Treaty of Portoregne RECOGNITION OF BORDERS AND NON-AGGRESSION ENACTED BY THE CROWN OF AMATHINE 9 Snow Maiden SA 170 PAR’INDOR (Preamble) As a part of our pursuit of the wisdom and efficacy that was once native to Malin's Kingdom, we endeavor to bring administrative consistency to our realm, and that includes the department of Foreign Affairs. Upon riding to the city of Portoregne, I was greeted by Queen Sybille, and we discussed the Aaunishmen of Ascalon. The Balianese expressed a worry about increasing amounts of nominally Elvish settlers in lands that exist between Balian, Amathine, and Haelun'or. In reassurance, the Crown of Amathine has agreed to a Non-Aggression Pact and a formal recognition of the Terra Sancta Lotharia. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following terms, to be proposed to the Queen Sybille of Balian and High Princess Idril of Amathine. INDORII’OEM (Article I). Terra Sancta Lotharia By this decree, it is enacted that the lands of the Crown of Amathine shall respect the following territorial claims mandated by the Balianese Terra Sancta Lotharia. As such, the case of the Aaunishmen of Ascalon shall be resolved between Prince James of Ascalon, Queen Sybille of Balian, and King John of Aaun. INDORII’NIUT (Article II). The Claims of the Crown of Amathine By this treatise, Queen Sybille I of Balian acknowledges the following territorial claims of the Crown of Amathine. These include the Capital of Aianear and the Marevarns of Tahn'Larueth and Illivira. Additionally, the borders of the Druid Grove Watcher's Roost shall also be respected. INDORII’HAEL (Article III). Non-Aggression in Perpetuity By this pact, the Crown of Amathine and the Kingdom of Balian formally entered into a pact of Non-Aggression in Perpetuity. Neither country shall practice acts of war, sabotage, or commit to aggression against one another. INDORII’VAILU (Article IV). Trade By this decree, it is enacted that the lands of the Crown of Amathine shall readily allow the easy flow of commerce between the Crown of Amathine and the Kingdom of Balian. Both countries shall provide the other one tax-exempt stall for conducting international trade. Release of "Ascalon" THE BORDER CAMP AUTONOMOUS ZONE ENACTED BY THE CROWN OF AMATHINE 17 Deep Cold SA 178 PAR’INDOR (Preamble) As it stands, the Refugee Camp of Ascalon was a settlement erected by Aaunishmen who left their home country in pursuit of lush lands far into the South— erected on newfangled territories on the land situated between Amathine, Kaethul, and Balian. The Crown of Amathine is not interested in retaining a Human civilization within its borders. Amathine is a nominally Pan-Elven nation and desires not to issue Marevarns to people outside Our Realm. The Refugee Camp of Ascalon is to be referred to as a fully autonomous zone outside of the Crown of Amathine. We claim no ownership of the Aaunishmen, their peers, and titles, nor do we aspire to retain ownership of that land. Though it is a lush and fertile landscape, Amathine's efforts ought to remain invested in the city of Aianear. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following decree, to be enacted with immediate effect across the realm. INDORII’OEM (Article I). On the release of the Nominal Aaunishmen By this decree, it is enacted that the lands of the Crown of Amathine shall release control of the lands that have been colonized by the Aaunishmen. The settlers' right to housing shall be respected. Moreover, by this decree, it is enacted that legal recognition on behalf of Amathine for the Refugee Camp of Ascalon shall hinge on whether John of Aaun recognizes his son John Marcel's claim to the region. Unaware of their claim, the Crown of Amathine shall recognize that the colonists are not Amathine's subjects. The Medin'sair was not aware of any humans moving South until very recently. INDORII’NIUT (Article II). On the claim to the region. By this decree, it is confirmed that the Crown of Amathine was unaware of any squatters on the fringes of the territories occupied by the Crown of Amathine and Haelun'or. Consequently, we implore the international community to offer the Aaunishmen aid, as they appear to be in dire straits. Food, water, and other basic necessities appeat to be scarce. The Aaunishmen and other refugees native to the region's customs shall be respected by the Crown of Amathine. There shall be no efforts to remove them from the land. The Prince of Aaun, James Marcel, shall not be persecuted by the Crown of Amathine for occupying the territory. We afford King John of Aaun our deepest respect and wish his son Prince James Marcel well. We thank you for the interventions your men have rendered us against the Darkspawn in recent years.   7. Would it be possible to add a bit of a free-form clause so long as it fits the theme of Azdrazi lore? Think that could be cool too. Otherwise, think it's dope, in agreement with it.
  8. I like the idea and with new Azdrazi lore, it works. But I think that Ascent should allow for variation in transportation for the land-bound Azdrazi who do not have wings. For instance, they can utilize the power of their Drakeshrine to transport themselves in a manner that is consistent with their Soul Stone mechanic instead of wings.
  9. The Elder Azdrazi Alistair considered all the events that transpired in the Underdark. Deep in the bowels of the earth, the warrior had engaged the Dread Knight he was faced with head-to-head. As a nimble woman in armor had suffered the first blow from the animated suit of armor's rancid claymore, Alistair had intervened on her behalf with his greatsword and entered a fierce mele with the creature. To Alistair, this was merely another fight to delay time to preserve the flesh and blood of the less hardy Heralds who had accompanied the Nephilim on their dastard quest to the deep. Alas, as he stepped backwards and allowed the monstrous armor to detonate, he heard a cacophony of voices as the Azdrazi of Tor Praeth lamented their convert's death at the hands of the Mori'quessir marauders. "Drakon!" One voice wailed, as another shouted. "He is dead!" It was rare for the ancient Dragonkin to feel much remorse. Much less when he was not polymorphed into a human shape. The lives of normal people were simply far too short to elicit any sense of sympathy from Alistair on most occasions. Though he was reluctant to take the lives of others, Alistair believed that to lament death was a waste of time - some forces of nature were simply inescapable. But that did not change the lingering feeling of failure that he felt roll through his nerves like a plague beneath his leather skin and his stone heart. For a brief moment, he experienced a human feeling of shame. Not unlike the sensation he had experienced when he lost close friends of his to the trials in Tor Azdraeth. Wasted potential, he lamented. His greatsword Spite whispered to him, "Yet all the same: Inevitable." Alistair moved to help conduct the man's last rites and made a solemn vow to the An Gho, "I shall not let this happen again." How would his species survive if they could not even keep their Whelpings alive? If the man were to die, it should have been to hatch Drakon as a Nephilim. Not becoming some rancid corpse dragged to the surface for funeral rites. The warrior tightened his jaw and then beset his new task without question; but his thoughts lingered on the ally he had failed to save.

  12. I think the rpsign feature is one of the most innovative things I've seen in years. I'd love it if we could find out a way to make the signs transparent so that we can put words on tiles and stuff like that too.

    I'm shocked more people aren't trying to push the boundaries with these things. I'm integrating them into the next event zone Mirvam and I work on.

  14. To be clear, the tone of my post is not directed at people posting here, but more so at the people who behave in the way I am describing. I apologize for any confusion!
  15. Not every role-play experience is intended to be pleasurable. If I am playing Baldur's Gate 3 for instance, or Dark Souls 3, there is going to be a moment my character "dies" and respawns. On LoTC, the gravity of consequence is often not applicable whatsoever. My friend Sam killed his enemies multiple times but they never perma killed, and then once they killed him he did - this is not a equal scale for consequence, some people PK and others do not. A consequence of that freedom to keep a persona and not have to re-roll is that sometimes, you will die to competitive people in obscene and unfun ways. When I see the "Game Over" screen in mini-games, I get mad too. Except in this community for some reason, instead of calling hacks, people cry and bemoan the fact they have to face adversity whatsoever. I advise the people who despise bandit rp so much to actual rp consequences and politely communicate with the people they're role-playing with. A lot of the time, if you show an openness for discussion and a willingness to negotiate consequences, other players will respond positively. When both sides act uncharitably, as is characteristic of LoTCers who spend the majority of their own free time with their own proverbial foot in their mouth repeatedly shooting themselves over and over and making the game unfun for everybody, you cannot complain if your enemy does not extend you that charitability themselves. TL;DR It's a video game, you don't always die, soulbinds exist, and if you just chat with people and make the best of a bad situation, you're stoic and cool. If you complain about every little thing, sincerely from the bottom of my heart go **** yourself, you're a loser.

In the pursuit of Fi'Hileia (Common: New Peace), we have entrusted numerous councilors to the position of Lord Commander; but each has not reliably re-established the army - it is to no fault of their own, the truth is the militancy of prior Elven states is not possible for a peace-loving people. Our borders go on unchallenged, the Mali of our world believe in peace, order, and justice. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following decree, to be enacted with immediate effect across the realm. INDORII’OEM (Article I). On the establishment of Fi'Hileia The New Peace entails the following actionable steps. - The Crown of Amathine shall dissolve its military the Okar'tennalar in the pursuit of ensuring long-lasting peace, and it shall be replaced by a guard force instead called the Iyu'ihnsil (Silent Spears). - Tilru'sil (Common: Serving Blades) shall be codified. The Talonii of Sylvaeri and aen Sov shall be granted the ability to hold their own standing house guard forces for the protection of their respective seats in Aianëar and Tahn'larueth. - The House Sylvaeri shall be protected by the Aratir, a group of Elven Knights in service to the High Princess Idril Sylvaeri, and destined to defend her inheritors as well. Aurelion Vulnirith is tasked to be the leader of the Aratir. - The House aen Sov shall be defended by the Aethahern (Common: Aether's Blessing). A guard force responsible for defending Tahn'larueth and enforcing the laws of the Crown of Amathine within its boundaries. The Aethahern shall be spearheaded by Meruasul aen Sov. INDORII’NIUT (Article II). The formation of the Iyu'ihnsil The Iyu'ihnsil shall be a temporary military organization established to guard the capital city of Aianëar from bandits and to enforce the Crown of Amathine's laws. Captain Iason shall be appointed the Annilir (Director) of the Iyu'ihnsil, and he shall be tasked with recruiting active guardsmen, performing gate duty, and imposing the verdicts of the Ahrilnir and their subsidiary judges. As part of our path of renewal, the circumstances have demanded that these inconsistencies be consolidated into a single law, delineating the status, privileges and responsibilities of nobility within the realm. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following decree, to be enacted with immediate effect across the realm. INDORII’OEM (Article I). On the titles, addresses, and styles of the lauriran “In the forest of the ceaseless verdant, there was a vole, uncontented with his burrow, who desired a great tree like the birds in the sky. Knowing that only those with powerful wings and sharp beaks could be allowed to inhabit the tops of the trees, replete with servants and warm nests, he fashioned himself wings from the branches of shrubs and adorned them and himself with leaves as feathers. For a beak, he cracked an acorn in two and with a thread of spider's silk wrapped it around his nose. Moreover, by this decree it is enacted that no titles, addresses, and styles of nobility other than those enumerated by this document shall be recognized by the Crown of Amathine, except in those instances where they may relate to the non-resident subjects of foreign powers. INDORII’VAILU (Article IV). Moreover, by this decree it is enacted that the Medin’sair, when addressed directly, shall be addressed as el’laurir, or thereafter as laurir. Moreover, by this decree it is enacted that in those instances where it is necessary to translate this style and form of address into Common pursuant to Indorii V of el’matir Mali’leh, it shall be rendered as ‘[His/Her/Your] Grace’. INDORII’KULIN (Article V). Moreover, by this decree it is enacted that in those instances where it is necessary to translate this style and form of address into Common pursuant to Indorii V of el’matir Mali’leh, it shall be rendered as ‘[His/Her/Your] Grace’. INDORII’BANIH (Article VI). On the Council of Amathine "And you will see by their side many others," said the Great Hawk as the sun rose directly above them, its rays warming the snug feathers on their backs. Moreover, by this decree it is enacted that a councilor of the Council of Amathine, when addressed directly, shall be addressed as el’siramal, or thereafter as siramal. Moreover, by this decree it is enacted that in those instances where it is necessary to translate this style and form of address into Common pursuant to Indorii V of el’matir Mali’leh, it shall be rendered as ‘[His/Her/Your] Excellency’. INDORII’LAIER (Article VII). On the Talonniian "I know in your kingdom, my loving maln, there are those who are given high trees, though none so high as ours, and many servants. Among them are the falcons, and the ospreys, and the swans, and they are given places of honor at your table and have many servants. By this decree it is enacted that a noble family within the Crown of Amathine shall be known as a Talonnii, pursuant to el’matir Mali’leh, which may alternately be translated into Common in the secondary instance as a ‘clan’, and that a Talonnii shall serve as the primary unit of organization for families of nobility within the realm. Moreover, by this decree it is enacted that the head of a Talonnii shall bear the title of chieftain, and that all Talonniian shall be domiciled within either the Hiernoran or a marevarn, pursuant to Indoriian I and IV of el’matir noran’leh respectively, and shall be bound either directly to the sovereign or to the corresponding Marevarir as their overlord. Moreover, by this decree it is enacted that the role of chieftain of a Talonnii shall accord its holder certain privileges and obligations, as declared in trust to the Crown of Amathine. They are as follows: - The Privilege to lead their Talonnii, to settle disputes amongst its members, to make decisions on their behalf, to represent them to their overlord, and to direct them towards productive enterprise in the service of the Crown of Amathine. - The Duty to uphold and enforce the laws of the realm, with specific regard to the members of their Talonnii, and to obey the commands of the sovereign and their council. - The Privilege to establish and display the banner of their Talonnii, consistent with the standards of the realm, and to represent their role as chieftain by keeping their Talonnii’s ihnsil, defined as a ceremonial spear embodying their family’s status. - The Duty to raise their Lyetalonnii (clansfolk) to arms as irregular troops on the order of their overlord, maintaining and providing them with armaments. Moreover, by this decree it is enacted that where the chieftain of a Talonnii receives an illern, pursuant to Indoriian V-VI of el’matir noran’leh, that Talonnii becomes a Talonnii il’nor (landed clan), and shall be domiciled in the jurisdiction encompassing that illern and bound to its grantor as its overlord. Moreover, by this decree it is enacted that where an untitled subject of the Crown of Amathine receives an illern, pursuant to Indoriian V-VI of el’matir noran’leh, that subject’s family shall be extended automatic recognition by the Crown of Amathine as a Talonnii, and that subject shall bear the title of chieftain of the new Talonnii, domiciled in the jurisdiction encompassing that illern and bound to its grantor as overlord. INDORII’ESUN (Article VIII). On recognition as a Talonnii "And why is what the vole did wrong? Could he not have been the most precise burrower, or the finest fisher, why was his deception such a great evil?" Asked the curious Younger Hawk, learning more of the realm with each inquiry. "There is no dishonor in what he was, yet he tried to be something he was not. It is I who administer and steward this realm, it is by my tir (law) that the trees are given and the servants are granted and the titles and names of all that is proud and good are assembled," said the Matahorran, "If I had allowed his lies to be spoken into truth, then each rat and crow would decorate themselves with the trappings of the falcon and call themselves such. The grasses of the earth would be uneaten and grow so high that the trees would be deprived of sunlight and wither and die. The bugs of this earth, gone uneaten, would ravage the meadows and the flowers they grow, stripped these lands of their beauty. Each subject has their place in my kingdom, and it is by my will that their station is decided.” By this decree it is enacted that the Crown of Amathine shall recognize a Talonnii in the following circumstances: - Through the order of the sovereign or a Marevarir, in the case of a Talonnii without landed property. - Through automatic recognition consequent to the granting of an illern by the sovereign or a Marevarir, pursuant to Indoriian V-VI of el’matir noran’leh. Moreover, by this decree it is enacted that when so recognized, the domicile of a Talonnii and its chieftain, and therefore their overlord, shall be determined with regard to the order or grant of the illern. Moreover, by this decree it is enacted that any Talonniian and their chieftains who are not compliant with Indoriian II-IV and VI of el’matir Mali’leh shall be denied any official recognition, and if already granted such shall have this recognition rendered null and void, until they become compliant. INDORII’MOIEL (Article IX). On the chieftains of Talonniian “The Great Hawk and the Younger Hawk reached the edge of the forest and stared off across the sea that bordered it to the south. The tides gently swept against the sands below, and as far as the two could see, it was only the vast expanse of those unknown waters that spilled into some incalculable beyond. A flock of seagulls approached them and paid reverence by giving the uthir and the princess several of their new-caught fish. "There will come a day when, from these seas that smell of salts and the soft sounds of breaking waves, an army will emerge to threaten our kingdom. We will need all to assemble and defend our trees and the grounds below. Should I not live to see that day, daughter of mine, know that you must call upon the Great Falcon, the Great Osprey, and the Great Swan, for they will assemble all their kin and join you in battle, then they will join you in the rebuilding of your realm and the maintaining of what has been made." So spoke the Great Hawk before eating his share of the fine fish.” By this decree it is enacted that those Mali subjects of the Crown of Amathine recognized as the chieftain of a Talonnii pursuant to Indorii VIII shall be of the Third Rank of the lauriran, and shall display the style of el’siramal preceding reference to their name. Moreover, by this decree it is enacted that the chieftain of a Talonnii, when addressed directly, shall be addressed as el’siramal, or thereafter as siramal. Moreover, by this decree it is enacted that in those instances where it is necessary to translate this style and form of address into Common pursuant to Indorii V of el’matir Mali’leh, it shall be rendered as ‘[His/Her/Your] Excellency’. INDORII’TELU (Article X). On the Tirasimulum "Fine fish, a thing that can always be trusted from the seagulls of the southern ocean,” the Younger Hawk remarked as she, too, ate her share. "Yes indeed," her father agreed. "They are a talented people, even if they are not so powerful and noble as the others. Do not forget that, in times of need, their counsel too may be wise and worth listening to, even if you do not heed it. You will rule over a land that is vast. Do not forget to see what is beneath the heights of the trees, or far away from our home." By this decree it is enacted that the Tirasimulum shall be defined as an assembly of the lauriran, summoned together from time to time by the Crown of Amathine to deliberate matters of national significance, after which it is dissolved. INDORII’TELUOEM (Article XI). On conflicts of titles, addresses, and styles “As the sun began to set, and the skies shifted from the clear blues to the many hues of pinks, golds, and crimsons, the father and daughter began their flight back home. "The hummingbird was vain yesterday, father,” said the Tahorranii as the half-moon rose before her, basking her white face with the glow of the reflected sun, far cooler than before. "He called himself many good names - the Collector of Nectar, He Who Flies Backwards, The Racer of the Flowers, and many other honors." The Great Hawk laughed heartily, for such was the behavior of the tiny hummingbird, who was a loyal subject but one prone to make up for his stature with a long list of titles. "He is a hummingbird first and foremost, my daughter, let all other names be subsumed for that which is his greatest. To be a hummingbird is a good thing and ought to be brandished with pride before all else.” By this decree it is enacted that where a subject of the Crown of Amathine bears several of the titles, addresses, and styles described in this document concurrently, those titles, addresses, and styles of higher rank take precedence and shall be employed in the primary instance. INDORII’TELUNIUT (Article XII). On precedence and inconsistencies “The father and daughter hawk returned to their tree which overlooked the darkening land, illuminated only by the small fires of the field animals below who often took to dancing and singing before their slumber. The deception of the vole now lay in the past, and the invasion of the future was far away. The Great Hawk took this evening to rejoice that the present was what mattered most, and these instances with his daughter ought to be treasured above the worries of things that were outside of his control, for even as king he could not control time and what it brought, even if he wished it.” By this decree it is enacted that in the event of any inconsistencies between the provisions of this document and previously enacted laws or regulations, this decree shall take precedence to the extent of that inconsistency’s impact.   22. el’matir noran’leh THE LAW OF LANDS ENACTED BY THE CROWN OF AMATHINE 13th of the Sun's Smile SA 170 PAR’INDOR (Preamble) As part of our path of renewal, it is necessary to bring administrative consistency to our beloved realm, through the implementation of a more efficient fiscal policy and system of land management, with the corresponding objectives of both promoting the development of arable land and bolstering state revenue within the Crown of Amathine. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following decree, to be enacted with immediate effect across the realm. INDORII’OEM (Article I). On the subdivisions of the realm By this decree it is enacted that the lands of the Crown of Amathine shall be divided into provinces known as marevarnan (sg. marevarn), and that these principal subdivisions shall comprise no less than one tile of land, though optionally more than one, and shall be attributed names in accordance with el’matir Mali’leh, being considered the core components of the realm. Moreover, by this decree it is enacted that each marevarn shall be governed as a territory held in trust to the Crown of Amathine in exchange for services rendered pursuant to Indorii II, and the governors of these provinces shall hold the office of Marevarir. INDORII’NIUT (Article II). On the office of Marevarir By this decree it is enacted that the office of Marevarir shall accord its holder certain powers and obligations, as declared in trust to the Crown of Amathine. They are as follows: - The Duty to govern their marevarn in the name of the Crown of Amathine, serving as the sovereign’s representative responsible for all matters of administration within that territory. - The Power to exercise their jurisdiction within the borders of their marevarn, being empowered to act with a degree of delegated, self-governing internal autonomy in that territory, pursuant to this document and their writ of appointment. - The Duty to uphold and enforce the laws of the realm, which in the instance of any conflicts of law supersede any local regulations they may enact, and to refrain from any acts of foreign or external policy. - The Power to serve as supreme judge of the marevarn, before whose chair any cases of law originating within their jurisdiction may be brought, and to charge suspects and investigate crimes within their territory. - The Duty to defend the borders of their marevarn from foreign armies or interlopers, to erect fortifications and garrisons to this effect, and to raise their arms on the order of the sovereign and their council. - The Power to maintain, raise and command regular and irregular troops, provided the nomenclature of any such organizations and their officers conform to the stipulations of el’matir Mali’leh. - The Duty to develop and cultivate their marevarn through the construction of infrastructure, creation of local industries, and the productive management of arable land. - The Power to promote settlement within their marevarn through the granting of illernan pursuant to Indoriian V-VI. - The Duty to provide regular reports to the sovereign and their council about the economic and military status of their marevarn, and to request any such aid as is necessary to protect the interests of the Crown of Amathine. - The Power to establish and display the banner of their marevarn, consistent with the standards of the realm, and to establish their seat of power within their territory. - The Duty to pay the akaln’marevarn, pursuant to Indorii VII. - The Power to collect revenues, rents and incomes from their marevarn, such as the akaln’illern, pursuant to Indorii IX. - The Duty to obey the sovereign and their council in any such command as issued to protect the interests of the Crown of Amathine. - The Power to appoint local officials to assist in the discharge of their duties, and to keep their own councilors, provided the nomenclature of any such created offices and their appointees conform to the stipulations of el’matir Mali’leh. INDORII’HAEL (Article III). On appointment to the office of Marevarir By this decree it is enacted that appointments to and dismissals from the office of Marevarir, as described in Indoriian I-II, shall be executed by public writ, enacted and affirmed by the seal of the realm, with the borders of the marevarn clearly delineated through a map published within that writ. INDORII’VAILU (Article IV). On the Hiernoran By this decree it is enacted that the lands of the Crown of Amathine governed directly and personally by the sovereign and their council, including the capital city and its immediate surrounds, shall be known as the Hiernoran (translated as the ‘Nearlands’ or the ‘Heartlands’), and being such an immediacy, shall be distinct in perpetuity from any marevarn or the jurisdiction of any Marevarir, and not subdivided pursuant to Indoriian I-II. INDORII’KULIN (Article V). On the illern system By this decree it is enacted that the illern (pl. illernan) system is hence established within the Crown of Amathine, to allow the provision of land grants to further promote the development of the realm. Moreover, by this decree it is enacted that an illern shall be defined as a personal estate or similar provision of arable land held as private property by the holder and their family, who shall be entitled to the land’s revenues, resources, and production, and which shall be granted in return for service to the grantor (overlord), pursuant to Indorii VI. Moreover, by this decree it is enacted that the holder of an illern shall be mandated to cultivate their parcel of arable land, being charged with a particular industry, commercial enterprise or other productive activity, to employ any workers as necessary to do so, to collect rents and incomes, to pay any akaln’illern and supply troops and armaments to their overlord where requested. Moreover, by this decree it is enacted that an illern shall be granted only to Mali subjects of the Crown of Amathine in good standing and who conform to the stipulations of el’matir Mali’leh, and that the grant of an illern shall not automatically confer any office of state, but rather shall be characterized as a conveyance of property held in fealty. INDORII’BANIH (Article VI). On the granting of illernan By this decree it is enacted that an illern may be granted from land within either a marevarn or the Hiernoran, by the authority respectively of either the corresponding Marevarir or the sovereign directly, provided there is a written contract delineating the mutual responsibilities associated with this grant, with the grantor becoming the holder’s overlord. INDORII’LAIER (Article VII). On the akaln’marevarn By this decree it is enacted that each marevarn shall pay annual akaln’marevarn to the Crown of Amathine, which shall be a tax in the amount of: - A sum of mina equivalent to the sum of the upkeep on their tile or tiles of land; and - Either thirty percent of that sum in mina or goods of equivalent value to that thirty percent. Moreover, by this decree it is enacted that akaln’marevarn shall be conceded by the Crown of Amathine for the first five years following the execution of a writ creating a marevarn and appointing a Marevarir, in those instances where a lack of settlement necessitates the promotion of development through this concession, but that this shall be clearly delineated in the writ. Moreover, by this decree it is enacted that the amount of akaln’marevarn levied by the Crown of Amathine may be amended, but that this shall be proclaimed and enacted through a supplementary decree pursuant to this stipulation (Indorii VII). INDORII’ESUN (Article VIII). On the akaln’cihi By this decree it is enacted that the Hiernoran shall pay annual akaln’cihi to the Crown of Amathine, which shall be a tax in the amount of: - Any sum as declared by the sovereign or their council as is derived from the collection of taxes or rents on the capital city and its immediate surrounds. INDORII’MOIEL (Article IX). On the akaln’illern By this decree, it is enacted that the holder of an illern shall pay akaln’illern to their overlord, defined under Indorii VI as either a Marevarir or the sovereign directly, at any sum or frequency as is clearly delineated in the written contract of these grants. INDORII’TELU (Article X). On precedence and inconsistencies By this decree, it is enacted that in the event of any inconsistencies between the provisions of this document and previously enacted laws or regulations, this decree shall take precedence to the extent of that inconsistency’s impact.   23. el’matir Mali’leh THE LAW OF ELVES ENACTED BY THE CROWN OF AMATHINE 13th of the Sun's Smile SA 170 PAR’INDOR (Preamble) Despite its descent from the legacy of old Mali’nor and its avowed position as a nominally pan-elven state, the Crown of Amathine is significantly influenced by foreign, non-Mali cultural practices. These influences have no historical basis in the shared tradition of Malin and exist as outliers, and can be accurately described as contagions from other descendant peoples. Perhaps the single greatest unifying factor between the disparate Mali communities - the Ancient Elven language - is strikingly underutilized within the realm. Currently, Amathine is the elven realm where Ancient Elven is least likely to be employed in the names of people, places, institutions or other concepts. This ‘foreignness’ extends beyond language and into cultural attitudes, the structure of institutions, stylistic choices and ceremony. As part of our path of renewal, it is necessary to expunge these foreign influences and recover the Mali character of our beloved realm. It is for this reason that I, Sul Amirsan aen Sov, Medin’sair of Amathine, pursuant to powers held in trust to the Crown of Amathine by Indorii I of the Edict of Aianear of 166, proclaim the following decree, to be enacted with immediate effect across the realm. INDORII’OEM (Article I). On the language of the realm “And when the chief of the peoples of the ice descended from his cave to speak to the peoples of the forest, his speech was guttural and arose anger within the uthiran who wove poems and crafted laws from the beautiful prose of their natural tongue. More bortu than Mali, the language of the chief of the ice forever kept him and his tribe in the caves, where their skin grew pale and their forms withered and wretched.” By this decree it is enacted that the standard (Lissarian) form of the Ancient Elven language shall be accorded the status of official language of the Crown of Amathine alongside Common, and its usage shall be favored in all public matters within the realm, except in those instances where, owing to lack of completeness, it is not practical to do so, in which case it shall be used to the extent possible and Common used for the remainder. INDORII’NIUT (Article II). On the nomenclature of titles, ranks, honors, offices, places, styles, addresses, concepts, institutions, organizations and guilds within the realm "We render upon thee the titelage, privilege, and properties of the laurir of Ravenhold," spoke the uthir of the young peoples to the elder one of the great trees that scraped the sky itself, his home a civilization far more ancient and esteemed than the stones that had built the hall he stood in. The Mali of high, now low, then dressed in the cloaks and fur caps of his benefactors, and in time he forgot what it meant to walk through the halls of knowledge that provided him with a wealth far greater than the recognition of man.” By this decree it is enacted that wherever either literally or approximately translatable, all titles, ranks, honors, offices, places, styles, addresses, concepts, institutions, organizations and guilds within the Crown of Amathine shall be rendered in the primary instance in the standard (Lissarian) form of the Ancient Elven language. INDORII’HAEL (Article III). On personal names and surnames within the realm “Along the banks of the river Telrun, the wise, old turtle spoke to his friend, the young, whiskered ray-fin, who had come to him with the desire to name himself something else. "Never would I forsake my name for another. It is the name of my father, and his father, and their fathers and before. And it is the name of my son, and his son, and the many sons that will spring forth from them. My own deeds are humble, yet I may swell with pride when I see my name. It is the collection of thousands of years and the future of thousands more, and all the good fruit it bears may be claimed by all who carry it.” By this decree it is enacted that the personal names and surnames of the Mali subjects of the Crown of Amathine are hence mandated to be either: - Standard Ancient Elven in form; - Non-standard Ancient Elven in form, but originally derived from standard Ancient Elven and otherwise conforming to Lissarian orthography; or - Mali in their linguistic style, and otherwise conforming to Lissarian orthography without significant valah, bortu or other non-Mali influence. INDORII’VAILU (Article IV). On naturalization "But my name is one shared by those who are not of this river Telrun," said the whiskered ray-fin, "For in the streams of the south there are the flat ray-fins, and in the seas of the north there are the large ray-fins, and in the cold bays of the east there are the dorsal ray-fins, and in the headstreams of the west there are the ray-fins who can jump. I wish for a name that will let all know that I am of the river, and nowhere else." The wise, old turtle thought for a moment, and then he agreed. "Then you shall be named the catfish, for your whiskers are like those of the cats that bask lazily in the sun in the green fields near here. Take this name and do good deeds with it so that your sons may be proud and follow your example." By this decree it is enacted that Mali subjects of the Crown of Amathine who do not presently conform with one of the options mandated by Indorii III shall be compelled to conform, through the naturalization of their names in all public matters. INDORII’KULIN (Article V). On the translation of laws, their provisions, and other official documents "A prince of the tribe of the low trees bordered the realm of the less-fierce desert marauders who would occasionally trade their goods of cruel weapons and strange totems. Each time they entered his domain, the prince spoke his tir (law) in their tongue so that they could understand, but in doing so he failed to render them unto his people in the true tongue, and soon they stole from each other and cut down the fig tree that the prince's father had given him. Ashamed of his foolishness, the prince spoke the law in the true tongue and his people ceased and obeyed it. By this decree it is enacted that laws, their provisions, and other official documents, if translatable to Ancient Elven in the primary instance, shall include translations into Common in the secondary instance, where that might be required to ensure widespread comprehension of their contents. INDORII’BANIH (Article VI). On the Mali communities of the realm “He who aspired to be uthir built a city atop a hill, to be his seat of power and a home for all the tribes so that he could rule alone over the world. For fifty years and three more, the aspiring uthir built el’cihi to have a grand home for each citizen who desired, a common square so that the various goods of the people could be sold, and a temple dedicated to the unity of the tribes. However, for the tribes of the amean (forests), there were no trees, nor the grottos and alcoves for them to sit and contemplate. For the tribes of the great marble siimahan (towers), there were no libraries where they could store their knowledge and practice their arcane arts. For the tribes of the riurnan (swamps), they could not see el’Velulaei at night, as the many towers and statues and temples blocked their view of the sky. Within a year, all the tribes departed and the aspired uthir was left without a people.” By this decree it is enacted that the Crown of Amathine shall extend formal recognition to the following Mali ethnoreligious communities, who shall be equally protected by law through this official status: Mali’ame, or Wood Elves, defined as any of the descendants of the Mali of Malin’or who did not follow either Larihei Lomahnih or Velulaei, which includes: - Irrinites, defined as the Mali’ame who are the descendants of the followers of Irrin Sirame, and whose ancestors may customarily worship the Wild Faith of the Aspects, live nomadic lifestyles, and traditionally wear the ilmyumier. - Lye’alderan, or Alderfolk, defined as the Mali’ame who are not descendants of the followers of Irrin Sirame, but whose ancestors may customarily worship the Wild Faith of the Aspects or the Mani, expressed through their affiliation with the Alder trees, and traditionally wear the esalathe'onn. - Lye’naeran, or Acaelanites, defined as the Mali’ame whose ancestors may customarily maintain the monotheistic worship of Acaelan through unbroken lineal descent. Mali’aheral, or High Elves, defined as any of the descendants of the Mali of Mali’nor who followed Larihei Lomahnih, which includes: - Mali’thill, defined as the Mali’aheral whose ancestors may customarily confess the Maehr’sae Hiylun’ehya or its offshoots, such as Ivarilist rites. Mali’ker, or Dark Elves, defined as any of the descendants of the Mali of Malin’or who followed Velulaei, which includes: - Amathinean Mali’ker, defined as the Mali’ker subjects of the Crown of Amathine, regardless of their religion. Moreover, by this decree, it is enacted that no other Mali ethnoreligious communities shall be, for the time being, extended any official recognition by the realm for legal purposes or otherwise and that all Mali subjects of the Crown must be broadly classifiable to one of the five categories described above in Indorii VI. INDORII’LAIER (Article VII). On enforcement of Indoriian I-VI “The nest of the tahorran’haelun (Mother Hawk) was never disturbed by the creatures of the forest. The cleverest fox and the quietest mouse refused to poach the eggs of tahorran’haelun, even at the insistence of others in the forest. They knew the hawk was mighty and that if they did ill to her, they would surely feel a wrath so great that no prized eggs could be recompense.” By this decree it is enacted that it shall be the charge of the Medin’sair and the Council of Amathine to enforce compliance with Indoriian I-VI, through the exercise of legal remedy if necessary, as declared in trust to the Crown of Amathine. Moreover, by this decree it is enacted that through the exercise of these powers, organizations found not to comply with Indorii II shall forfeit any official status or recognition within the Crown of Amathine, until such time as they become compliant. Moreover, by this decree it is enacted that through the exercise of these powers, individuals found not to comply with Indoriian III-IV and VI shall forfeit all official standings, public offices, titles, ranks or status of nobility within the Crown of Amathine, until such time as they become compliant. Moreover, by this decree it is enacted that the terms ‘High Prince(ss)’ and ‘Crown of Amathine’, in reference to the sovereign’s rank and the name of the realm respectively, shall be exempt from the stipulations of Indorii II so as to preserve proper legal continuity. INDORII’ESUN (Article VIII). On precedence and inconsistencies "Oh!" The sage of the glades exclaimed as he saw that the ink of his first story, a tale he had written as a child, had faded. It had been some time since he had reviewed the old tomes that rested on the highest shelf in his library and gathered dust. "I must write this story again, for I find it valuable and within it a lesson that I may teach the younglings of the nearby village. However, my prose then flowed like a drying riverbed, and my grasp of the meter was that of an amateur. I will craft a better story than I did then, though I will not change it entirely, and until the ink dries from that text I will use it in the stead of the former." By this decree it is enacted that in the event of any inconsistencies between the provisions of this document and previously enacted laws or regulations, this decree shall take precedence to the extent of that inconsistency’s impact.
