Yeah, the owner of the 'official' tavern in Petrus is inactive. No idea why ownership hasn't been transferred to someone else yet. Having people in it. (That is a serious response.) I can't speak for the entire town, but I try to be in Petrus as much as possible, same with my associates. Festivals, feast days, tournaments, I don't really care, just something to attract people. Better management of taverns would also be nice. Unless you have reasons for people to go to Petrus, people will no go. Constantly do things there, have good tavern RP (why do you think the main road is so popular?), and have people hanging around Petrus, and you should find a steady increase in your cities daily RP.
