It's heavily implied that the original proposer of this "lore" wanted to rip it straight from Doctor Who, by the quoting and your response with something from Doctor Who. "Weeping Angels Lore" is also ripping from Doctor Who. The concept is much too specified, and is a very hard concept to RP altogether.

The popularity of the weeping angel would no doubt color it, and the mechanics would be very difficult to manage, I imagine. The endermen actually fill this role, but they aren't much of a threat.

I'm not talking an actual monster! I'm saying you could write a story. You telling me you have never had a nightmare or a delirious state that you could have thought was real? About a monster? If you made a horror story that you believe to be real and may or may not be a drunken dream or nightmare, then you could have a lurking monster that operates off that principle and yet is not a Weeping Angel. Basically, a Super-Enderman. Or SCP. This is a fantasy world - such dark imag...
