What would be a tier 1 arcane evocator? Being able to conjure only small amounts of energy?

I believe in the original post it said like. You can only make 1-2 arcane wisps and do whatever with them and it'd be very tiring for each. Though, i'd check the magical mentors list under RP section. I believe Brandnewkitten would be able to help much more than most of us since he made it :P
