The Imperial Crown hereby does assent to the passage of the Napier-Rutledge, Foreign Tobacco and Cacti Prohibition, and Treason & Sedition Acts of 1751. Pursuant to the contents of the Treason & Sedition Act, however, the Crown requires changes of the National Language Act and Workers’ Rights Bill of 1751. On the National Language Act: Auvergne, a historied language still present among Orenian families today, must be recognized as a protected language so to preserve the dignity and identity of that part of Oren. Section II details that protected languages may be “used in provincial government“, which conflicts with the definition of our national language described in Section I. As we are one state composed of an Orenian people together, the Crown advises the term in Section II be omitted in favour of Section I. On the Workers’ Rights Bill: The very classification of a “worker” is undefined, outlandish, and inherently damaging to our Orenian identity. “Working” is not a trade, craft, or art, but merely a classification meant to divide kin from kin; father from son. The Crown requires that the name of this bill and all references to “workers” within be changed to something appropriate. The Crown recommends “Orenian Employment Rights” as this bill’s name. The classifications of a “union” and “labour party” is similar, and are required to be substituted with a traditional and understood institution such as guilds. Section I references “just and favourable conditions of work”, but provides no explanation as to what these conditions constitute. The Crown requires this to be defined or omitted. Section I references “protection against unemployment”, but provides no explanation as to what this protection constitutes. The Crown requires this to be defined or omitted. Section I references “periodic holidays”, which is already defined by a previous act passed by the Imperial Senate. The Crown recommends this to be elaborated further or omitted in favour of the National Holiday Act. Section I defines a minimum age of employment (13 years), which unfortunately discriminates against young Orenians and eliminates various roles held by Orenian children. Section I references “equal pay for equal work”, but provides no explanation as to what this constitutes. The Crown requires this to be defined or omitted. Finally, the Crown requires clarification on the status of serfdom within the Empire and how the Bill affects this traditional institution. -

On the Helena Fires: Relief from the Crown 12th of Owyn’s Flame, 1750 A drawing of the city’s east area. TO OUR JEWEL OF HUMANITY, HELENA, The fires which have impacted our fair Helena this week are not only a tragedy, but an attack on our very livelihood by the enemy. A small group of rebels, highly suspected of having support from the Alliance of Independent States, are the arsonists responsible for the fires. They are known to hide outside the reaches of any civilization - in the far western mountains and among Orcs - yet take advantage of our hospitality by living among us, enjoying the fruits of our labor while they plot terrible acts. The most vulnerable district of our Helena, Cotter’s Court, was their first target. Several homes outside the inner wall were simultaneously set ablaze, ruling out the possibility of an accident. As the fire quickly spread, many became trapped or incapacitated, their lives cruelly put in danger by the rebels. Thankfully, His Imperial Majesty and his officers, soldiers, and numerous brave volunteers were able to evacuate a great majority of the population. We honor those who lost their lives in the selfless rescue of our poorest fellows. The rebels’ second target was the center of Orenian justice and legislature, Varoche Hall. The supposed leader of this small group made an appearance, attempting to brutally disfigure and kill Vivaca Rutledge, a senator from Curon, and setting fire to the building. Upon being quickly surrounded by our Empire’s gallant troopers, the rebel leader immolated himself in a drug-addled frenzy so to avoid arrest and justice. Regardless, he now suffers eternally separate from the grace of God. However, just as the Bloodied Orphan, the very embodiment of our City, lives on through war and abandonment, we too must live on. We must not let these assaults on our dignity and freedom end us. To this end, the Imperial Crown offers relief to those who lost their homes and livelihoods in the fires: 500 Minas receivable in full and at once, A chest of imperishable and worthwhile foodstuffs, Temporary shelter in the Sasha de Vitus Freedom Park, Guaranteed housing free of purchase in the rebuilt Cotter’s Court. The affected district will be cleared and reconstructed to the standards of the city square, following modern architectural and engineering standards so to make the district resistant to all blights including fire. THE HONOURS OF 1750 17th of Owyn’s Flame, 1750 With the recent consolidation of Imperial orders of chivalry, it is the desire of the Basrid Ministry, in honour of the half-century of 1750, to fill the ranks of these orders by rewarding those who deserve awards in their service to the Empire. As such, the Ministry has undertaken its constitutional role and advised the Emperor of candidates for recipients of these awards. These awards and honours for service are published in this gazette. Recipients come from many walks of life and have undertaken patriotic and exemplary service in a variety of fields, as determined by the relevant provisions of each separate order, and this justifies recognition from the Emperor and the country which they have served. In order to accept these honours and employ the requisite styles, a recipient must swear a generic oath of fealty below to His Imperial Majesty so as to ensure that he is an Imperial subject and thus entitled to employ the honours. “I swear to be true to the Emperor and the realm and not to maintain silence about any evil that I may know which is being contemplated against them. I swear to work tirelessly to the betterment of the Empire and the Orenian people that comprise it. I swear also not to eat or drink with traitors and not to have anything in common with them, and always to defend the honor of the gentlemen I serve. This I swear by the Holy Scrolls.” A failure to undertake this oath denotes an effective refusal of the honour bestowed upon the recipient, preventing them from employing the associated styling of ‘sir’ and any relevant postnominal, as only affirmed Imperial subjects may employ these styles. IMPERIAL ORDERS OF CHIVALRY With the coming of the year 1750, the thirteenth year of rule of His Imperial Majesty the Holy Orenian Emperor, Peter the Third, it is the wish of the Crown to formalize and reconstitute the official orders of chivalry within the Holy Orenian Empire. These orders of chivalry, membership of the confraternity therein which shall serve as an award for exemplary service to the Empire, have hence been decreed with considerable consideration for past institutions of history while also a desire for modernization. To be a knight of a chivalric order is to be a member of a brotherhood, to which all fellow members are owed exceptionally respectful and honourable treatment. They operate on the basis of an unwritten code of chivalry, whereby they are expected to act in a courtly and chivalrous fashion, remaining loyal to their sovereign and the principles of knighthood. One may be a member of more than one of these orders simultaneously, however, the order of precedence to these awards must be respected. A directory of membership for all orders, living and deceased, shall be maintained by the Emperor’s personal secretaries. All three reconstituted Imperial orders entitle their recipients, so long as they are human, Imperial subjects and have sworn an oath of allegiance to the Emperor, to a knighthood, with which they may prefix their name ‘Sir’. They are also entitled to associated postnominals after their name. These orders of chivalry typically have four levels, each denoting their own postnominal depending on the particular award. Each of these levels also denote the physical possession of a medal, which may be worn by any recipient at any time. Grand Master A special and nominal title held in perpetuity by the sovereign, who never employs postnominals. Grand Cross The highest rank of a particular order, of which there may be a maximum of two living recipients per order. Knight Commander The middling rank of a particular order, of which there may be a maximum of three living recipients per order. Knight The lowest and most common rank of a particular order, of which there is no particular limit to recipients. This applies only to subjects of the Emperor, with foreign recipients of this award being unable to employ this prefix. Since that time, it has transitioned into an award for exceptional valour. This is a most highly coveted decoration, which may be conferred upon officers and enlisted men of all the forces in the Empire who qualify by outstanding gallantry and devotion to their duty and country in the face of the enemy. This order is the sole award that may be awarded posthumously, as those actions that may warrant conferral are often fatal. Investiture within the order, at any level, entails admission to knighthood and the right to bear the title of ‘sir’ before a name. This applies only to subjects of the Emperor. The Emperor is sovereign and Grand Master of the Order, and controls investiture within its ranks. Busy in his study at the highest point of Novellen, littered by notes for ciphers, concepts for an Imperial flagship, and plans for a great adventure, Peter III finds the time to review these two passed bills. The Emperor finds no issue with the budget, but flies in to an uproar at the taxation bill! Rushing to Varoche Hall, he loudly reprimands the present senators. “Look at the header; this is still no more than a template! Where is the date?” Peter roars to his officials. “Satraps? We are not some oriental despotism! We do not have SATRAPS!” He states with a furious slam on May’s desk. “Where is the sponsor? Where is the date? You are my lawmaking body! You legislate for this very Empire! Everything you do MUST be of the utmost neatness and professionalism!” Quickly calming himself after his short fit, the Emperor mentions a lesser item to be modified. “Do remove the taxation for the City of Helena from this bill, as it is closer to my personal property than a vassal province. The Crown will manage it in a different matter.” -
An Elven Armistice 18th of Harren’s Folly, 1749 Many Orenian couriers are dispatched by carriage and horseback to the Tripartite nations of Haelunor, Irrionor, and Renalia. They bear their letters of credence and a message of peace once more, prepared to present these to whom may be concerned. TO ELFKIND, The invasion grows quiet and distant. There is an ever increasing number of children born and migrants settled who do not know fear or sorrow: a blessing that almost two generations of Men want for. However, even those born to know our Troubles enjoy a blossom of prosperity - most lively in Helena and Haelunor - while the homes of those invaders wither. For good times have come, many Men and Elves idly question the nature of this war. We wish not to disappoint them; to make this a premature Spring. In what fighting there is, we are left to face little but feudal levies which the main invasion is unwilling - or unable - to support. Many of our defending soldiers are relegated to peacetime tasks as the ranks lack a need to be filled. Only the veteran troopers are able to say they have faced an Elf on the field, and some break bread with them at home. Though we have wounded each other, it is clear that there is no better time than now to heal each other. Our previous terms to you were declined, but we wish to extend the branch once more before the calm in this storm passes. The Holy Orenian Empire thus offers the Tripartite of Haelunor, Irrinor, and Renalia an armistice. We propose this with intent to mend our stately dialogue and relations in an effort to bring our Troubles to an end. Hostilities between the Holy Orenian Empire and Elven Tripartite will cease until declared otherwise. The Holy Orenian Empire and Elven Tripartite will resume peace talks in hopes of finding a solution to this conflict. By agreeing to this armistice, our states recognize war is ongoing, but agree not to deploy soldiers against one another. The Holy Orenian Empire promises that all diplomats representing the Elven Tripartite will be protected and treated with due respect.
