The First Edict of Ruska

Penned by Siegmund Sarkozic I of House Carrion, Apostolic King


I. Reformation and Establishment of Titles Among Our Nobles of Ruska
- The Kingdom of Savoie is hereby dubbed the Holy Kingdom of Ruska.
- The Duchy of Corpathia is hereby dubbed the Duchy of the Barrowmarsh.
- The County of Norfolk is hereby dubbed the County of Sarkoz.
- The title "Viscount of Bar" is hereby abolished.
- The Holy Kingdom of Ruska holds three royal titular titles; King of Kaedrin, King of Savoie, and King of the Crimson Isles.
- The Holy Kingdom of Ruska currently holds five ducal titles; Grand Dukedom of Kaedrin, Dukedom of Raev, Prince-Archbishopric of Savoie, Dukedom of Barrowmarsh, and Dukedom of Crimson Isles.
- The renaming of a royal or ducal title requires the royal writ of the monarch of Ruska.

II. Reform of Nobility Among Our Nobles of Ruska
- Noble Houses are not permitted to hold professional bannermen forces unless they hold a minimum of 1,000 ((10)) peasantry in their retinue. This includes strelesy or any levied equivalent.
- Great Houses must upkeep a war levy of 1,500 able-bodied men ((15)) minimum.
- Only those bearing the titles of Marquess, Duke, and King are permitted a comital keep.
- Barons, Viscounts, and Counts are permitted to utilize their land for sharecropping purposes. All other developments should be discussed with Our Apostolic King or His Rt. Honorable Grand Chamberlain.

III. Development of Our New Ruskan Soils
- The newly annexed Grand Duchy of Kaedrin, ruled by Otto the First of House Carrion, shall be declared open for settlement by any willing yeomen seeking to establish agricultural, lumber-based, or mining charters.
- The Duchy of Raev, ruled by Siegmund the First of House Carrion, shall be established as a home front against threats of Corrupted Scourge, along with harboring the trade-town of Kralta
- The Prince-Archbishopric of Savoie, ruled by His Holiness Owyn the First of House Carrion, will begin construction on a palace acting as seat of Ruska. It will also function as epicenter of Our One True Faith.
- The Barrowsmarsh shall be established as a grand huntswood, for leisure and enjoyment for our Ruskan peoples.
- The Crimson Isles shall be open to naval improvements and settlement by Sea-Strelts.

IV. Establishment of Our Ruskan Duma
- The Holy Kingdom of Ruska shall hold Duma; a meeting of all landed nobility and Privy Councillors in Ruska. The First Duma of Ruska shall be held in the Krelmstad of Kralta, upon the next elven day.

V. Law Governing Legitimization of Our Ruskan Bastardy
- The legitimization of any born of bastardy must be authorized by both Lord Patriarch of his claimed House, along with writ of Our Apostolic King.
- Diedrik Barrow, half-brother of Our Apostolic King, is hereby cleansed of his bastardy and takes upon the name of Diedrik II Carrion. Such is willed by Our Apostolic King and respective Lord Patriarch of his claimed House.
- Goddard, half-cousin of Our Apostolic King, is hereby cleansed of his bastardy and takes upon the name of Goddard I Carrion. Such is willed by writ of Our Apostolic King and respective Lord Patriarch of his claimed House.

VI. Titles Bestowed to Our Ruskan Nobles
- Diedrik II of House Carrion is hereby dubbed Duke Diedrik the Second of House Carrion of the Barrowsmarsh, Count of Greymarsh, and Baron of Owlswood.
- Ivan I of House Ruthern is hereby dubbed Marquess Ivan the First of House Ruthern of the Crimson Isles, Baron of Hammerspoint and Saltridge.
-Aliestor I of House Geminine shall have his title discussed at The First Duma of Ruska.

VII. Appointments to Our Ruskan Privy Council
- With the passing of former Lord Steward, Simon de Bar, Diedrik II of House Carrion is hereby appointed as Lord Steward of Ruska.
- Ilim is hereby appointed Lord Treasurer of Ruska.
- The title Lord Reaver is added to the Privy Council of Ruska, as chief executive of all naval based operations.
- Ailred I of House Ruthern is hereby appointed Lord Reaver.

VIII. Concerning Orders of Chivalry and Knighthoods
- The Holy Kingdom of Ruska bestows no knightly rank within its realm of governance.
- All House Lords are to dismiss their respective knights to uphold the First Edict of Ruska.
- The only accepted militant orders of Ruska are Holy Brotherhoods sanctioned by the High Pontiff, lawfully approved bannerforces, and Raevir Stranniks.
