    I'm not even going to bother cleaning this up, as it at least seems to have cut the tension... On topic though, yeah, I like the suggested rules, looks good, pls accept.

    The insulted group can still raid within the rules, and the insulters will not be able to retaliate with any kind of force that matters.

    And then they can either accept the warclaim, or deny it and follow the same rules everyone else would and not participate in raids. It's better than having a group deny a warclaim yet continue to raid every single day.

    High elves would be held to the same no-raiding rules.

    Occupying a city seems like the kind of thing you'd need to make a warclaim for, so I don't see why not to make a rule against it during normal raids. It's a raid, after all, not conquest or occupation. Probably the best suggestion in this thread, though, is not being able to raid if you deny a warclaim. It seems a perfectly fair trade to me, if you don't want to deal with a warclaim don't make the other party deal with raids.
