With the defiant tide of the Silver State of Haelun’or and the effrontery of all Elvenkind, the time for definitive action has been called. The Orenic sphere of influence must be extended to encompass this obstinate race, and its people must be quelled and tempered by the hand of Humanity.

The assurance of a stable and serene southern border is paramount in the agenda of the Kingdom of Oren, and so for the sake of prosperity within, the following desire has been expressed to the State of Cerulin. Long has Cerulin been harassed by foreign foes; the Kingdom of Oren sees the State in need of nurturing and guidance, and is willing to offer this for the sake of both their continued existence and opulence.

This document, known henceforth as the Emerald Binding, will absorb the independent State of Cerulin under the dominion of the Kingdom of Oren. It will act as a subsidiary client state under the will of the Kingdom and abide by the following stipulations:

  1. The complete recognition that the former State of Cerulin is henceforth a client state of the Kingdom of Oren, known as the Province of Cerulin.

  2. The former State of Cerulin abdicating its independence and officially absorbing itself into the Kingdom of Oren as a province.

  3. The agreement to recognize the King of Oren as the supreme matter of authority within the Province of Cerulin.

  4. The agreement to abide by the laws of the Kingdom of Oren, and hold no exceptions or province-specific laws without approval from the Lord Justiciar.

  5. The agreement to make no foreign agreements, pacts, alliances or otherwise without the express consent from the King of Oren.

  6. The complete destruction of any false religious icons, temples or otherwise that praise anything other than the Creator. Furthermore, the worship of Malin is hereby forbidden.

  7. The agreement to suppress any and all publications that may incite contempt within the Kingdom of Oren.

  8. The agreement to expel any persons declared as fugitives within the Province of Cerulin or any of its affiliate subsidiaries.

The Kingdom of Oren, as the protector of Cerulin, will hereby agree to the following:

  1. To protect the Province of Cerulin from any internal or external threat that is also deemed a threat by the Kingdom of Oren.

  2. To ensure the stability and relative peace of the Province by whatever means necessary.

  3. To ensure the survival and growth of the Wood Elven race.

  4. To defend the rights of loyal Elven subjects that live under the laws of the Kingdom of Oren.

  5. To appoint a Provincial Governor approved by the King to act as the regional subordinate of the Kingdom.

The obligations and promises stated in this document will be upheld indefinitely; any violation in obligation will cause an immediate termination in the treaty, and all its former obligations becoming null and void.

The following signatories hereby render this treaty agreeable and bind their respective nations under its terms:

The Kingdom of Oren

King Olivier de Savoie

Lord Chancellor Guy de Bar

The Province of Cerulin

Tristin Tresery, Provincial Governor

"A better deal than the Aheral wanted. That much is for sure."

Ac'aelu reads over the document, nodding along. He heads home with a yawn. At long last there'd be some time for the things that really matter.

Spreadsheets and family.

Isabella sighs softly, feeling more alone in the world than ever. She scratches all visits to Cerulin off her schedule.

Publius reads this publication, as well as the Sable Binding, and smiles broadly.

"I don't think I've ever read better news in my life... Thanks be to those wise men, and to the creator!"

Kalameet chortles.

"I didn't know assimilation was a better option then independence! It seems their usual echos of nonsense have gone amiss, or simply were deluded into idiocy. I cannot help but congratulate Oren, I didn't know Stockholm syndrome could be so effective."

As Marchisio di Benedetti was in his study, inspecting the daily output of coal from the mines of his nation of Tripliani, a courier who was seemingly out of breath rushed in. Without even looking up, the patrician-lord would utter in an annoyed tone in his native Illatian tongue, “I do hope that this is something /important/, Dino. I do hate it when you barge in..” “My greatest apologies, Signore Patrizio, but I possess concerning news regarding the Elven States and Oren!” Marchisio would look up at this, now mildly intrigued. “Well, do get on with it then.” As the courier read the “Bindings”, as they were called, Marchisio wonders how the Elven states are taking this, as well as how this affects his nation, and all he has worked to be.

Kaelin somehow finds a copy of the statement.

"Perhaps a better deal than the servitude the Mali'aheral offered, but their insistence on destruction of religious icons other than their own... Malin is more revered than worshipped, at least by mainstream society, but this term tramples on generations strong ties to the Druids. Time will tell if this was a good idea, I suppose."

Lilum, after hearing of these offers, reclines in the Igor tavern,

"Hrm... ahll beh wai'in fur Yemekar's Balance tuh take affect wiffin teh 'uman kingdom. T'ey grew well, t'as fur sho'e, mehbeh tuh much."

Lilum begins rocking back and forth on the chair, looking at everyone relaxing at the tavern from a hard day's work,

"Ah wandah waht teh Uruks t'ink ove t'is...."

Demagol, recieves another report, as he was preparing metal for a project, after he had just finished reading the other report on the Sable Binding. And he rolls his eyes "'course t'e wood elves bend t'e knee tu' Oren..bloodeh cowards." And goes back to forging, not bothering to read the terms, since he hardly visits Cerulin anyway.

Phaedrus reads the declaration while sitting on a bench. The deep and elaborate machinations of his mind churning over this new information. Finally, he shrugs, and pins the parchment back where he found it.

"Hopefully... No one suddenly becomes particularly religious. A good move otherwise, even if it looks like the folks from Cerulin never thought to negotiate the terms..."

Phaedrus releases a slow sigh finally, cracking his neck this way and that as he enters the parade square of Petrus' barracks, reacquainting himself with his old forge.

"Looks like they'll be getting my works after all, the bastards."

"I do not plan on worshipping Malin, nor building temples. So no, it is not." He says coldly, giving her a steely look as if the question had been quite condescending.
