Laws to protect the liberty Article 1a) All citizens have a right to fair trial. When one has been arrested for a crime, they have a right to an immediate trial. They may present their case to a judge along with citizenry to watch over the trial to ensure fairness. The accused may not elect a lawyer or representative. Article 1b) Right to their own choosing of home All High Elven citizens have the right freely to choose the location they may dwell in, given the owner of the property grants them permission to do so. Article 2. Laws to protect the morality Such misdemeanors shall be punished according to section three unless repeated offenses; Article 2a) DecencyOne should behave and dress properly. Acts such as kissing, overly flirtatious behavior are not meant for the public. Furthermore, one is expected to wear either pants, a skirt or a dress that covers the knees, furthermore, all are expected to cover their chest and the majority of their upper body. Article 2b) Defamation, Harassment One should show proper behavior towards another. Any form of dispute should not escalate into harassment nor defamation of another individual. Such backward things like hateful comments against those who are of another race, gender, love the same gender, or things alike shall not be permitted and the fine paid to the offended. Article 2c) Trespassing One may not trespass another’s property. When asked to leave, they are expected to leave unless they are state officials investigating. Article 2d) Marriage Those who have reached the age of maturity at twenty-five are eligible to wed another person who agrees to do so on their own accord. The two persons have to swear their oath in front of a member of council or the Royarch to seal the marriage. Those of High Elven descent may only wed or create offspring with others of the same descent. High Elven descent is described as those with two fully High Elven parents. Those of elven descent may not create off-spring with those that are not of elven descent. Elven Descent is described as those with two fully Elven parents. Half-breeds may not have children as to not spread multiple curses onto their children. Half breeds are described as anyone with parents of different races. The children of those are not to be punished for their parents' mistakes. Article 2e) Substances Any substances that are considered intoxicating may only be consumed within boundaries. If one commits a crime intoxicated there shall be no difference in the punishment. If one takes severe harm from a substance another gives them, said another person may be punished according to their crime in Article 3. People may freely drink, sell and buy alcohol. Article 3. Laws to protect the people Article 3a) Murder The crime of ending another descendant's life is one of the most heinous ones and shall be punished as one. Depending on the intent, the way it was done and whether it was in hot or cold blood, one will be punished severely. Article 3b) Assault A forceful, direct or indirect attack on another person, depending on its severity it shall be seen as either a felony or a heinous crime. Article 3c) Banditry, Slavery and Kidnapping The acts of robbing, illegally demanding tolls, kidnapping and enslavement are one of the most severe crimes and shall be treated as heinous crimes. Article 4. Laws to protect the property Article 4a) Theft The act of taking another’s property, including animals is considered a felony and shall be punished as such; If not a repeated offense. Article 4b) Vandalism The act of destroying another’s property, including harming their animals is considered a felony. Article 5. Laws to protect the state Article 5a) Ability to call to arms In case of war, any citizen between the age of sixteen and five hundred may be drafted for war. Avoiding the draftment is considered a heinous crime. Article 5b) Treason The most heinous of all crimes; The act of defying and betraying one’s own people and state. This can come it many ways, may it be giving away secrets or information to enemy, or even backstabbing, Article 5c) Desertion Those in active who abandon their fight or flee from one while sworn to fight make themselves guilty of the heinous crime of desertion. SECTION TWO: The Magic Laws Article 1. The Forbidden Arts: 1. Classified as forbidden arts are the following forms of magic: Dark Shamanism, Necromancy, Shade Magic, Paladinism, Frost Witch. If performed, taught or in any other way used within the principality one shall be prosecuted with the full extent of the law. The possession of such arts is illegal: Paladins who do not cast are permitted walk the city. 2. Dark Magic: Enslaving the dead back into life through Necromancy is forbidden within the Principality. This includes the usage of Necromancy, the usage of any necromantic relics, or any other way. Bring back a dead person through necromancy will result in banishment and the destruction of the undead being. 3. The usage of demons and creatures related to demons is forbidden, including their summoning, usage of their demonic powers and the worshiping of such beings. Exceptions can be made by the Crown itself and only after a long-term trial showing the said Demon and user are not 'harmful'. 4. The use of Paladin magic within Celia’nor is prohibited. Anyone seen using such vile magic of Xan shall be promptly banished. Article 2. On Voidal Magic: Voidal Magics and the users known as magi have been through many rough spots within its time, so limits will be added to what one will be allowed to do with said magic during their time within the Principality. Below are the following: 1. When voidal magic is used it must essentially be the following; in the act of self-defense, defense of others, the minimum effort for the said art, no activity in corrupting the world and harming the balance in any way. 2. Private practice (Within one's home) shall be allowed. 3. Those constructs and Yisar that are built of voidal energies are permitted, as long as they do not disrupt peace within the walls of the principality, and are only used in the principality for the upkeep of the settlement and its owner. If a construct is to bring harm and disrupt the peace, the construct will be banned from the lands and if not gone they will be destroyed. Article 3. On Deity Magics: 1. On Druids: Druids are those beings who have devoted themselves to the ‘gods’ called the Aspects, and live for the balance of the realm. Druids shall continue to strive to keep the balance within the lands of the Principality as we move on; should they find an imbalance within the realm of Celia’nor they must contact a member of the council in order to begin the process of healing the land. 2. On Shamans: Shamans may practise their art freely, unless it is to curse people, animals or the weather or climatic. Any sort of malicious use is forbidden. 3. On Templars: The templars have full permission to practice their art within the walls of their established temple, and reserve the rights to teach any students who wish to learn the ways of Malchedial. The templars are also inclined to bolster the military when called upon, joining up arms in times of strife. SECTION THREE: Crime Severity In accordance with the severity of a crime, there are several stages of punishments dealt to those convicted. Those who commit a crime in carelessness, conspire to commit a crime, threaten or blackmail so, evade punishment or help criminals escape shall be treated as if they commited the crime themselves. Hence, someone who avoids punishment shall face twice the punishment. Elves, and especially nobles, are given more leniency in the punishments that are distributed. FOR MISDEMEANORS: 1. Fines of up to five-hundred mina. 2. Civil service, such as material gathering, or mandated gate duty. 3. Stripping of titles through the Royarch. 4. Any other punishment seen befitting of the crime by the Royarch. FOR FELONIES OR REPEAT OFFENSES: 1. Fines of up to one-thousand mina. 2. Removal of property. 3. Civil service. 4. Imprisonment. 5. The loss of the rights of Article 1b) 6. Any other punishment seen befitting of the crime by the Royarch. FOR THE MOST HEINOUS CRIMES: 1. Fines of up to two-thousand mina. 2. Banishment. 3. Execution. 4. Any other punishment seen befitting of the crime by the Royarch. SECTION FOUR: Court Proceedings Court Proceedings shall be done in accordance of and must follow the following procedure: 1. There must be a thorough investigation into the crime in question. 2. The investigation must reveal the truth surrounding the crime. The truth of the crime is concluded following the investigation. 3. The verdict of the crime must come after the investigation. 4. The punishment for the crime may only be given by those eligible to do so In the case of a MISDEMEANOR, any active duty Celia’diraar may dole out punishment unless written otherwise. In the case of a FELONY or REPEAT OFFENSE, the Parir overseeing the investigation and verdict may dole out punishment unless written otherwise. He would slowly bring a mug up to his maw, He would drink the brown liquid before placing it back onto the counter right beside him. He would clear his throat before the snicker could be heard from Vakas " By the spirits, So, Celia'nor is becoming softcore Haelun'or with a side of suspicion. I will say. "Just hillarious. These are no new laws, they have always been in place. The only difference now is that cross-breeding will now be fined instead of the offenders being punished. Have those people even the slightest idea what they are talking about?"
