  5. This timeline needs correcting. The tension with Balian occurred prior to my appointment. Since then I have visited Balian in person to speak with her Majesty to come to an understanding and begin the steps forwards towards continued peaceful coexistence. I have brokered a defence pact with the Iron Horde, a trade pact; gaining us two additional mines to access as a community (daemonsteel and diamond), and have participated in the write-up of the Confederation alliance. It's good that we finally have a platform for some good old fashioned neighbourly trade routes and commerce. Time to start carving out some tunnels for a rail network, and some contract writing. A century without war would be nice. There were too many bandits in the last, and I'm looking forward to peace."

  11. The Pact of Silver and Sand ARTICLE I: SOVEREIGNTY I. The Iron Horde and the Silver State of Haelun’or, hereby referred to as The Signatories, agree to recognise the autonomy and right to rule of each respective domain. ARTICLE II: NON-AGGRESSION I. The Signatories agree to not take any aggression/military action against each other in any form. II. Within this, the right to free movement of citizens between the signatories is included. ARTICLE III: DEFENSIVE ALLIANCE I. The signatories agree to a defensive military alliance, in which any hostilities from a third party against any one of them will be viewed as an attack against both of them. II. The signatories agree to settle any dispute between them or in which they may be involved through diplomatic means in such a manner that this alliance and the laws of the signatories are not endangered. III. The signatories agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of the signatories is threatened. IV. The signatories reserve the right to expand this defensive pact into a full military alliance whenever deemed favourable by both parties. V. The signatories agree that neither side will be asked to join into any currently ongoing conflicts which were in effect prior to the signing of this pact. ARTICLE IV: TRADE I. The signatories entitle each other to one shop or stall in each other’s capital market, free of tax to encourage trade, as well as ensure the free movement of people between one another’s territory. II. For a merchant to claim the stall or shop in a respective capital’s market, a merchant must inform the respective authority of that nation & is required to inform the diplomatic representative of the countersignatory nation. ARTICLE V: EXTRADITION I. The signatories agree to a mutual extradition clause, in which a citizen from either Nation, having reasonable justification for an arrest, may be apprehended and passed over to the Courts of the Land in which their crime took place. II. In such cases as these, an Extradition Request by the Judicial representatives of the state of the first part must be presented to the Monarch or Government of the second part for approval. III. Legal Defense for the defendant may be given by Judicial representatives of the Nation from which the citizen/subject hails from. ARTICLE VI: DURATION I. The signatories agree that this treaty shall last until a new Rex of the Horde, or new Okarir’san of Haelun’or is adopted within their respective nations. II. In the case that any of the signatories wish to make amendments to this treaty in the future, they are to consult with the others and discuss credible changes, lest the agreement mutually dissolve. GUILD CLASSIFICATION GUILDS ARE TO BE classified by general trade or profession, fitting into the categories below: TRADE GUILDS: Professions & trades include blacksmithing, carpenters, & general merchants and charterers. They pay 46 mina in tax each Elven Week. In exchange, the guild is granted the right to occupy a plot of land or property, and conduct their business from there. In addition, they may also be entitled to the following rights: - Charter of the Okarir'san CIVIL GUILDS: Professions & trades include apothecaries, physicians, charities, & orphanages. They act largely as philanthropists within Kaethul and often possess skills of medicine. They pay 46 mina in tax each Elven week. In exchange, the guild is granted the right to occupy a plot of land or property, and conduct their business from there. In addition, they may also be entitled to the following rights: MERCENARY GUILDS: Mercenary guilds largely consist of bounty hunters, mercenaries, and adventurers. They may act on private bounty commissions, or assist with fighting darkspawn and keeping Kaethul safe. While the nature of their work may allow some leeway, they are still expected to act in a manner both befitting of their station, and in compliance with the laws of Kaethul. Mercenary guilds pay 46 mina in tax each Elven week, and in exchange, the guild is granted the right to occupy a plot of land or property, and conduct their business from there. In addition, they may also be entitled to the following rights: - Charter of the Dark Talon / Brotherhood of the Blade - Charter of the Valkyrie GOVERNMENT GUILDS: Guilds that operate on behalf of the State include lawyers, stewards, and other various internal affairs officials. They assist with the State’s affairs to ensure its prosperity in both Haelun’or, and across the continent. They are entitled to: MAGIC GUILDS: As various forms of magic, though most prominently voidal magic, have become more common throughout the city, organised groups may come together to practise, research, and safely study arcane properties and the abilities of the void. Magic guilds pay 46 mina in tax each Elven week, and in exchange, the guild is granted the right to occupy a plot of land or property, and conduct their business from there.Magic guilds are entitled to: - Charter of the Arcane Spire II. RIGHTS & RESPONSIBILITIES GUILDS WHO HAVE BEEN granted Charter Status hold the following rights responsibilities within Kaethul: The obligation to uphold standards of quality, ethics, and professionalism befitting of their station. The participation in city-wide events, fairs, and councils. Payment of respective dues, fees, and taxes for charter maintenance. Autonomy of the guild’s private, internal affairs III. GOVERNANCE & LEADERSHIP GUILDS GRANTED CHARTER STATUS remain the right to have autonomy over their practice and members. They may: Elect guild leaders and representatives. Establish bylaws and regulations. Manage and resolve disputes between guild members. IV. ENFORCEMENT & COMPLIANCE THE CITY MAYOR WILL have oversight of compliance with charter provisions. Should the City Mayor or the City Council be incapable of ensuring the enforcement of a guild’s responsibilities, the Overlord reserves the right to intercede. The following actions may be taken in case of violation: Issuance of warnings and fines. Suspension of revocation of charter status. Mediation or arbitration of disputes. V. CHARTER APPLICATION PROCESS GUILDS WHO SEEK TO apply for charter status may do so by submitting an application to the City Mayor, Council or Overlord using the below format: VI. AMENDMENT & REVIEW THE CHARTER SYSTEM OF Kaethul shall be subject to periodic review and amendments by the City Mayor, City Council, or the Overlord of Kaethul to adapt to changing circumstances and needs that best benefit the city. This contract concerns the Nation of Kaethul and the Kingdom of Norland Article I; I) Kaethul hereby grants permission to an assigned and curated plot of land that will act as moderated sovereign Kingdom of Norland soil. Any number of merchant vendors can be set up within this assigned space subject to Kingdom of Norland moderation and rent. II) Moderated Sovereign soil; is where the area is governed by both Kingdom of Norland Law and Kaethul law, with the latter taking precedence within contradictions. Lawbreakers will be treated in accordance with said offended laws in the Kaethul Justice system according to available law house precedent. Citizens of Kingdom of Norland that break Kaethul law will be kept and confined to their Moderated Sovereign soil until such a point that they are summoned for trial, sentencing and to progress through the Kaethul Justice system. Should the citizen leave this Moderated Sovereign soil before receiving their sentence, the nation of Kingdom of Norland may declare the citizen's citizenship/titles revoked or pay a [minor infraction fee]. Article II; I) The Kingdom of Norland will support, legitimise and acknowledge the lawfulness of signed contracts written in Kaethul and by documented officials/nobles/aristocrats of Kaethul. In the event of enforcement being necessary, the Kingdom of Norland will work with the Nation of Kaethul; Communication will be established between the Kingdom of Norland and Kaethul and a plan will be discussed. agreed upon and enacted for the acquisition of the contracts fulfilment/repayment. II) In assisting the nation of Kaethul in carrying out the fulfilment/repayment of a contract, any fines the contract breaker incurs will grant the Kingdom of Norland with a 20% cut. III) E.g. If a contractor breaks a contract worth 2k and Norland apprehends and forces them to pay up, the Kingdom of Norland receives 400 Minas. Article III; I) The Signatories will adhere to a pact of non-aggression and will not incite conflict between them. Neither signatory will provide military or economic aid to powers hostile to the other. The sky above was painted in hues of pink and orange as the sun dipped low on the horizon, casting long shadows across the bustling port. On the deck of the ship, a group of burly sailors, their muscles rippling beneath sweat-soaked shirts, worked in unison to unload the precious cargo. Each man was clad in worn leather boots and weather-beaten trousers, their faces grimy with the residue of hard work and determination. The cargo, wooden crates stamped with the emblem of a blacksmith's hammer encircled by roots, held within them the coveted Daemonsteel ingots. The metal, known for its otherworldly properties and incredible strength, glinted in the fading light as the sailors carefully hoisted the crates onto the dock. With grunts of exertion, they heaved the crates onto their broad shoulders, beads of sweat glistening on their brows as they navigated the gangplank onto solid ground. The weight of the ingots was immense, but the sailors worked with practiced efficiency, their movements synchronized as they transferred the crates from ship to shore. As the last of the crates was lowered onto the dock, the sailors wiped their brows and exchanged satisfied nods.
