The lands of Ker'nor is the Mali'ker settlement located behind the city of Linandria, home of the wood elves. It is a sect of the Dominion and thereunder lies under it's laws and restrictions. Very rarely, non-mali'ker find home in the caverns of Ker'nor. Homes will be provided and taxes are not required, but services are requested when needed. See the note posted outside of the Workshop for more information on providing services to the city.
