A different solution to that potential issue would be to limit a player to being involved in only one heist at a time. However, I feel that most players wouldn't bother with heisting random shacks out in the wilderness as it simply wouldn't be worth the time for the survival resources within. Would heists even apply to random freebuild structures? Also if the bolt cutters were to cost 10k mina each then they certainly shouldn't have a 25% chance of completely breaking on each roll, that's definitely not worth the risk for the reward of heisting iron sets.

Roleplay costs? Wouldn't the 10,000 minas for the boltcutters be considered the roleplay cost considering they are required to break into valuables anyway? I really don't agree with having to pay minas to the sky gods just to begin the heist process, especially with the cost of the boltcutters. Either have one or the other in my opinion as there is no way you'd ever recoup 15,000 minas worth of items from a heist anyway.
