Pit every free state of Azuras against them with war, and then outlaw mages and destroy their own institutions forcing any mage residing in the Empire to flee or die! Absolutely brilliant move- Perhaps we should advertise Cerulia's large magical institutions and facilities as many of these mages will be moving here or perhaps to the Mage's Guild. Nevertheless the real question is this- how does one go around getting a permission writ? Surely if one goes up to the authority they would be executed on the spot for not being a registered mage, so clearly this is a ploy from the Empire to get mages to admit themselves for execution, horrible trick really. Eyes of glass with gears whirling behind that seemed almost curious in how he would act. As his thumb grazed over the stamp upon the bottom edge, he let out a sigh that was felt in the entire body. “Take it tae the others. They should know.” He gave the command, penning a particular name on the envelope. He placed the scroll into the little bird’s delivery basket, sending it away.
