24th of Godfrey’s Triumph, Year of our Lord 1853

With the recent settling of the Brigada Mercatore within the ruined settlement of New Esbec, a missive reflected towards the Imperial Government known as the ‘Fifth Foundation’ served as a notice of intent for the desire of the Brigada Mercatore to wish to settle and inhabit the ruins of New Esbec.

Following the meetings between the Crown, the Brigada Mercatore and the County of Halstaig, The New Esbec Accord has been agreed upon to determine the future of the settlement of New Esbec and the place of the Brigada Mercatore within The Holy Orenian Empire, as stipulated in the terms below.

  1. Those who stylize themselves within the cultural group of the Brigada Mercatore, are confirmed to be Imperial citizens under Imperial law, and are expected to carry out the duties and loyalties of Imperial citizens. They are also subject to the full protection and graces afforded all Imperial citizens by His Imperial Majesty, Philip III.

  1. The Brigada Mercatore, have expressed interest to the Crown in the desire to inhabit New Esbec, and as such have been granted permission from the Crown to live within the settlement of New Esbec.

  1. The Administration of New Esbec shall fall to the County of Halstaig, who shall administer the town in the name of His Imperial Majesty Philip III, and provide such administration to those who reside within the town.

  1. As citizens of The Holy Orenian Empire, the residents of New Esbec are subject to the Imperial Law of the ORC, and are granted the protection of Imperial citizens under such.

The  Baron of St Lothar Arthur Komnenos looked over the  missive of new esbec, his land lay  very close to Esbec itself

"Oh, seems like they're finally rebuilding that burnt down city, perhaps i should visit it one  day after my keep's  built."

Calahan O'Rourke read over the missive from the Library of Halstiag with a smile "This will certainly be interesting..." He mused before returning to the book he was previously reading.

From the seven skies, a former Countess of Halstaig smiled down upon her kin.

Empress Anastasia I nodded approvingly to the missive after signing it, "I hope that these new settlers, and the Countess of Halstaig, can bring life back into New Esbec."

Presbyter Ileana remembered well the Brigada Mercantore. "Every time I feel closer to my flock, they do something that utterly baffles me. Why entreat with and legitimize those who threatened to prevent the Canonist burial of a prisoner?"

PATRONLY champion of the south spelunked the furthest, dankest faults of Esbec for his goats. Worry crossed his features, as he vied to surmount that gorge once more, nose beset with the stench of char and manure. "No, not here. They shed sheets of gold, do they not know?" And thereafter, he raced to assemble a taskforce.

A thinly sized Acolyte trudges towards the Presbyter, alerting her of some alarming news.

"Ma'am, the Fidei Defensor and his dwarven kinsmen are burning the shrine of St. James again." He wheezes, before taking his medication.

During what little leave Michael O'Rourke has from the army he likes to climb the mountain range in which New Esbec rests. As he reaches the summit of one mountain he can gaze down at his familial home and the lake it sits by. The O'Rourke often scribbles out a few verses of writing as he rests, such as this:

Oh Esbec,

Borne upon the back of a craggy rock

and nestled far from the Heartland of Oren.

This is where the Empire truly is,

not in the busy streets of New Providence;

it is from the rooftops of small towns that our Empire sings.

"The first two foundations where built and laired with terror and blood, the third with collaboration and aid, the four in a repeat of the first and second, and now the fifth in a similar manner to the third... What will the sixth bring? And then the seventh.. When the clock strikes its final hour, what will the Twelfth Foundation be?"

A Goat Farmer said.

Presbyter Ileana stopped the acolyte with a smile. "Why hello, Acolyte. Such a pleasure to see you again. This is probably a good time for a lesson, so that you'll be better able to teach your flock when you are ordained.

"Now, two brothers were playing in the dirt with some toys. The eldest brother remembered that the youngest had once taken his toy away and wasn't good at sharing it, so the eldest went and grabbed the other's toy and ran away with it. When his father brought him back to return the toy, the eldest brother protested, 'But Father, he did it first!'

"The father responded, 'My judgment over your younger brother has already been meted out. Why, then, do you feel you should not be punished?'" Ileana smiled. "You see, two wrongs never make a right. Do you believe that someone should be able to avoid GOD's judgment merely because others have sinned? Of course not. GOD teaches in the Scroll of Gospel, 'that which is done is not undone.' Your actions do not escape judgment merely because another has acted as well. What you have done is done. Other circumstances cannot make it undone.

"Now, buttle off and go sweep the library. I saw several cobwebs in there last night."

Auden O'Rourke nodded to the missive, and went about his day, rather unbothered by the settlers to come. It may be nice to have neighbors, as well, he assumed. Fellow citizens past the forest to speak with; and it may be nice to set up shops in the settlement again.

One settler heard the rustling from within Esbec, watching from corners, rooftops and stairwells, eying the men who scouted the place. How curious.
