They're having socialist movements - as in a socialist party is making their presence known. You can choose to help or sit aside and watch what happens:

 

Also, Finland is part of Russia, now that I remember, Russian border states joined Russia as their economies were failing, but Russia's was prospering. You can always "take" it back though, huehuehueh
