  3. Party Proclamation Act, 1632 With the passing of the Government Reform Act of 1632, I-- The blessed and wisest of all ‘aheral Maheral Cenwall Maeyr’onn pass the Party Proclamation Act of 1632. Many citizens are left out of the voting process with the new bloodline bill pushed. With this I make a party system; A caste dedicated to giving the bloodline-less a clear voice in our governmental process. Party System The parties are fluid-- almost shifting and forming on a whim, but to ease citizens into this new system I will lay out two base parties on which to expand from, that are integral to High Elven culture: Conservative and Nationalist. This however is not to fully state that many other people cannot garner enough support to start their own parties. This system is of course to serve the High Elves who feel they have no voice. Conservative The Conservative Party of Haelun’or represents those who wish of political reform that tends to lean back to the age of Lin’everal. A more lenient group to outsiders, preferring government policy lean toward kindness of lesser races. Nationalist The Nationalist Party of Haelun’or represents possibly the most xenophobic to outsiders-- with good reason. Those who lean in this party tend to support the ideals of the late great, Kalenz. A High Elf leader, who fought for supremacy over lesser races-- Physically, Mentally and Culturally. Debate Halls Debate halls are an event held every elven month where the Maheral and Silver Council sit and listen to concerns of the people-- Where the people believe policy should lean towards and influence the powers that be. All of pure High Elven blood are invited-- Regardless of citizenship. Citizens would submit questions given to a chosen moderator to read to the Council to answer. Many High Elves in the crowd may also raise their hands to be called on to voice their opinions and ask questions. Party Powers Aside from giving a voice to those who can no longer vote written in the Bloodline Act, 1632 Article I: B, Clause III, party powers extend to pushing a theorized reform that the council can either vote for or against. As the blessed leader of our kind, I shall further the vision of the malaurir Larihei Lomahnih and Dio Astóre. kaean'leh thilln chul'okarae mali’aheral Article One Our bloodlines are sacred, for well over a century families both notable and nought have had their members and histories etched into the Bloodline Archive. Though for too long we have been blinded by egalitarianism in thinking all Mali’aheral are superior when so few have acted to further the maehr’sae hiylun’ehya. Thus, to record all the purity of each bloodline and afford special privileges to those who can prove their ancestor’s adherence to the maehr’sae hiylun’ehya, the talonnii system is to be established. A: The definition of a talonnii: A talonnii is an elder family of Haelun’or, having inhabited in the silver walls for at least fifty years and/or had contributed significantly to the maehr’sae hiylun’ehya via leadership or service. A talonnii must have proof of a completely unsullied line - the further back in history the better. A talonnii must have at least two-three members who live and participate within Haelun’or. Exceptions may be granted by the Maheral for special cases. A talonnii must have a matriarch or patriarch, who shall serve as a laurir. This laurir is hereditary via absolute primogeniture and initially (after the passing of this referendum) the eldest mali’thill member of the family shall take on the role. A talonnii must be created by edict of the Maheral, which must be recorded in the archives. B: The privileges of a talonnii: A talonnii is given special consideration in housing, for their members are more numerous and have remained in the city longer. A talonnii matriarch or patriarch is allowed a vote for Maheral (see article two). A talonnii member is allowed to vote for laws and reforms passed by The Silver Council of Haelun’or. C: The destruction of a talonnii: A talonnii can be destroyed for the following reasons: There are no members remaining of the family in Haelun’or. A trial has been conducted proving the impurity of the bloodline. If any of the aforementioned reasons take place, the Maheral may destroy the talonnii by edict, however it may be regranted by appeal. Article Two The system of Maheral appointment first proposed by the Second of the Twin Moles has resulted in unsatisfactory succession crises and the appointment of impures. Prior to that, the system created in the days of Lin’everal diminished the importance of the position to merely ‘ex-Sohaer’. With malaurir Dio Astóre unable to lead us, we must devise a new system of Maheral succession. Because of the establishment of a talonnii system, the decision shall be placed in the capable hands of the bloodlines and previous Maheralan. A: The establishment of the electors: The council of electors (heial’laurir) shall consist of the following members: The lauriran of the talonniian. All previous Maheralan (exceptions are listed in clause II) In exceptional circumstances, the Okarir’mali shall be called to cast a vote (see section B, clause VIII). Any former Maheral who has been removed via acceptance vote or otherwise declared impure is barred from becoming an elector. Votes for acceptance for a Maheral from this day forth shall not be permitted. B: The process of nomination and election: Should a Maheral resign or perish, the heial’laurir shall convene within the city. At this assembly, they shall first nominate candidates (see clause II to IV) and second, vote on them (see clause V to X). The only requirements for a Maheral candidate are the following: The candidate does not have a history of being impure, unless they have atoned for their transgressions by taking the path of purity. The candidate was not a previous Maheral who was deposed or removed by acceptance vote, or otherwise impure. The candidate has not acted against the interests of the state or committed any crimes against her. A Maheral candidate is nominated by any elector or the previous Maheral. No Maheral candidate can nominate themselves. Once the candidate(s) have been chosen, the party of electors shall convene and cast their votes. Their votes are not anonymous and they are welcomed to state their reason for their choice. Electors can vote to accept the Maheral, reject them or abstain. An elector is only allowed one vote, being both a laurir and former Maheral is no grounds to have two votes. The candidate who wins a simple majority shall become the new Maheral. If there is a tie, the Okarir’mali will called to cast a vote. If no candidate reaches a sixty percent majority, the candidate with the least votes is eliminated and voting shall commence again. If the majority of votes (fifty percent or more) are for an abstain, all candidates are eliminated and cannot be renominated. His presence signals a new change in how the militant branch in Haelun’or is run-- Moving away from small, highly unorganized groups to a large, organized, and standing force. Under his leadership we have already greatly sped up our assets of defense and are speedily making a force, no elf, man or anything in between has ever witnessed. May we continue forward.
