Issued and Confirmed by His Honor, Godwyn Crast, Mayor of Senntisten, 11th of Snow's Maiden, 1649

With the legalization of slavery in the most Holy Kingdom of Marna. We the City Council of Senntisten, believe that slaves should be classified by race. Humanity is the most paramount race within the most holy Kingdom and Capital. Thus the City Council has come to the conclusion that no pure Human will ever be found in the Capital, serving as a slave to another Human.

Non-Humans are, clearly, free to be taken and taught the ‘ways of the trade’ as it were. However, the actions of taking potential slaves, must not occur in the public, this will disrupt the peace brought by the Free Company and Order of Saint Lucien. To clarify further, all potentials, must be taken captive either outside the walls of Senntisten or hidden from the public.

There is a gray area, which we the good City Council of Senntisten would like to clarify; Half-Humans are inherently abominations, and as such will be allowed to be serve as slaves, within the holy Capital. The Free Company and Order of Saint Lucien may request to learn about the heritage of any civilian within the walls of Senntisten, if found guilty of being a half-Human, the Free Company or Order may forcefully enslave the specimen or auction it.

It is important to record this Nations legacy, and it is why, from this day and on, that all new slaves must be registered in the City Hall or by a licensed steward. The purpose of this is not purely for documentation, it is also serves as a recorder of the slaves identity, should the specimen decide to abandon their owners.

Slaves who have abandoned their owners, but have been collected back, are to be punished at the discretion of their owners. In short, freedmen who own slaves, may do what they wish with their property,  and even order them to do anything they wish, as long as it does not break the law.

Carsandra frowned at the news, already having passed the missive on to several of her Elf friends. "Welp, one more good reason I won't be vacationing near there."

"I'd like to know what gave the mayor the idea that the HOLY Order of Saint Lucien would even be interested in participating in the slave trade when we are sworn to GOD, not Marna. First Clement resigns, and now this. GOD I pray these slave owners aren't mix breeding with the slaves." Rakim says to himself as he contemplates having the Order execute any half humans that enter Senntisten, free or enslaved.

"Keyword is 'may' as such, it is an option. A slave is one's property, you may do what you wish with your property, can you not? If the order so desires it can opt out of slavery, again it is simply an option" Says Godwyn Crast
