Most active is probably Haense or Oren or something.
As far as best goes, that's hard to determine. You could say that the settlement with the most players is best, but that's if your only going for quantity and not quality. I suggest you look around and see what sorta roleplay niches you're interested in, and find a good group that performs said roleplay niche to stick around in. -
Oren, Haense, Elvenesse, Norland, Urguan. These are currently the most active. The best one of course is the Mitzuul Grove, the home of the Kharajyr!
But for real, what jumper said. I'd suggest checking out the Edict of Kermesinfels also, I kinda like how they look. They're a secretive group. Maybe the Druids? Why not Halflings?

hot take: don't hate on slice-of-life roleplayers who just like to chill, chat in the tavern, make art, and have relaxing roleplay.
slice-of-life roleplayers are the lifeblood of every nation on this server. without them, military roleplayers would have no civilians to protect. nation leaders and bureaucrat roleplayers would have no one to make new laws for. hell, even villain roleplayers would have no victims. there would be zero reason to fight wars because nations would be nothing but empty husks
we slice-of-life roleplayers serve an important purpose and you're very short-sighted if you don't realize why we are necessary for the server's survival.

I'm still going to stand by the idea that - if a character dies and they're not permadead - their bodies should go "POOF" and turn into smoke/sparkles/etc.
I think that would smooth over a lot of the weirdness associated with non-enforced PK in terms of storytelling and narrative coherence. The life-or-death tension in lethal situations would still be present, based on the fact that your character ICly doesn't know whether or not they're going to "poof" or die for real. Old-age deaths, sickness, and suicides are always real deaths and never "poofs." However, violent deaths have an equal chance to be poof or no-poof.
I don't believe PK should ever be enforced because we should get to decide whether or not our character's life is over. But it's always been one of those things that's awkwardly narratively and ICly. If you watch your friend die and they come back the next day just fine, it's weird. If you watched your friend die, their body went "poof", and they return the next day... less weird cuz you get immediate visual confirmation that they're not permadead.

Regarding the accusations that I've metagamed -
here's a screenshot of me receiving the contents of my post over discord from someone named FairIsle, who says they played Padraig's daughter.
I believed FairIsle to be acting in good faith and giving me information that was not metagamed. I don't think FairIsle metagamed either since I do not believe she wrote the letter I was given. Regardless, the letter's contents did not originate with me and I doubt it originated with FairIsle.
the worst thing I did was accept a letter over discord, which I have been informed is a kind of metagaming and I have been subsequently warned for it. (I was not aware that accepting letters over discord was meta because several people I've interacted with have done it, including nation leaders. Not naming names because I'm not a ******* narc.)
but anyway. just putting this out here to clear my name since some people are insisting I metagamed. If the information was meta, it didn't originate with me. and I doubt it originated with FairIsle either.
