Utaria Helenson-Anarion sat at her desk going through a stack of papers which had arrived for sorting, when she came across the decree. Her eyes quickly scanned the document, going wide, and then she re-read it just to be sure she understood what happened. “Gott help Renatia,” she muttered before bursting out of her office going to send notice to the Trade Princess and to discuss the future of her homeland.

Utaria Helenson-Anarion while on a recent trip to the Cloud Temple noticed the opening of the Library and quickly ran back home to Sutica and sat down and penciled a letter to send back. “To the Caretaker of the Grand Library of Dragur, The Library of Sutica is sending full congratulations to the Library of Dragur for the reopening of your facilities which are crucial to people across Arcas. Knowledge is the key foundation for all of civilization, and we are glad to see a fellow member join in a fight against ignorance. As a child I enjoyed many a day spent inside the Library of Dragur near Belvitz in Adria, and I do hope to visit this establishment some time as well. Perhaps I shall even send some books in to trade for some books in return. I wish you the best in your future endeavors. Sincerly Her Highness, Head Librarian Utaria Helenson-Anarion, Royal Consort, Captain of the Watch, and Stewardess of the Federation of Sutica.” Utaria leaned back in her chair after finishing, scratching her cheek thinking to herself, “I do wish they made the books cheaper, knowledge needs to be spread and collected everywhere.” See sighs shaking her head as she called for her gecko to send the message off.

[!] On a warm day in the Sixth City of Sutica, business was normal. Subjects gathered in the square to talk about local affairs. Merchants sold goods, yelling high above the chatter of the square their prices, and travelers moved into the city which by this point in Arcas had become renowned far and wide for its architecture. The day to day affairs, however, would be interrupted by the chiming of bells high above the city. Moments later a small dwed with a smile plastered on her face would be seen running through out the city with a bundle of papers nailing them everywhere and anywhere she could. A Royal Vow Renewal After much delay, (As we agreed upon this before she was Trade Princess) Her Highness Trade Princess Lily Helenson-Anarion and Royal Consort Utaria Helenson-Anarion do formally invite the citizenry of the Trade Federation of Sutica to the public renewal of their vows. The vow renewal shall take place in the grand, newly constructed Meeting Hall located next to the palace. It shall take place on the next Saints Day ((Friday 3/8 2:00pm EST)) Following the renewal of Union there shall be a feast and spar to celebrate. The couple reserves the right to refuse entry to any possible delinquents, and they would ask that guest keep their weapons sheathed and magic uncasted as to keep the peace of this renewal of union. Utaria Helenson-Anarion lifted her hoe over her shoulder in the middle of the public farm. Dirt clung to her face as she wiped away beads of sweat. It had been a solid months work but the task was now done. The Public farm was operational and soon the people who had survived on Potatos alone for all of the Vayel blizzard would now have potatos again. (Though she did make sure to include more wheat and carrots this time) She smiled and then she got back to work tilling the fields.

It would read the following: [!] The handwriting would be decisively neat if not a bit excessive To Imperial Librarian, Ghislain Vile, I am the Head Librarian of the Library of Sutica and I am writing to congratulate you on your joining in this mutual quest for the preservation of knowledge. Ever since I was a young girl living in the Duchy of Adria in Belvitz, I enjoyed the close proximity to the Library of Dragur. However, when I grew up and moved to the Sennestein, I found the lack of library trouble for the growth of knowledge. Seeing the creation of the Imperial Library leaves me with a warm feeling for my Homeland. The Sutican Library shall be sending copies of our finest books on Human History and on the Cannonist faith, as soon as we collect the materials for copying books, to your collection bin. Our Libraries core mission is the Conservation and Proliferation of knowledge, and with a simple read, it seems yours is the same. If you wish to have more copies of books please see our Library audit sheet, which I have attached to the back of this letter. The existence of rules will inherently lead to the abuse of these rules especially if there is a forced PK clause attached to them. Not to mention that these coup rules change nothing as it is just as easily abusable as the RO rule and they wouldn’t even if subjects themselves could coup a nation. A nation could just not give out housing to anyone. If there is a roleplay reason for a coup let it happen, the creation of rules which attempt to structure conflict through ooc means will just lead to people acting through ooc means. If you hoped this would make governments more dynamic, you are greatly mistaken. As this only gives more reason for the politics of this server to be run oocly and will lead to the same clique continuing to lead a government because of trust that they will not coup. TLDR: These rules change nothing and will only lead to more OOC frustration and fighting in the future

I don’t know if this is a mistake, but you took out the limitation on amount of Border Conflicts which makes me concerned for the obvious reason of people using this to stack up War Points untill they declare a Plunder or Pillage CB. Which these two CBs especially for being offensive seem like they could be heavily abused through combinations of the Border Conflict CB and the Demands CB. Unless I’m misunderstanding something.
