To whom it may concern,

 

As the August Imperial Chancellor of Oren, Donatien Brunswick, I do hereby request for the construction of an Orenian embassy in every major nation. This embassy is not required to be grand or magnificent in construction, but should suit the needs of an ambassador to lead a semi-permanent life in the nation. For too long has diplomacy been hobbled by distance or a lack of a dialogue between one or more nations. The best way to correct this, in my belief, is the construction of a series of embassies so as to have permanent ambassadors in every nation. With the construction of said embassies, a code must be established for ambassadors to ensure their safe keeping, outlined below:

 

I. All ambassadors have diplomatic immunity, and as such are not subject to prosecution and are to be kept safe by the host nation. However, this does not prevent the expulsion of ambassadors.

II. Embassies are to provide advice and aid to nationals living abroad amongst host nations.

III.Embassies are to be considered extraterritorial, and are thusly not under the same laws as the host country.

IV. If residence is not provided within the Embassy itself, the ambassador is to receive special protection from the host country.

 

Attacking any diplomatic is seen to be a symbol of utmost disrespect. Consequences of such an action could include war or the cutting of diplomatic ties. Diplomacy is seen by this Chancellor to be utmost in the tools of statecraft. With this end in mind, disruptions to the end of diplomacy will be met with extreme prejudice.

 

Representatives of nations who wish to participate in this endeavour and agree to the above terms are cordially invited to sign their names below. At such a point, discussions can begin about the construction of embassies.
