Set up in the library of Haelun'or is a desk and ballot. On the desk sits a pile of small leaflets, a pot of ink and a few feather pens.

 

The leaflets each include simple instructions, with three areas to be filled in. It reads as follows:

Please keep in mind that tolerated outsiders, children under the age of 50  and those undergoing purity trials may not vote. Any votes seen as illegitimate will be disposed of.

 

Each citizen receives two votes. They may give both to the same candidate, or two different ones.
