To monitor all imports and exports, ensuring illegal contraband stay out of the city and legal items come into the city, all businesses in Helena are to offer up their lists of imports and exports for immediate review to the HONORABLE Company of Mercers. This will include the personal inspection of goods for their labeling of location purchased. To provide essential necessities during times of war and famine (excluding items that belong to other companies) the HONORABLE Company of Mercers shall stock wartime necessities such as rope, ladders, horses and their leather armor, large scale projectiles and begin the creation of siege weaponry! To communicate with ALL the companies of Helena and its surroundings, through their respective Livery Masters, ensuring that their livery company and their branch companies always have the materials necessary through an accordance of distribution, the HONORABLE Company of Mercers shall remain in vigilant contact with the Masters of Livery to make sure they are well stocked and are only obtaining their raw goods and materials of the utmost quality from reputable, labelled sources. This company does not have exclusive control over specific items. They are to form deals and provide merchandise to other companies and the city itself, and to do this the HONORABLE Company of Mercers declares the need of deals; urging all Livery Masters to buy from the HONORABLE Company of Mercers only, sourcing their goods from no sources other than the legitimate power of the HONORABLE Company. SECTION 2 – ON THE CEASE AND DESIST NOTICES To address the Cease and Desists currently levied against the companies of the HONORABLE Company of Mercers, posted publicly by the Ironmongers, the HONORABLE Company of Mercers references its declaration 3 above, seeking acceptance by the Company of Ironmongers to publicly sell their wares. To address future Cease and Desists currently levied, the HONORABLE Company of Mercers makes clear its intent to join the legal selling ranks of the other nine Livery Guilds here to avoid the unnecessary pinning of new Cease and Desist orders in advance of their declaration. SECTION 3 – ON THE SELECTION OF FUTURE MASTER OF MERCERS For all future occupancy of the Master of Mercers, the position must be filled by a member of the Board of Directors from at least one of the constituent companies of the HONORABLE Company of Mercers, to be selected by the previous Master after a period of four years.
