace outweighed our desire for revenge. Urguan’s weariness is no longer strained by war, and we are prepared to deliver due justice if it is what his Princeship truly wishes. Your nation finds pleasure in jumping from loyalty to liege, like a locust searching for crops to destroy. We are not surprised by this turbulent behaviour, it should have been within our foresight to predict this happening. In future, our grudge would not be buried so soon, our mercy and kindness would not be seen by the Norland axemen. Ungrateful soldiers of the grasslands, remember those who saved you from demise for they will not forgive you a second time. I am a dwarf of my word - of my honor, I am prepared to pay for the acts of this rogue dwarf as a representative of all dwarf kind, but I will not be considered a conspirator. Likewise, I expect Norland to account for the acts of their Prince and soldiery, we wish for the treaty to be upheld and the concessions paid by his Prince, taking responsibility through public apology. Finally, remove your head from your arses. Norland is not as strong as it blindly believes so; it would serve you well to understand that no one is afraid of your idle threats, least of all us. I urge you as a competent ruler and I hope not an idiot, to speak with me personally in future. Diplomacy is more effective that way. If you wish to declare war then by all means, throw your band of merry peasants towards us. But we will not concede to such blistering injustice, ardent warmongering, or impulsive aggression. The Articles of Urguan PREAMBLE The Articles of Urguan THIS DOCUMENT, be it enacted in the Court of the Grand King of Urguan with the assent of the Senate of Hammers, does supersede and render void and previous documents of state, acting as sole and supreme governing constitution of the Grand Kingdom of Urguan. PREAMBLE The Articles of Urguan ARTICLE I The Grand King of Urguan ARTICLE II The Senate of Hammers ARTICLE III The Grand Council of Urguan ARTICLE IV Regency ARTICLE V Elections ARTICLE VI The Rights of Dwarves and Clans ARTICLE VII Guilds ARTICLE VIII Land ARTICLE IX The Court of Mountains ARTICLE X The Codex of Laws ARTICLE XI External Policies ARTICLE XII Alterations to the Articles of Urguan ARTICLE XIII Notes Article I - The Grand King Rights and Responsibilities of the Grand King "The Grand King" - “The Grand King” is an elected figurehead tasked with exercising leadership and direction over all matters regarding the Grand Kingdom of Urguan and all entities stemming from it. The Grand King of Urguan shall be the ultimate authority on all matters regarding the GRAND KINGDOM OF URGUAN (or any entities stemming from that kingdom). All decisions regarding the social, political, economic, and military nature of the GRAND KINGDOM OF URGUAN shall be approved by the king, and depend on this approval to be enacted into any form. In order to give regal approval, the king must be of robust health, sober, and not impaired, threatened, or bribed in any shape or form. Any and all regal approvals given while the king is discombobulated are null and void. The Grand King of Urguan has the power of the regal veto. The Grand King of Urguan can overturn any actions or decisions made by any other administrative branch of the GRAND KINGDOM OF URGUAN. The Grand King’s veto can be overturned if 80% of the Senate of Hammers vote to overturn the veto. The Grand King is bound, by law and by the Brathmordakin, to represent the will of the Dwedmar and to always act in their best interest. The Grand King is not obliged to heed any petitions or referendums put forth by the people of the GRAND KINGDOM OF URGUAN, but should holistically take them into account nonetheless. The Grand King of Urguan shall have absolute authority over the decision to go to war. The Grand King of Urguan has absolute authority over the terms on which war is declared. The Senate of Hammers, and the Grand Council will convene to discuss on these terms, which shall be approved by the Grand King of Urguan. The Grand King of Urguan shall have absolute authority regarding the decision to make peace. The Grand King of Urguan has absolute authority over the terms of peace. The Senate of Hammers and the Grand Council will convene to discuss on these terms, which shall be approved by the Grand King of Urguan. The Grand King of Urguan has the right to create Grand Council positions. The Grand King of Urguan reserves the right to appoint all members of the Grand Council. All members of the Grand Council shall be discharged once the king that has appointed them has left office. The Grand King of Urguan reserves the right to order evictions and seizures of property. The Grand King of Urguan reserves the right to partition land to vassals and to sell the land of the GRAND KINGDOM OF URGUAN to any individual. The Grand King of Urguan reserves the right to order executions, banishments, and beard-shearings. The Grand King of Urguan reserves the right to mobilize the Legion at his own will. The Grand King of Urguan reserves the right to amend the duties of any positions on the Grand Council, and to amend the duties and powers of the Senate of Hammers, during the duration of his reign only. All such changes will be reset when the amending Grand King leaves office. The Grand King of Urguan reserves any and all powers that might not be included in the manifestation above. Any official with the Grand Kingdom and otherwise sovereign entities, lose their autonomy if convicted of wrongdoing through regal decision and the correct judicial proceedings. Therefore, the Grand King may legally condemn and, in the eyes of Urguan, remove any figurehead, leader or official. THE CROWN OF URGUAN, whose holder is titled the Grand King of Urguan, shall be held by a trueborn son of Urguan duly elected publicly by dwarven-born citizenry upon the death or abdication of the previous Grand King. Each Senator upon the Senate of Hammers nominates their preferred candidate for kingship. UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree. Prohibitions and Restrictions of the Grand King The Grand King of Urguan may never abolish the GRAND KINGDOM OF URGUAN The Grand King of Urguan may never cede land from the GRAND KINGDOM OF URGUAN to a group of individuals who have the intention of secession. The Grand King of Urguan may never split the GRAND KINGDOM OF URGUAN. The Grand King of Urguan MUST be a pure Dwarf. His blood must be wholly that of a Dwarf. The Grand King may never be a half-breed, quarter-breed, eighth-breed, and so on and so forth of a Dwarf and any other race, with the exception of the Doomforged, who are considered true dwarves due to their years of loyal service to the crown. None of his ancestors will be anything but pure dwarves. The Grand King may never be of the Ironborn bloodline. The Grand King of Urguan must believe in the Brathmordakin. Any heretic that has previously believed in or currently believes in any Pantheon but that of Yemekar and his Brathmordakin is prohibited from ever sitting upon the Obsidian Throne. The Grand King of Urguan may never appoint a successor. The Grand King of Urguan may never establish a dynasty. The Grand King of Urguan may never restructure THE GRAND KINGDOM OF URGUAN into a monarchy. A potential Grand King of Urguan must have been part of dwarven society for a total of at least 20 years / ~2 seasons/ 5 stone months. Article II - Senate of Hammers Competencies and composition of the Senate of Hammers THE SENATE OF HAMMERS, whose members shall be titled Senators, shall comprise of representatives appointed by their respective Clan Father. Every clan with more than four recognized and officialized Dwarven Citizens is entitled to have one seat in the Senate.If a clan can prove legally and formally that it possesses more than eight dwarves actively in duty, a second seat in the Senate is in order. Once a clan has proved legally that they possess more than 12 dwarves actively in duty, a third and final seat in the Senate shall be in order. THE SENATE OF HAMMERS, is vested with the following authorities to be utilized with a majority vote for the good of the dwarven people: The authority to declare a Courtier as appointed by the Grand King to be unfit for office, and summarily depose and ban him from further positions as Courtier. The authority, in the absence or incapacitation of the Grand King, to declare a Regent who shall assume all royal authorities. The authority to declare a family of dwarves as an official Clan of the Kingdom of Urguan, with all pursuant rights and authorities. FURTHERMORE, the Senate of Hammers is vested with the following authorities to be utilized with a 80 percent majority for the good of the dwarven people: The authority to depose the Grand King of Urguan. Has the power to overturn the Grand King’s pardon. Although, they must show proof of unanswered crimes or treason. The authority to prevent the use of any of the royal authorities as enumerated in Article II in the intervening period of one stone day between their proclamation and actual enforcement. UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree. Restrictions of the Senate of Hammers The Senate of Hammers must congregate at least once a stone month to convene with the Grand King. The Senate of Hammers may not vote to increase its power over the Grand Kingdom of Urguan. Any suggested legislative changes must be presented to the Grand King, and only enacted under his approval. The Senate of Hammers may not be used as a tool to disintegrate the Grand Kingdom of Urguan. The Senate is comprised of all active clans within the Grand Kingdom. In order to fairly distribute these positions to the most active and prominent clans, every Dwed is encouraged to apply for citizenship. Of the pool of legal citizens, clans will be rewarded seats upon the Senate based upon their number of active members within the Grand Kingdom Citizenship will be accepted at all times. Every two stone weeks, registered members will be counted and Senator positions established. To be considered an active member of a Clan, a Citizen should for, at least 3 stone hours per week, show activity within the Kingdom’s capital. Senatorial positions are determined through activity not status, they are temperamental. No Clans can establish permanent features within the Senate. Article III - Grand Council The Grand Council and its Prohibitions The Grand Council may not create new Grand Council positions. The Grand Council may not implement any measures without Regal Approval. The Grand Council may not overthrow or attempt to overthrow the King. They may not undermine the King’s power. The Grand Council are bound strictly to their duties, and hold no power regarding governmental and legislative decisions, which fall to the Grand King and the Senate of Hammers. The Grand Council is strictly prohibited from acting outside their bounds by disobeying the Grand King in any way that might threaten his absolute sovereignty over the Grand Kingdom of Urguan. No member of the Grand Council may encroach upon the authority of the Grand King of Urguan. Such encroachment includes: Making and implementing decisions without a Regal Approval. Violating the Regal Veto without a 80% majority in the Senate of Hammers. Acting in a way that compromises the Grand King’s sovereignty. All members of the Grand Council shall be discharged once the King that has appointed them has left office. All autonomous or semi-autonomous actions of the Grand Council, from simple arrests to court cases, MUST FIRST OBTAIN A REGAL APPROVAL.This carries the connotation that no actions can be taken by members of the Grand Council without asking the Grand King. The Grand Council is, all in all, strictly prohibited from acting outside their bounds by disobeying the Grand King in any way that might compromise his absolute sovereignty over the GRAND KINGDOM OF URGUAN. The Grand Council will meet at least once every stone month. If a council member cannot attend, said council member must send a proxy to attend said meeting. These meetings should be regular and regular attendance is expected. Members of the Grand Council Article IV - Regency Regency upon the abdication of a Grand King Without a head of state, a Regent is chosen by the senate to act as a temporary head of state. The regent simply holds office to oversee the smooth transition of Kingship. He holds no power other than the following duties entrusted in. A Regent is appointed in the circumstance of the Grand Kingdom having no current head of state. Their sole purpose overseeing of an election, ensuring it is done successfully and quickly. The Regent holds no regal, executive or legislative power. The Regent cannot make alterations to the articles, such is considered an act of illegality. The Regent may only negotiate foreign policy in extreme circumstances, all diplomacy handled by the regent may be voided by the King upon election. The Regent may not use its temporary status as head of state to gain political power within the Grand Kingdom of Urguan. An incumbent Regent may not nominate or be nominated for Grand King. Regent selected to serve in a Grand King’s temporary absence If a Grand King is unable to serve his term but is able to make a sober, autonomous decision, he reserves the power to appoint a regent, who shall serve the dwarves of Urguan in the Grand King’s stead. The Regent of the Grand King cannot rule for longer than two stone weeks. The Regent of the Grand King cannot appoint or demolish any new council positions. The Regent of the Grand King is absolutely disallowed from proclaiming himself as the Grand King of Urguan, and from committing the physical act of sitting on the Obsidian Throne. The Regent of the Grand King is subject to a removal by the Senate of Hammers with an 80% majority vote, in which case the Senate of Hammers shall appoint a Regent with a 80% majority vote. The Senate of Hammers must have probable cause to remove the Regent appointed by the Grand King. IF the Grand King is incapacitated and not able to make a sober, autonomous decision in two stone week's’ time, an election must be held to elect a new Grand King in usual fashion. Article V - Elections Grand King: People must take careful time in choosing the next Grand King. The polling booths must be open for the span of three stone days. Any dwarf who has been apart of the Grand Kingdom of Urguan for at least 5 stone months may run for Grand King. All Senators on the Senate of Hammers may nominate one candidate each, or choose to abstain from the nomination process. Only true sons and daughters of Urguan, regardless of their status in society, may vote in an election for the Grand King of Urguan. Candidates are nominated by the incumbent Senators in the Senate of Hammers. After a period of no less than two stone days from the point of opening, nominations shall close. After nominations are closed, an election will be held, ran by the appointed Regent from the Senate of Hammers. Only true sons and daughters of Urguan may partake in the vote, non-dwarves are strictly prohibited from voting. Nominees may not take part in the voting process. Campaigns are of course allowed, however any malicious or misinformed campaigns will reflect badly upon the nominee and could result in their removal from the election under the most serious of circumstances, Upon the end of the three days of the election, the Regent shall count up the votes fairly, taking into account the activity of those who voted. ((Alt accounts, inactive people and trollish votes will not be counted)) ARTICLE VI - Rights of Dwarves and Clans THE DWARVES OF URGUAN, as the chosen children of Urguan and most ancient and beloved race upon the face of creation, are vested with the following rights to be used in defense of their ancient traditions. The right to purchase ale at a public establishment for a reasonable price. The right to work in a role productive to the Crown and greater dwarven society. The right to speak or publish publicly and unhindered, provided the content of such speech does not encourage open revolution or treason. The right to market their wares and services at a price that is reasonable to the expectations of the Grand King’s Peace and the rights of dwarves. The right to a maintenance of dignity and honor that is appropriate to their station as a child of Urguan and chief most race upon creation. If a Dwarf is to show any sign of being dishonourable, they have a possibility to be tried through a grudge or in extreme cases, as a criminal offence. This is includes things like: Blaspheming against the Brathmordakin, disrespecting the Paragons ( Urguan ), directly defying the reigning Grand King, fleeing a battle and or leaving a Dwarf behind on a battlefield, slaying a comrade in battle. NO RIGHT HEREIN ENUMERATED, regardless of cause or purpose, shall be infringed upon by any person or governmental body of the Grand Kingdom of Urguan. THE CLANS OF URGUAN, as chief representatives of the dwarven people and the interests of the Grand Kingdom, are vested with the following rights to be used in defense of their ancient traditions. The right to meet publicly or privately at any time, provided the substance of such meetings is not inherently treasonous. The right to claim and operate a clan hall of reasonable size and value proportionate to the prestige and history of the clan. The right to keep and hold an armory and treasury of a size appropriate to the armament of the clan in times of war. The right to rule their members as a subsidiary entity of the Grand Kingdom of Urguan with minimal and only justifiable interference from the Government of the Grand Kingdom. Each court is to have a recognised Clan Father. The only exception is if the clan is deemed dishonourable and has that removed until they regain honour. Clans have the right to rule in their own fashion, in any way they see fit, as long as it does not infringe upon a dwarf’s rights or breaks the laws of the Grand Kingdom of Urguan. NO RIGHT HEREIN ENUMERATED, regardless of cause or purpose, shall be infringed upon by any person or governmental body of the Grand Kingdom of Urguan. Clan Guidelines Clans must keep an adequate record of their clan. This means that they must keep track of their bloodline through records. It is also expected to keep track of different dealings with other parties, but this is not required. Clans are to have no homeless dwarves, housing must be provided in any form or fashion. Clan members are to be active within the dwarven community and be a hard worker. Any lazy clan member can reflect badly on his or her clan and in result the lost of honor for said clan. Article VII - Guilds THE GOVERNMENT OF THE GRAND KINGDOM OF URGUAN, as director of the financial health of the dwarven nation, reserves the right to establish and maintain corporate bodies. GUILDS, whose leaders shall be appointed by the Grand King and its predecessor, and may be granted titles in recognition of their services, are established by the Grand King with the assent of the majority of the Senate of Hammers. In return for training residents of the Grand Kingdom in their particular vocation, a Guild is granted a limited or exclusive right to practice their trade in the Grand Kingdom, as defined by the will of the Grand King and the Senate of Hammers. MAJOR ALTERATIONS, including alterations of organization, policy, or purpose, to a corporate body of the Grand Kingdom must be approved by the Grand King. Grand Kingdom Regulated Guilds: These are guilds completely controlled and regulated by the Grand Kingdom. Their material are fluid from one another, meaning they share all from the stockpile, bartering is not necessary. These guilds are subject to specific Grand Kingdom regulations. Engineering Guild: Lead by the Master Engineer, this guild has the responsibilities of; constructing, maintaining and arming machines of war, defense in the form of redstone traps, various redstone work contracts bought by the Grand Kingdom, keeping and paving the way for new advancements in the field of the sciences. Smithing Guild: Is composed of all the Dwarven smiths know to the nation. It is thought to be the best and most admired collection of smiths in all of Axios. The Guild is lead by the Forge Master who helps teach and educate the beardlings about smithing. This Guild is also know to hold the secrets of the more advanced and dangerous forms of smithing. They are trusted to keep the knowledge of these forms of smithing thriving and alive. This Guild has also been given the responsibility to smith all armor and weapons for the Grand Kingdom along with smelting all of the Grand Kingdom’s ores. Adequate payment will be needed for its workers as all employed dwarves need. The Kirkja Dverga: Leads the nation in the worship of the Brathmordakin, educating them on the teaching and will of the gods. Seeking and destroying heresy (the definition of which changes depending on the High Prophet), the Clergy does allow private worship of “good religions.” Helps keep the Dwarves emulating the ideals of the Brathmordakin and the Paragons. Yemekar's Workforce: This grand Kingdom affiliated guild is ran by Yemekar’s Pick. It is his duty to assign all jobless dwarves a job, usually as a miner, for it is the right of a dwarf. To not give him one is a criminal offence, which isn’t taken lightly. Yemekar's Workforce themselves are in charge of keeping a steady supply of ores for the smithing guild and maybe some timbers for their furnaces, as well as various subterranean edibles for the taverns. Of course, this will be done through trade as each group has their own dwarves to pay. More of this is defined in the council position of Yemekar’s Pick. The Khaz’Lordak: A newly discovered art in the Grand Kingdom of Urguan, the guild of mages and alchemists advises and regulates all uses of magic and alchemy within the Grand Kingdom of Urguan. The Kirkja Dverga shall be an autonomous entity outside the grips of mortal government, but protected by the Grand Kingdom of Urguan. It’s holdings shall never be taxed whilst prophets for the Kirkja Dverga shall maintain legal immunity, however law-breakers within the Kirkja Dverga will be requested to be handed over to the Grand Kingdom of Urguan for proper trial and punishment. Independent Guilds: These are guild that are only affiliated with the Grand Kingdom in one way, residing in their lands. These are groups of individuals that govern themselves as a whole; meaning the Grand Kingdom has no right to dictate their policies. However, they are required to abide by the laws of the Grand Kingdom, and any laws that might direct solely at them. As well as answering to the call of the Grand King upon his request, and abiding by anything he dictates. If such guilds wish to purchase a guild house or build one, they will need the proper guild house permit to do so. Again, they must follow all the same laws and regulations as the Grand Kingdom. They may sign contracts with the Grand Kingdom for paid work if they wish to do so. This can mean any numerous of things; smithing, scouting, scribe work, etc. Article VIII - Land Naming Of Settlements: All dwarven built settlement must be named in the honour of the ancestors by use of the old dwarven language. There are instances that names of paragons may be used in the naming of holds but are used seldom. All settlements located within the immediate territory of the Grand Kingdom of Urguan must pledge loyalty to the Grand King and follow the laws laid out in the Articles of Urguan. The only exception to this rule is permitted guilds. Leaders of Holds will be named Jarls and will manage themselves independently, unless called upon by the Grand Kingdom to fight in war. A Jarl cannot refuse the will of the Grand King. It is noted that only the Grand Kingdom of Urguan will address the leader as Jarl. If he wishes another name for his people to address him as, he may do so, though the title of Grand King is reserved only for the Grand King of Urguan, while any others must change their title. The Jarl and its peoples must abide by the treaties and pacts that have been signed by the Grand Kingdom of Urguan. This means if a treaty of peace has been struck, the Jarl may not draw up arms against this group. A failure to do so is considered high treason and the ruler of the Hold will be deemed an Oathbreaker. The Jarl is held accountable for the actions of his people and must banish any who do not abide by the Articles of Urguan. A Hold may possess its own constitution, providing it is approved and signed by the Grand King and does not conflict with any existing laws of the Grand Kingdom. This means, they are allowed to establish their own working government, courts, laws, or any body of governing. However, a Hold cannot use a ranked title if it is already in use by the Grand Kingdom of Urguan. The freedom of religion is granted to all settlements within the territory of the Grand Kingdom of Urguan. There must be an unquestioning duty to aid the Grand Kingdom in times of war. Under no circumstances is the Jarl allowed to deny the Grand Kingdom for aid if in threat of attack. Expansion of a particular hold requires the approval of the Grand King and Lord’s Council. The Jarl may hold privy with the Grand King and council during one of their meetings if he so desires. The Jarl and its peoples may not engage itself in any plots or draw up arms towards any other Jarl that is held under this Article. ALL land within the Grand Kingdom of Urguan is OWNED by the Grand Kingdom of Urguan. All residents of ANY piece of land can be evicted with the Grand King’s approval. Anyone “given” land within the Grand Kingdom of Urguan is merely renting and looking over the land but does in no way have ownership of any said land, which falls directly under the control of the Grand Kingdom of Urguan and the Grand King. Article IX - Court of Mountains THE COURTS OF MOUNTAINS, as supreme judicial authority of the Grand Kingdom of Urguan, is vested with the following authorities, for the good of the dwarven people. It is ran and overseen by the Grand Arbiter, appointed by the Grand King. The authority to try and convict those guilty of breaking the Grand King’s Peace, the laws of the Senate of Hammers, or the Code of Laws of the Grand Kingdom of Urguan. The authority to sentence those convicted to punishments within the regulations of the Articles of Urguan. UNAUTHORIZED USE of these powers by another dwarf is considered Treason which is a crime of the first-degree. Trial System / Lawsuits Lawyers or a third party are allowed to assist you in a lawsuit, but it is completely optional. While a lawyer could improve your chances of persuading the Court of Mountains, it could also be detrimental to your case. Prosecutions (Grudges) and acclamations against a fellow citizen(s) Prosecutors will present their case in court in front of the the Court of Mountains, with which this trial will already be pre-approved and accepted as an official case by the High Remembrancer. Defendant will be the claimed perpetrator of the case. They are to simply “defend” themselves against the lawsuit placed upon them. If the Judges find them not guilty, no charges will be given. The lawsuit will not be reopened unless further larceny is committed. ARTICLE X - Codex of Laws THE CODE OF LAWS OF THE GRAND KINGDOM OF URGUAN, as established in full by these articles, shall be the chief most legal system of the Grand Kingdom excepting this very document. They are a matter of public record and are available for inspection by any citizen of the Grand Kingdom. THE CODE OF LAWS OF THE GRAND KINGDOM OF URGUAN CAN BE FOUND HERE Article XI: External Policies Dealing With Other Nations You must abide by the Grand King's ruling when dealing with other Nations. If the Grand Kingdom declares that a nation or Kingdom is barred from dwarven entry, you must comply. You are required to follow whatever law is set by the Nation you are visiting. If another Nation is wrongfully accusing you of actions you did not commit, you are not to speak on behalf of yourself in the situation so that hostile tensions are not created. You are to contact the Grand King, the High Consul, or any dwarf you trust who will do everything in their power to assist you. If another Nation attacks you without any reason, you are to do everything in your power to escape ( Or if you’re able to, defeat them ) and report it to the Grand King, or Grand Marshal. They will make the necessary actions to serve justice. Criminals In Other Nations If spotted by a Dwarven Official, they are to be detained and brought back to the Dwarven Nation for proper punishment. If they are nobility in another nation, inform the leader of that Nation that this person is a criminal. If you are not a Dwarven Official and you spot a dwarven criminal in another nation, you are to report that criminal to a higher ranking Dwarf. That Dwarven Official will then perform the necessary acts in order to detain that criminal. If this said nation is defending the criminal you have located, bring this up to a council member. A council session will then be held to discuss the situation. Depending on the degree of crime the criminal committed. If it is a low degree of crime, drastic measures will not be taken. If it is a high degree then it’s a possibility that war will be waged depending on the Grand King’s decision. Allied Nations You are to respect the laws of allied nations, as they must have done something very honourable to gain the trust of the Dwarven Nation. Any crimes committed against allies (unless justified) will be dealt with by the Dwarven Court, and given a degree of crime. In return they are to respect your rights as a Dwarf, if they do things that directly defies the treaty you are to report to the Grand King or a Lord and the situation will be dealt with accordingly. Allied Nations are allowed within our city walls to a certain extent. Unless they plan on believing in the Brathmordakin they are not permitted to enter any temple. ARTICLE XII - Alterations to the Articles THE ARTICLES OF URGUAN, representing the foremost concerns and structure of the dwarven government, shall not be altered by any method except the unanimous agreement of the Senate of Hammers and the assent of the reigning Grand King. Article XIII - Notes Probable cause shall be defined as a series of two or more tangible, verifiable facts that prove a criminal suspicion. In the case of politics, the suspicion is defined as one of lack of efficiency or violation of the Articles of Urguan and the charter of power described above. No action of force, either physical or political, against an individual, may happen without probable cause. Anyone found exploiting or trying to use loopholes in the Articles will be charged with crimes of the first degree. Anything not set above can be set as precedent by the Grand King, who holds full jurisdiction over the Articles of Urguan.

I've got 200+ hours and still no access to a shop

I'm quite confused on the server's situation on shops, I don't wish to stir the pot with the recent blacklist due to the EULA infringements, however I believe this needs to be addressed. Shops are a vital part of the server as actually roleplaying selling is quite difficult. Currently only donators have the ability to make shops, yet there was news of non-donators being able to make 1 shop, however upon asking Kowaman I was told it was not a thing, however after looking at the (recently updated) donator page, it clearly states non-donators have the ability to create 1 shop. I understand that it could be a mistake, or that non-donators just haven't been given access to the shop plugin yet. But if there are no plans to allow non-donators have 1 shop, I believe it is quite unfair, shops are vital to making money in the server and I think non-donators being able to create 1 would balance things as it does give a big advantage to donators.

The laws of police and public security shall bind all inhabitants and visitors of the territory of the government of the Grand Kingdom. Immoveable property such as real estate or improvements upon the land, even in the possession of foreigners, is governed by the laws of the Grand Kingdom. Laws relating to the privileges of the citizen shall govern any citizen of Urguan, even those residing in foreign nations. Those who inhabit, or shall continue to inhabit, the Grand Kingdom of Urguan, shall be held to have submitted to the authority of these laws and agreed to be bound thereby. The power to pronounce guiltiness of criminality shall be vested with the Court of Mountains or its representatives. Private agreements shall not contravene the laws of this Code. Section I Regarding the enjoyment of citizenship and the rights thereof. Every citizen of the Grand Kingdom is entitled to the rights outlined herein. Every person born to a citizen of the Grand Kingdom is a citizen of the Grand Kingdom. Every person born to a foreigner in the lands of the Grand Kingdom shall have the right, for a period not exceeding one year after reaching the age of majority (12), to renounce all other citizenships and automatically acquire citizenship within the Grand Kingdom. Every person naturalized by citizenship application is a Citizen of the Grand Kingdom. No citizen of Urguan shall be denied the right to be tried by the Court of Mountains or one of its representative Courts. This right may be waived by the citizen in return for clemency. Section II Regarding the categories of crimes and retributions. The Grand Kingdom divides punishments for criminality into five categories: Fine, Revocation of Citizenship, Execution, Imprisonment, and Branding. All executions, brandings, and revocations of citizenship must be publicly approved in writing by the Grand King of Urguan. The proceeds of all fines must be delivered directly to the representative of the Court of Mountains to be added to the treasury of the Grand Kingdom. Fines which the criminal cannot pay in minas may be paid with an amount of labor equal in value to the fine. Consecutive imprisonment shall not exceed three stone days without the written permission of the Grand King. Any person who has had their citizenship revoked may be expelled from the country and permanently banished on the order of the Grand King. Section III Regarding degrees of criminality and their maximum and minimum punishments. The Grand Kingdom divides violations of the law into four degrees of criminality, based on the severity with which they offend justice. The punishment for an individual crime shall never exceed the maximum punishment for its degree of severity. The punishments for multiple crimes may cumulatively exceed the maximum punishment for each individual crime. The punishment for a crime shall never fall below the minimum punishment for its degree of severity. Delinquencies, or Fourth Degree Crimes No delinquency may be punished with Execution or Revocation of Citizenship. The maximum period of imprisonment for a delinquency is one stone day. The maximum fine for a delinquency is one hundred minas, or an amount of material wealth judged as equal by public proclamation of the Grand King. Misdemeanors, or Third Degree crimes No misdemeanor may be punished with Execution or Revocation of Citizenship. The maximum period of imprisonment for a misdemeanor is three stone days. Section IV Crimes against Property Trespassing Trespassing is the crime of being present on real property despite obvious visual or verbal warning on the part of the government or the property’s owner. Trespassing is a fourth-degree crime. Vandalism Vandalism is the crime of destruction or defacement of real property. Vandalism is a third-degree crime Theft Theft is the crime of forcibly removing moveable property from the the ownership of its lawful possessor. Theft is a third-degree crime. In addition to punishment levied by the court, the guilty thief will also be required to return the stolen property to its owner. In cases where the stolen property cannot be returned, the thief will provide remuneration of double its value. Burglary Burglary is the crime of accessing a container without its owner’s permission. Burglary is a fourth-degree crime. Disrespect of a Relic Disrespect of a Relic is the crime of the unauthorized taking, sale, or dishonorable interaction with a relic of the Grand Kingdom of Urguan. If said dwarf continues to refuse returning to the Grand Kingdom of Urguan, it will be considered a first-degree crime. Kjell’s law is a first-degree crime. Section VIII Legal defenses which may exonerate criminals or provide clemency. Legal defenses may only be presented once the accused is found to have committed the crime, but before they begin to fulfill their punishment. If a presented legal defense is found to be salient and reasonable by the presiding official, they may choose to reduce or even negate the punishment levied against the accused. Self-defense The accused acted only as was necessary to defend their life or health, exhausting every other method before resorting to lawbreaking, and not acting with excessive or unnecessary disrespect for the law or public order. Defense of Property The accused acted only as was necessary to defend their property from being defaced or carried away, exhausting every other method before resorting to lawbreaking, and not acting with excessive or unnecessary disrespect for the law or public order. Volenti non fit injuria The victim of the crime, without being coerced, deliberately placed themselves in a situation where they might be injured with the intention of extracting benefit from the crime. In pari delictor Both the accused and the victim were equally at fault for the breach of law, and so it is impossible to say which deserves to be punished more than the other. Duress The accused was forced to commit the crime under significant and probable damage to body or livelihood. Section IX Placing and fulfillment of grudges and oaths. Grudges are established by being proposed to a representative of the Grand King for consideration. If a grudge is considered worthy of record, it will be archived into the history of the Grand Kingdom. A grudge may only be considered worthy of record if it contains only two parties, displays an infringement of the grudgebearer’s honor on the part of the grudge recipient, and must provide a manner in which the grudge can be fulfilled and dismissed. Oaths are established by being proposed to a representative of the Grand King for consideration. If an oath is considered worthy of record, it will be archived into the history of the Grand Kingdom. Oaths must be entered into willingly by all parties, and if broken will be considered a first-degree offense.
