the issue isn't that I need more ranks, the issue its on a locked persona @subatomic, I only have one character but they're on the third persona slot since i used to run events

You should be able to re-gain access to the persona by perma-killing another one of them
Otherwise if you delete the locked persona, all your items should move to your itemcache, BUT your minas will be lost
The first option worked nicely for me
