In the past, the greatest and most reverential monarchs of Humanity have merged the borders between Man and Elf. Each time, the Elves taken under the care of Oren have been fostered and benefited - their successes numerous, their halls full, their coffers safe from the pilfering hounds of war from beyond civilization. Exalted Godfrey, whose conquest of the known world marked the first distinct social merger between the societies of Man and Elf. Under Godfrey, House Silverblade and many other Elven families were given nobility and helped defend the fledgling Empire from its enemies. 

 

It is from these foundational relationships in the past that our reformed Kingdom of Oren sees fit to incorporate the society of Haelun’or into our great Kingdom with distinction. As once the Chivays and Kalenz Uradir broke bread, so too shall we, as we endeavor to see the Haelunorian Mali’thill thrive, as we have nurtured The Pale and its subsequent renditions in the Eighth Empire of my forebears. 

 

ARTICLE I - PRIVILEGE

The Silver-State of Haelun'or shall be referred to as the ‘Enclave of Fi’halen' henceforth within formal Orenian Law, all traditional stylings and attached decorum being therefore applicable to its nominal Head of Government when interacting with the Crown and its legal institutions. This is not to discourage local dialect, but to preserve the decorum of His Majesty’s Court. Cultural reference is permissibly fluid outside of formal documentation.

 

All previous state institutions of Haelun'or will be retained and formally grandfathered into the contemporary situation with minimal interference from the Crown. Only in untenable circumstances shall application of Orenian Law be enacted and only with the assent of the Monarch.

 

Furthermore, a regnal Vicegerent shall be appointed by the Crown pending the advice of the Elven Government. He shall serve to observe and assist the Prince in the management of his domain - such that the authority of his Majesty remains unviolated.

 

ARTICLE II - GOVERNANCE

The Enclave of Fihalen is exclusively entitled to confer honorifics upon the denizens of her territories. Peerage, however, and the vestment of Letters Patent remain the jurisdiction of the Crown.

 

Furthermore, the Enclave of Fi’halen is granted the right to expand and modify those Institutions of Government that it already retains, per the previous Article I.

 

The Enclave of Fi’halen is granted the right to entreat settlements and communities predominantly non-Human to live within the borders of her domain. Such denizens may therefore be taxed, drafted, and required to oblige reasonable measures of Government as necessarily obligated by their host.

 

This document serves subsequently as Letters Patent for the Enclave of Fi’halen and their legal successors. They shall assume the same privileges upon their popular inheritance pending the demise of their predecessor. Should secession be desired in opposition to the continuance of these conditions by the Enclave of Fi’halen, assent shall be provided by His Majesty. Furthermore, requests regarding secession must be provided no later than four years prior to legal departure.

 

ARTICLE III - DEFENSE

The Enclave of Fi'halen is hereby authorized to draft, enlist, and raise military forces necessary for the protection of their territories. Nevertheless, the Office of War shall retain the most significant oversight of all military forces, coordinating directly with the Okarir’tir of the Silver State for the employment of its military service members when required to do so. 

 

In times of war, the Enclave of Fi'halen's Sillumir shall report to the senior army command within the Petran Legion reserve until the Office of War relinquishes such at a crises end. The Enclave of Fi'halen may request and be reprieved from participating in religious conflict with the pardon of His Majesty. 

 

Whether circumstance threatens their person, power, or reputation, any dissent against the Silver State shall be met with the fiercest of possible reactions. The Crown endeavors to resolutely declare this intent. None will impede the ability of its vassal to operate freely.

 

   

ARTICLE IV - LAW

The Enclave of Fi'halen and all denizens of their territories are forthwith, not nominally subject to the Oren Revised Code. The Enclave of Fi'halen may pass their regional laws in peace, provided none conflict with the content of this treaty. In addition, they may enforce and conduct local tribunals within established territories. Execution of any Orenian Laws and policies by agents of the Crown shall occur only in the event of royal assent or by invitation of the Sohaer or their regional government. Every possible precaution must be taken to respect the Enclave of Fi’halen’s ability to govern their domain on behalf of the King.

 

Should His Majesty intervene in the event of an internal crisis, the Crown shall declare said situation as 'In Extremis' and handle such posthaste in collaboration with the Sohaer, should the Elven authority be unable to resolve conflict without assistance. 

 

Within the territories of the Enclave of Fi'halen, all are nominally subject to their regional laws. However, Human subjects of His Majesty are entitled to request extradition to the central authority of the King, pending a case which could result in imminent death. Additionally, such measures may be afforded vice versa. An Elven denizen of the Enclave of Fi'halen may appeal to be tried by their racial authority over Inquisitorial-Tribunal.

 

Lastly, no legal distinction shall be made between the criminality of one or the other across the entirety of His Majesty's domain. Offenders are to be unilaterally sought and prosecuted by the relevant authorities.

 

ARTICLE V - RELIGION

The Crown grants reprieve in the adherence of Canonism to their Non-Human subjects enfeoffed to the Enclave of Fi'halen. No attempts shall be made directly by the Crown to interfere in matters of religion, nor shall any be commissioned to do so on behalf of the central government. In light of this tolerance, the expectation is likewise: no proselytization of Elven faith shall be enacted outside of the Enclave’s domestic borders. His Majesty's subjects are generally beholden to the practice of the Canonist faith, and as such, the privilege given must remain inviolate should it continue indefinitely.

 

ARTICLE VI - DURATION OF FORCE

This agreement shall remain in effect in perpetuity upon signature unless the relevant parties or their lawful successors alter it through agreement of both parties.

 

ARTICLE VII - IMPLEMENTATION

The terms of the Aster-Silver Concordat shall officially come into effect upon the neutralization of the Urguani excursion towards Fi’Halen and the subsequent signing of a peace treaty.
