Even cities can get infested with mobs. Mobs are useless unless they're just there to be annoying. People are still going to camp outside cities regardless. People'll just log out when it's night time.

you can turn off mob spawning in a region, i support keeping mob spawning the way it is

If mobs are able to get into a city then that shows their defences are rubbish. If they are too lazy to light up their city with a few torches then quite frankly they deserve to have their city flooded by mobs. Keep the mobspawn rate.
