And really any group that qualifies for land will get land there’s more of it then there are nations so it’s not used to weed people out just as a prioritizing tool for picking from the limited pool. In what way were the Halflings handicapped for not owning their own tile? They got a city almost next to CT... and what would have been different if they owned it? Same applies for most groups, in any case the difference in 7.0 will be their proximity to the spawn since they could apply for a charter and try to become a Nation, many groups in freebuild managed to be in the top of activity at some point, so i don't see why they couldn't do the same.
