Thargus sighs upon hearing of the various disputes over who can vote in the election. Opening up his old copy of the Articles of Urguan, he writes a letter addressed to the Lord's Council of the Grand Kingdom of Urguan.

 

"To the council of Lords,

 

When the Articles of Urguan were originally created, it was stated that all dwarves were eligible to vote in an election for the title of King. However, as times were different, the use of the word 'dwarf' appears to have instead been substituted for the word 'citizen,' rather than actually referring only to dwarves themselves. For example, the stance towards allowing non-dwarves to become a member of the Lord's Council or run for Grand King, is specifically pinpointed as being restricted to only those of dwarven blood. This is further followed into the laws specified within the Articles of Urguan, which likewise refers only to 'dwarves' as a general term. However, this too does not mean that the Laws of Urguan are applicable only to actual dwarves. Therefore the only conclusion we can meet is that the word 'dwarf' can in fact be substituted for 'citizen' and the word citizen refers to all dwarves and non-dwarves living within the boundaries of the Grand Kingdom of Urguan.
 
Through the use of judicial prescedent, we can further support the idea of any dwarf or non-dwarf being eligible to vote. For example, during the elections that saw the rise of Omithiel Strongbrow and Thorin Grandaxe, the Lord's Council allowed any and all citizens who lived within the Kingdom of Urguan to vote, thus establishing a binding prescendent for all future elections. Until a Grand King and his council of Lords wishes to introduce an amendment to undo this fact, it remains as such. The Articles have since been expanded to specifically take note of this prescendent as a binding factor in all future elections.
 
Furthermore, the idea that citizens living within Holds are allowed to vote but not those living within Kingdoms, is incorrect. This is due to the fact that no such amendment was ever introduced to recognise these Kingdoms as anything more than Holds. As this was never specified, the Articles can only recognise the Kingdoms as Holds, retaining the same rights laid out for them. Had this been accomplished during the last King's reign, the situation would be very different however. It is the responsibility of the Lords and the Lord's Council alone to clarify positions of uncertainty within the Articles, in preparation for any future elections. Until this is performed, we can only follow what we have before our eyes which certainly appears to suggest that any and all citizens of the Grand Kingdom of Urguan are in fact allowed to place a vote for the Grand King.

Igor is sad that the Adunians did not vote for him, considering he always sent patrols to their borders, assisted them in political matters, did rescue missions against Human raids and is a good friend of King Lachlan Mor. Igor must've been wrong about his true friends.

 

However, Igor still believes he can win the election, he walks in to the main plaza of Kal'Azgoth as a crowd quickly gathers around him, h clears his throat, a bead of sweat falling from his forehead, his nose twitching, he looks at all the eyes staring at him and orders them to quiet down, complete silence falls upon the plaza as Igor begins to speak

 

"Men n' women ov' Urguan, Ah stan' 'ere teday not as a can'idate fer King, not a veteran ov' war, not a 'igh rankin' legionnaire, nay, Ah stan' 'ere as an ordinareh dwarf, w'o onleh wants te see teh best fer t'is Kingdom, throughout meh entire life ah 'ave always done w'ot 'ave can teh 'elp teh betterment fer t'is Kingdom, ah 'ave never gone out ov' meh way teh cause aneh 'arm fer t'is Kingdom 'er it's people, ah wus there on Elysium w'er meh n' F'orin fought a group ov' Uruks outnumbered, ah wus t'ere at teh battle ov' teh crossroads we'r mah fatha' claimed Storm's Crossin' fer teh dwarves, ah wus tehre when weh 'ad a mass exodus n' most ov' teh dwarven population 'ad disappeared, ah wus tehre wehn King F'orin was crowned, back in t'ose days teh Kingdom was in a vereh weak state, did ah run n' 'ide? Igor pauses for a moment, staring around as more dwarves seem to gather, he continues his speech

 

"Now ah ahm not boastin' 'bou' our achievements, ahm just mereleh sayin' w'ot ah 'ave been through, ah 'ave witnessed t'is Kingdom at it's most weakest state, n' it's most powerful, throughout the entire time ah 'ave stayed faithful to t'is Kingdom, ah 'ave not gone n' joined a foreign a group ov' adventurers, n' ah 'avenae kept aneh secrets frum teh Kingdom, teh onleh t'ing t'at is ever on mah moind is teh betterment ov' t'is Kingdom, ah 'ave been faithful to teh Brathmordahkin mah entoire life, durin' mah travels in foreign Kingdom ah 'ave spoken wit' respect and carefulness, always tryin' teh improve relations nay break 'em."

 

"If ye vote fer meh as yer King ah promise to keep doin' w'ot ah 'ave always done, which is anything for teh betterment ov' our Kingdom, murders will nay longah 'appen on our roads, bandits will be caught, poor people will be fed, 'omeless people will be 'omed, children will be educated and most of all, weh will 'ave peace, prosperity n' 'appiness, fer ah willnae rest until teh men n' women of Urguan are 'appeh, wit' t'at ah end mah speech, men and women ov' Urguan, ah 'ope ye make teh right choice, because ah trulh believe t'at togetha', weh can make t'is kingdom thrive"

 

Igor then walks away to his clan hall, to converse with Indago Storm'ammer, a clan member who did not ote for his own kin

Finki Goldhand sighs as he places his vote into the ballot box. He fears that the "Grand" Kingdom of Urguan is going to end up with another dictator, despite his best efforts to prevent such a terrible fate to happen to the true sons of Urguan once again.
