Another pause, and then to Elarhil - likely wishing to complete both questions at once to move the pace along; "And on your point, my first objective would be to establish a research post in the unclaimed beach we yet own, to the south of the voidal tear. There, we could learn how to prevent such a disaster from occurring again. I would also seek to improve our teachings on purity and maehr'sae hiylun'ehya through lessons in elcihi and in the field, perhaps even abroad - as my youthful colleague here has so graciously pointed out, the oem'ii are not always properly taught our values, nor our reasons and commitments. As we have seen, this has led to disastrous diplomatic incidents abroad where a better-educated generation may have erred on the side of cordiality." For a Valah decade I served as the Okarir'maehr - every book on its shelf was placed there first by me, its directory organized, the list of Maheralan first updated again. I can speak with confidence when I boast that I was the most successful Okarir'maehr since Illyara Valarieth, if only in that the library was expanded and refined in my tenure rather than left vacant and still." She paused, offering finally a thin smile to the crowd. "I have always sought progress - maehr'sae - and pushed those around me to pursue their interests to the benefit of the State, and enabled those that sought it to find the knowledge they needed. My record before my resignation was spotless - and I would not seek this position again without being ready to keep it spotless." The white-clad elf dipped her head to the crowd, then, and stepped back into her original position.

The expression of that child of silver was devoid of her usual cheerfulness, replaced by a cool gaze between the pair already on the dais, then out towards the debate moderator. She stepped into position on the stage, then gave Usamea a nod.

Taeleh'akaleh thill'sae - Wealth of the mind spreads purity - translated more aptly to "High Standards leads to Purity", and so oft touted by my Talonnii, and that famed Malaurir that led a generation of greatness, of silver so polished it would reflect as a mirror across elcihi. Yet, spoken so many times, it had become as the wind - just as those that chant maehr'sae hiylun'ehya forget that Progress comes first, that, ti, purity is not a touted trait but a requirement. Where is our purity, our health, our progress? In the decade and a half of time I took after resigning my post as Okarir'maehr, I travelled to distant realms - gleaned what I could from the civilized fauna off our coasts, the wayward mali in ruined stone and thatched huts among the forests. I returned, wealthier in experience, having lived our creed, to find the Eternal Library caked in a layer of dust, nothing new save replaced names in its sections. My directory, unmoved; my records of the Maheralan, with the scribbled-in handwriting of a hasty update tacked to its end; the upstairs magical testing rooms and laboratory unused; the donation boxes I left, filled to the brim with unsorted, locked-away knowledge. No new sections of the library have been filled; some removed, even, ransacked by those that found our librarians lax in collection and protection. I had hoped that, by allowing another to step in in my stead, the library would flourish beyond what I could provide - but I now find that it would have been best had I stayed. As such, I self-nominate myself to return to the position of Okarir'maehr. I would return to shelving books, and to enabling those that wish to pursue their varied studies - mundane and otherwise - and I would do so until a candidate with passion as great as mine for the pursuit of knowledge, true passion, makes themselves known. PURITY WITHIN MAEHR'SAE HIYLUN'EHYA THILLN MAEHR'SAE HIYLUNEHYA'LEH A brief explanation for oem'ii and refresher for new returnees. FOREWORD To the lliran that read this - Karin'ayla, ker'ehya. Welcome to elcihi'thilln - The City of Silver, the City of the Pure. You have been admitted because you passed the first of our tests - of nominal intelligence! Congratulations - but this is where the important part begins. Few truly understand our culture, even within elcihi, even among the aheralan. This is the first in a long step of guides meant to remedy that - and as such, I will tackle the heaviest of our subjects, that of maehr'sae hiylun'ehya and of purity. Do not mistake it for be-all and end-all - part of our oft-shouted catchphrase is constant learning. Let us begin before I bore you further. ay'Larihei, Veluthri eltalonnii Elibar'acal MAEHR'SAE HIYLUN'EHYA At its unadulterated core, maehr'sae hiylun'ehya means the following - "Progress", maehr'sae, and "Health", hiylun. Many of us shout it, and often - but what does it actually mean? Progress - maehr'sae - this is the constant movement forwards in society and in personal life. What does it actually mean? To read and know what came before, so that it can be applied to what comes next. To write, so that those that come next might learn from those that came before. To know the reasons behind traditions, so that the worthless are removed and the worthwhile continue. To understand the line between progress, where lives are better, and madness, where it injures health of person and of state. To understand the background behind cultures of lesser races - for even wolves have ideas and aspects that can be integrated into our blessed society. Health - hiylun - this encompasses all of life, but especially mind and body. It is for health that we do not pierce ourselves unnecessarily, nor fight with blades where we can win with words, nor couple with the lesser races - for such a coupling would result in a degeneration of our many blessings. But just as important as the body is the mind - protecting ourselves from insanity, from degradation into stupidity, from corruption of the ideals of progress and health. This also refers to the health of the state, of the community, and of the family unit. It is from this that Purity is derived. PURITY Cited constantly by the lesser races as the reason for our transgressions, and by us as the reasons for many deeds, both fair and false - Purity is the concept of self-perfection in health. Some frequent questions, and their answers, are detailed below. Do we hate the lesser races? Should we respond to their insults? We do not - for do you hate the squirrel and spew curses at it as it eats pine-nuts? Nonmali are as the squirrel, living entire generations within the time many of us spend pondering particularly profound poems. That they can speak is of little consequence - an annoyance, perhaps, like the cooing of an owl when one is trying to write, but little more. The 'thilln cares not for the insults thrown by those the age of an 'ame oem'ii, but half as wise and twice as crude. Do we hate other mali? They are less than, but not lesser - Larihei did not lead our unfortunate cousins to enlightenment, but we are from the same history and of the same base. To couple with one would be to invite the many deviations left in those that did not follow to the Motherland - the inability to act for the family or group of the 'ker, the nativism of the 'ame, the insanity of our most unfortunate cousins in the 'fenn. Tolerate their conversations where possible, but do not let them pull you back into the dark of Malin's teachings. Pity them, but do not hate them. And what about the 'ata? This is the exception to the rule. The 'ata are those that were born much like us - blessed in form, given the same opportunities for growth and well-being - but squandered it, choosing to live like animals or as deranged dark mages. Mali'ata are to be despised, and rightly so - for they are those that would rather destroy a place than improve themselves. Is bloodline an indicator of purity? Not necessarily - often our brethren have been led astray, indoctrinated when they perceive issues in our State. Yet see their fates; a fallen councillor joined the Druidic Grove and has degenerated into dancing around fires. A bookish woman of my own blessed Talonnii attempted to assassinate the man that raised her, then escaped abroad to plot against Haelun'or even after it had forgiven her. Better blood often indicates a better starting position - but not always. What makes the pure better? This is simple - with no other factors, would you rather have a healthy, intelligent man as your ally, or a crippled, insane one? In the same way, we keep company with others that pursue healthiness of mind and body, that pursue progress in learning and life, and that share in our blessings. We separate and cast away the chaff, so to speak, so that we needn't waste our time with pointless endeavors.
  12. ISG VARA [10429+10430] His men would tell you that Admiral Vara had always rather favored the darkness of space. In the lulls of the Far War, he could be seen staring at those countless thousands of lights as they glittered in the vast void. Truthfully, however, they reminded him of Kaumai, that bygone home in his youth, the home he fled so many decades ago. The flawless, translucent skin of the children of the Core; the thrumming of crowds, the jewels of the Loyalists' dresses and uniforms as they danced. He knew it better than he knew New Vara itself; the Admiral left the swirling dust of his family's homeland to become the Emperor's disciple when he was only eight, and made one visit in his later years before the planet was glassed. The hulking, ancient ship from which he watched the galaxy had endured four decades of constant warfare; Since Vice Admiral Tirosen's death, it had been Vara's. The Lupo truly deserved its reputation among both his terrified citizenry and his prior opponents in the House of Banners - the horrifying amalgamation of Man and Irik had led the admiral's last great warpath through Banner territory en route to slay their warmongering leader. Ever since, the House had taken to a far more orderly approach to its rule, even including humans into its lower leadership. The Lupo's latest round of repairs four years prior had brought it back to fighting condition - instead of retained damage, the skulls of Irik and men alike that lined its interior like catacombs served as the reminders of its grim history. A commodore quietly approached from behind; the admiral felt him before he heard him. "Admiral." "Speak freely, Commodore Ke'le." The Admiral's voice was quiet - but all his speech was doubled, for his mind projected his message identically, branded it into the minds of those he spoke to. It ensured his officers received their orders without excuse. When he was younger and his commanders less obedient, it also served as a reminder of his abilities. "The colony ships are en route, and the courtesy gifts to the Banners ahead of them." Admiral Vara had suffered two great shames in his life - his absence at Rän-ji's Krull Vatok against the invading Irik, and his absence at the desperate defense of Kaumai. For thirty years he had battled instead famines and locals, and for another ten he had fought the House of Banners to a standstill. For the last ten, however, they had been at peace, and each expansion of the Varan fleet's territories was matched by gifts sent to the House of Banners to relay their continued readiness for peace. They had been cowed, but they also had too many entrances into Varan space - the Admiral would not risk further damages to cull them. Yet. "And the Reef?" Bichir was old - everyone in the Outer Rim knew it. Even in the Far Rim, Admiral Vara knew it. The Syndicate had absorbed much of his family's remnants as they looted the Republic, those many years ago. He did not mind their defections - the alternative was New Vara's fate, was glassing. His father and siblings had suffered the latter. The admiral had gifts sent to those in the Syndicate that still remembered New Vara, those that remembered their oaths as Marked Men to his father, or that knew of Admiral Vara's ability to command. Becoming a grizzled veteran was no excuse - all paths have to be properly laid beforehand, after all. "The gifts have been sent, sir." -=10429=- 250,000C - Five colony ships are dispatched [10429] 10 Influence goes towards the improving of relations with the House of Banners - gifts sent to the Irik at their highest levels, as proof of the Varan Fleet's readiness to continue working with the faction. They even offer a defensive pact to the House of Banners, in case the ERTC attempts to expand any further into their portion of the Far Rim... [10430][Total 20] 10 Influence goes towards the Reef, hoping to bolster pro-Varan sentiment among those in command. Perhaps, even, as a potential successor to Bichir, given their assistance in his original rise in the Outer Rim...?   13. VARA Day 3 of the Imperial Civil War. Louie la Vara, psykic protege of Emperor Rän-ji, and 'Big' Johnny Aletto, the massive Made Man sent to act as Senator for the Varans, leave the capital of Kaumai. Day 77. The pair are smuggled into U'ilaani space in a Syndicate vessel prepared by Vara - reports come through of fleet movements beginning to the south. Louie la Vara's path of escape Day 392. Louie arrives on New Vara - just as the Varan fleet is preparing to launch. He joins the already-ancient Vice Admiral Tirosen, Rear Admiral Wetere, and Commodore Reso aboard Interplanetary Strike Group Serrano - raised temporarily to Rear Admiral Vara, he is made captain of The Lupo, the ancient heavy dreadnought gifted to the Varans by their Irik 'friend' years prior, and kept hidden deep within the complex Varan systems. Vice Admiral Tirosen commands the fleet from The Lupo, while Wetere and Reso take command of the Santana and Cremisi respectively. Prewar fleet numbers, 10368AE 10369AE. Interplanetary Strike Group Serrano, along with two legions of Varan soldiery commanded by Ge'ri Atu, along with a support fleet and additional two legions dispatched from the warlord Taenti, lays siege to the backwater Imperial loyalist territories of Arepata. There, a long-protracted invasion of his outermost world begins. A once needlessly-shielded world becomes the site of a years-long staring contest. ISG Serrano, 10369AE 10372AE. Bichir takes advantage of the Civil War to launch an invasion of the Outer Rim. Irik slave uprisings and Syndicate munitions help him take much of the southern Republic - and soon, a section of an Irik fleet reaches Aarha's territories. ISG Serrano is cut off from its Varan supply line, and forced to invade Arepata simply for supplies. The small loyalist is quickly crushed, the remnants of his forces surrendering to the vastly superior combined Varan-Taenti fleet by the end of 10376AE. Approximate extent of Arepata's territories, 10373AE. 10380AE. The House of Banners cuts a bloody swathe through the northern Republic even as the Syndicate grows more and more corrupt in the south. Admiral Vara, in control of the combined fleets ever since communications with New Vara were lost, learns of new hyperlanes deeper into what they coin the Far Rim. 10382AE. A small Syndicate fleet launch an initial incursion into Admiral Vara's space. The largely pirate-led fleet is dispatched, but with not-insignificant losses among the Imperial ships. The need to expand for resources to replenish their fleets is noted, and colonization begins of systems found beyond. Greatest extent of ISG forces, 10392AE 10393AE. The House of Banners enters into the Far Rim as well. With the majority of its fleet stationed to watch the slowly-receding Syndicate, the Varans are caught unawares and lose nearly half of their territories in the Banners blitz campaign. Varan space at low point in Banner War, 10394AE. 10395AE. The Varan fleet arrives in its northern systems headed by The Lupo and helmed by Admiral Vara himself. In boarding actions, the warlike chieftain of the House of Banners is slain, and the long-depleted Banner forces are pushed out of much of its territory. With no knowledge of when an Irik relief force might be dispatched from what they assume to be the long-conquered Outer Rim, however, the Varans make an uneasy peace with the House of Banners - its new chieftain far more amicable to humans (explaining the lore discrepancy of why the Banners cut a bloody swathe through human space only to suddenly be nice) - to rebuild their own space. Current Varan space. 10416AE. The Syndicate recedes and condenses into the Reef. Access to the greater galactic community is restored, but much to the horror of the Varans, New Vara itself had at some point been glassed, and corporations taxed any trade with the greater galactic community to nigh-infinity. The Varans work on diplomacy with the House of Banners, an ironic twist necessary for both to survive in the isolated Far Rim. The 65-year-old Admiral Vara, bitter upon hearing of the death of his old mentor, sees no reason to speak to the rest of the galaxy, essentially shutting off his petty kingdom from the three inner rings. Notable Characters: Admiral Vara. 65. Pale and tall, the heavy-handed ruler of Varan space was called the Reaper in the war with the House of Banners for his preferred method of fighting - forcing enemies to their knees with his psykic powers and harvesting their heads like wheat. It is said he hates the cowardly Imperials of the South almost as much as he hates the Matarekans, though he apparently has a soft spot for the EGPA. "Big" Johnny Aletto. 139. The gargantuan Made Man that once killed a Matarekan whelp with a single blow to the head, Big Johnny was the primary enforcer responsible for integrating the Taeti fleets and legions with his incredible diplomatic ability of coercion. Vice Admiral Wetere. 152. Once a Commodore of the Imperial Navy, Wetere was recruited by New Vara in a bid to bring his fleet into the fold. Wetere, however, was able to prove his abilities in the Banner War, and has been the one truly at the helm of the Varan fleet ever since. Unique Units: Dancing Queen Part of Admiral Vara's success came from his battlecruisers, fast enough to dodge shots mid-flight and still powerful enough to turn enemies into fine dust, like your ankles after dancing with a cute girl at 4 am on a Tuesday. Cockroach But one can only have so many battlecruisers. His true strength came from his heavy cruisers, as survivable as their namesake and no less deadly than finding one in your pizza. We have to encourage a return to traditional, Imperial values. Most importantly, we have to promote general, social concern, and less materialism in our people." "Admiral, how thought-provoking." - Audio logs from the bridge of The Card, captured during the battle over Etena, 10427. -The five hulls scavenged are carted back to Fāl's World, though no action is done yet with them - instead they sit derelict and in bare orbit next to the battleship hull undergoing repairs. Apparently, a deal is in the midst of being struck. -The second psykic found on Fāl's World, trained as a member of the XXXIVth Signaling Corps, is given his first assignment - to send constant and pointless psykic communications to the surmised location of Hi'raks fleet and ships, doing his best to frustrate the Irik and give them headaches as they attempt to escape.
  15. F ā l ' s W o r l d [60,000C, 20NP, 5M, 3A, 5T] - The battleship hull scavenged two years prior begins repairs, thanks in part to 5 Tech doled out by the Imperial Demesne/Tenierts. [25,000C, 3P Bought, 6P in Fleet] - Much of the indisposed fleet of Fāl's World, 1 HC and two stealth ships, accompany an expedition of scavengers to search the battlefield to the east. The stealth ships wait by the opposing hyperlane exit, ready at a moment's notice to launch torpedos, go into stealth, and jump away, while the heavy cruiser is there simply to coordinate evacuation efforts if, say, a certain pirate were to show up, and is similarly given the command to warp away if it is in any real danger.

It was built in a single year; my wife Olga thinks it may be made of plaster. He then tried to make a separate peace as if he had been there since the days of yore. Your Holiness and faithful clergy of the Holy Mother Church, I address you not as one of your vaunted selves - for I am no ordained servant of GOD, and instead work endlessly to provide for my family in the poorly art of milk farming. Indeed, I am only literate due to the passing whims of a charitable Haeseni noblewoman, whose name I may never know - but I digress. The land upon which Sedan now sits (or at least, the city whose white-and-gold banners I am told is Sedan), was once my own home. I do not know what circumstances caused this war, nor have I met this excommunicated Emperor of mine - what I do know is that I have lost my livelihood and my home, and those that trample on it say they sought peace. Does the Church truly think we peons are so worthless before GOD, to value an invading prince beholden to GOD-hating halfmen (those that attacked Du Loc with a dragon a year ago), over his faithful flock? Is Sedan, after being given my farmlands, independent of the Dwarves, that he is now able to declare peace without his heathen masters' consent? Will I ever see my cows again? Again, the alarms rang too late - a moment later, a breaching laser pierced the door's hinges and an autoram smashed through, sending the door flying towards the Guard. His training was not wasted - the man dodged to the side at inhuman speeds - but the flurry of lead that followed ensured his demise. Htun sprinted towards his desk, where his revolver waited, half-hidden among stacks of debris-covered reports. As he reached for it, however, the dim light of an arc blade swept across his vision. -=- "Reporting, sir." "Out with it. How many did we lose?" "Fifteen. Four guards, a logistics officer, three weapons control officers, and six planning officers, across sectors E5, E7, H8, and J12 of the Command Center." "What did they take?" "Nothing, sir."
