      I've never understood this take (or the take of Jentos and Laeonathan). It is quite clear from the way this game plays that there are innumerable, invisible NPCs in the game that represent most of the people. The thing is, most people don't ever do anything worthy of note in the grand scheme of history. The characters represent the movers and the shakers of history, the people that the books will be written about.

       

      So yes, your Empire might only have 30 people of note around on any given day, and a hundred when the big battles happen. Is that any different than any other point in history?
