I don't think you can ever make raiding fair for both sides however, maybe by making only places on the border of nations able to be raided? Atleast then the people on those borders would be aware of the risks when they take that land.

Since the donator perks are gonna be removed ( Or at least most of them. ) , does that mean us non-donating casuals will get them? ( Or atleast some of them, like LWC.)

I'm assuming Mojang wants you to practically remove all the donation perks but as far as I am aware they only care about ingame, maybe you could give the donators some more forum benefits? Doubt they'd have the same pull as the IG benefits though.
