      I think the intent with the rules was to make wars worth the effort once the map filled up & was developed, but the mechanics didnβ€˜t really match up with tile maintenance & improvement cost etc

      orcs require a core group willing to treat that community as a 9-5 job, orc community was never really good at nurturing the next generation and after a single good leader it falls apart for awhile.. just an opinion from an old orc player
