Supplementary Music

 

Salvus has returned, a Republic from its monarchy of Asulon, as a region which values knowledge as much as it's culture and wealth - and war, as much as the effluent in its sewers. It is found at the rim of the Forests of Adrallan, secluded from the politics of elsewhere - and means to maintain neutrality and independence.

 

The Enlightenment its proud Citizens often talk of is not of theism, but the advancement of Athera. Enlightenment is the advancement of both the knowledge, technology and economy of the world, a positive light in what can sometimes be a dark place..

 

Democracy with universal suffrage, involving Citizens of all races and genders, makes Salvus' governance a form of revolution amongst the realm. In tandem with its Guilds and proud Valaise (companies), no Citizen is kept silent in any matter, with elections occurring thrice a Saints year.

 

The upcoming documents reiterate and articulate all that the Republic of Salvus has to offer its Citizens and Athera.

The Address To All

Realised by Chancellor David Campos of the Capital of Leone

 

The  banners of blue and gold stand proud, flailing throughout the warm ocean breeze. To the distance, Leone Hold nests on Belmont's ridge, it's three fingers shot from its roofs - as if to grab the sun itself. Between the two is a sprawl of prosperity, packed into every crevice the Province's tired walls allows. But the walls won't ever crack by the force of a trebuchet or mangonel - for peace prevails over the Republic of Salvus.

 

It's citizens are a motley of all race, creed, gender and skill - yet united by a pledge to the cause of Enlightenment. Day by day, brick by brick, wealth and culture is built from a foundation of its ancestors, held in republican reverence. Murals are found wedged in the crevices of Belmont's plain, often infested with a sprawl of flowers. The legacy of the Patrons lives on, by every thud of a blacksmith's hammer, every etch of the mason's chisel; every dip in the tanner's rack. For all they may do, is for the Republic and betterment of Athera.

 

No one is alone in the Republic, or powerless, and all is within reach of will. Ability decides what fruit you bear within the Provinces.. not your banner, your gender, age or race. Your pure skill. As such, the Republic's guilds foster and direct the people into greater Enlightenment. All are encouraged to be vested within a guild, with right to attend many more.

 

Guilds are the voice, mentors and bodies of the people. Their cardinal purpose is to pursue advancement in their field, for the betterment of The Republic's way of life, and beyond. United, all workers of a trade, find an elected representative tend to their needs in the Government's Assembly, proposing legislation and advising over current laws. Guilds are the only readily open gates into the inner workings of the mechanised Republic, for foreigners, who may join them.

 

 From the moment these newly-Enlightened begin their journey, they pledge their allegiance to not the premier, Chancellor David Campos, but to Enlightenment. 'Why not bow to a man, but concept?' most ask. The Consul Menithrian replies 'Any place built upon the foundation of flesh and bone will pass away and rot, along with its leader. Enlightenment will prevail, for once a being tastes the light, they will never return to the fickle of darkness. No, friend, they will crave it more - to heights of near madness - and so leave a trail of greatness before them for others to follow. This is Enlightenment, and this is what you bind yourself to.'

 

The Citizens of The Republic are champions of Enlightenment. They bare not a blade, but a quill. They bare not a shield, but parchment. They bare not a sullen banner, but their Salvian Passports. They bare not a blind fire of anger, but sharp wit. They bare not the need for blood, but for the bakery's artisan cakes. They bare not shame in the past, but pride towards their future. So, may you bare the greatness before the South of Athera.

Rite of Passage and the rights of Salvians

 

Overview: Both in character and out of character, the leadership believes that a settler is of much greater value than a traveller. What a regular member of a Salvian society brings to the republic is far greater (and richer) in lore, commerce and culture ((roleplay, and activity!)) and so permanence is a clear focus with all legislation here. Salvus must not only be a place to visit; it must be the place to stay. If there be a place where all operas and plays happen, where mechanics and culture alike are developed, and where people have reasons to be active daily, it’d be in Salvus.

 

 In order to be a citizen ((even when you are registered in our redstone pillar)), you must obtain a Valid Salvian Passport from the Salvian Authorities. This will state your name, province, profession, age, criminal record, and be either issued by a Sentinel or Praetor (of the Peacekeepers) or the Consulate.

 

A book copy of this will cost 50 Minas per print; the logging of Citizenship is a free minimum requirement to all. All cost of goods purchased within the Republic of Salvus is halved for Citizens (a mark-up of prices is expected towards foreigners). This will be known hence as ‘Citizen’s relief’.

 

Governance of the Republic

 

Overview: All Citizens are to be involved with The Salvian Government of the Republic. This omnism means to eradicate the toils of inequality, and is centred around an entirely elected government.

 

The Salvian Government has a bicameral structure, of the Inner Chamber and Outer Chamber. The latter centres itself on The Assembly, a cohort of Consigliere (advisors) from Valaise and Guilds, which are representatives to be elected within each of those organisations every four Saint’s months. There, they may propose new legislation and amendments to current legislation, to The Council.

 

The Council is found within the Inner Chamber, composed of Citizens which have been elected during the same period the organisations elect their Consigliere. Essentially the leadership of the Republic, only they have powers to pass, revoke and adjust laws as required.

 

There are two ways to this: a vote within The Council, or executive order from the Chancellor. In the Chancellor’s prolonged absence (more than a Saint’s week), the Consul will assume the Chancellor’s responsibilities. Only a human may be a Chancellor.

Law enforcement and judicial matters

 

 Law enforcement and judicial affairs are to be handled by the Magistrate and Praetor’s forces. The Salvian Peacekeepers have the role of crime prevention, and so reserve the right to search any person (except those of the Valaise) within the Republic of Salvus. Its structure is composed of the Valets, Guardians (corporal, common guards), Sentinels (officers) and Praetors (generals).

 

All citizens reserve the right to trial, and to appeal the decision made by the judicial arm of the Questorate, known as the Magistrate.

 

The following actions are considered crimes and have their according strikes next to them, for ALL perpetrators:

 

 

-Racism (1 red strike)

 

-Entry to off-limits property/land (1 red strike)

 

-Drawing weaponry (sharp objects, objects capable of arson, and objects capable of firing projectiles) and/or wielding armour (1 strike – leather armour and work tools used for their profession are permitted – when appropriate)

 

-Assault (2 red strikes)

 

-Squatting (2 red strikes)

 

-Minor theft, to the value of less than 1000 Minas (2 red strikes)

 

-Anti-Enlightenment (2 red strikes)

 

-Possession of Narcotics (Cactus Green is exempt) (2 red strikes)

 

-Minor Corruption (2 red strikes)

 

-Major Corruption (1 black strike)

 

Conspiracy against State (1 black strike)

 

Major theft, to the value of more than 1000 minas (1 black strike)

 

Damage to Property (1 black strike)

 

Murder (1 black strike)

 

Arson (1 black strike)

 

 In addition, each red strike calls for a fine of 200 Minas, paid to the Consulate. Where a victim incurs damages, the perpetrator will be forced to pay for all damages, in addition to the standard fines and serve a prison sentence if necessary. Those with a black strike, three red strikes, or more, will be placed on the Republic Blacklist. Only from a pardon from both the Magistrate and Consulate combined will their name be removed from the Blacklist. Otherwise, their place in the Blacklist indicates a banishment from the Republic only after proper punishment has been executed as deemed by the Magistrate.

Incomes of the Salvian Republic

 

 

-Rent

 

 Those who live in Salvus and work will all act as tenants - as long as they are in government property, meaning that the the living space is free of cost. People are able to purchase property and shop space from the government - the minimum cost of which is 5000 Minas (High price to encourage renting). Upon purchase of property (all of which is initially of the government), the purchaser becomes the property’s landlord/lady and - with an appropriate license - is free to let, sell and use this property. Registered companies (Valaise) receive a ‘Valaise Relief’, thereby halving the price of property purchase - owned by the government. Foreigners are prohibited from owning property and homes, but are allowed to rent out tavern rooms.

 

-Companies (Henceforth, known as the Valaise)

 

 In exchange for the rights that come with their existence, Valaise are to pay a tenth of their weekly income – which MUST be logged – to the Salvian Government. Valaise will receive incentives and support that ensure their emergence as conglomerates – by absorbing smaller ventures under their umbrellas.

 

These smaller ventures – if using sites requiring tenure – will no longer incur such costs, if the property is owned by the Salvian Government. Competition is encouraged for government contracts – where companies will always receive priority over smaller ventures, or foreign ventures; even if the latter two are cheaper. In the event of two Valaise seeking the same contract, the company offering the cheaper rate will be awarded the contract. Valaise may co-operate in bids.

 

 Valaise are permitted to absorb into each other. In the event of friendly acquisition, a tenth of the amount paid to the purchased Valais is paid in duty to the Salvian Government. Valaise are to be predominantly based within the Republic of Salvus.

 

The Ways of the Salvian Citizens

 

-Culture and food

 

 Overview:  The nature of a leadership encompassing all races is a state which doesn’t strive to trap its people under a spell of disdain and with clout. Rather, it will deal with all in equal guise and with grace, under a movement of Enlightenment. Salvians are the students of its leaders, rather than its subjects. Knowledge is placed on as equal an altar as its ancestors and its Creator. Salvians believe their existence equally relies upon these three paths, but do recognise it is indeed the knowledge which actually runs the cogs of the town’s mechanics, the knowledge which lets our artisan pastries rise above a mound of ground grain, the knowledge which allows us to tame the free wind and align it to form harmony. To deny people from knowledge is seen as equal to murder, in this society. It is their livelihood, their culture, and their pride.

 

Agriculture

 

 Built off of the valleys surrounding the capital of Leone, our farms will be the first that travellers and citizens alike will see of our great republic, and form the Agricultural District of Torreno.

 

Contrary to the provinces’ default architecture, the farmhouses accompanying these sites (which will mostly be slanted against the valley) will be lime-washed walls with an overgrowth of vines on their faces – typical, serene cottages in the countryside. The cellars of these cottages are set to house the region’s breweries and wineries , with the appropriate crops for each (trees for orchards and roots for other farms). The orchards are a true testament to Salvus’ knowledge: whereby the shrub has its fruit extracted by pickers, then loggers will chop down the timber remaining – thus providing the fruit and timber of our republic.

 

 

Breweries

 

-Blue and Gold, Dawn’s Brew, and Royal Draft. These are the three names which are more a music to a worker’s ear, than the orations and lutes a bard may pull out of his satchel. Three farms bearing grain are to take the mantle of providing the town with this fine produce; the breweries.

 

Bakeries

 

 One: at the entrance of the proper of the Province of Leone. If there was one form of food Salvians rejoice over, it is the artisan dough – shaped by hands that may as well have built all the town’s fine buildings. So, official favour of the bakery is unsurprisingly high – allowing its tenant/owner to enjoy a permanent government contract to supply the townspeople with the means to survive, at the very least. Bread is free for all Salvian Citizens.  Expect the bakery’s presence to be known at all major formal gatherings… if Salvus is known for one thing only, let it be cake!

 

Bard and music

 

 Salvus will truly epitomise baroque culture. This means organs being fitted in its cathedral and within the Great Hall, as well as a Guild of Bards being completely sponsored and founded by the Salvian Government, for all bards and musicians to find a sanctuary for their craft. This Guild will later be absorbed into the University as its school of music, whilst officially retaining its status as a guild. This is yet another cause for people to head south. Expect operas, balls, and especially full-length plays to exist in all venues of grandeur - to be organised by an elected Aedile (perhaps a dedicated opera and dramatic arts house). At the very least, bards will be found at Dawn’s Rest, jesting and lamenting as much as the other on all of the history that Athera and before has offered.

Industry

 

 

Workshops

 

Resourceful and skilled, the artisans which reside within the homely workshops tire away at raw stone and timber, crafting a masterpiece or two… or perhaps the next cornerstone for one of the Institute’s engineering projects.

 

 

Guilds

 

 There are three founding guilds supported by the Salvian Government The Bards' Guild (Bards and Arts), The Salvian Institute (Industry), and Hawkers' Club (Trade). Any working Citizen must take at least an observing role within the guild most relevant to their work, and an active role - if they are part of one of the Valaise.  

 

 These are either Valaise with a dedicated site of operations or organisations with their own site, both driven to further Salvus’ academic and cultural advances. Valaise must buy their own sites, and pay privileges to own guilds unless bestowed onto them by the Government. Guild members are given an advisory role within the Government by default.

 

Foundry

 

 We believe the Creator demands of us that we seek the knowledge that he harbours for us – be it in culture, or even in the mechanics. Thus, expect a large site to be of our foundry… with the most vital components and pistons entrenched underground to prevent jeopardy, whether by innocent mistake or from the hands of our enemies. The foundry will be worked by uruk, dwarf, mali and human, hand in hand; apprentice and master.

 

The Salvian Institute

 

 The mechanics demands to be studied, to the benefit of all Salvians – and indeed all of Athera. Most likely to come of a dedicated guild of tinkerers/masons, this sector of our university will truly be the tool of modernisation of our republic. Yet, it's the capital generated by Valaise within the sects of industry

Peacekeepers

 Overview: It is only with a foundation of peace and liberty that all within Salvus are able to pursue enlightenment. Thus what guard force is within the republic, is in the interest of maintaining its peace and its laws.

 

 

 Our republic - whilst under union - faces threats as does any other city. So, must they all be trained to be competent in both sword and bow. Conscription for every Citizen in times of war is, therefore required. Upon completion of service, tenants of government-owned property will receive an iron sword/axe and chainmail armour. Those trained to be officers will receive iron armour. The leading politicians will carry golden swords, in addition, as a ceremonial token.

 

 

 Unless there is a state of emergency, or Salvus is under a state of war – in which case, martial law would be in effect – any person entering the territories of Salvus, who are not stationed as Peacekeepers must holster their blade and not wield armour at any time. Leather hide is acceptable. Further, citizens are not to use or move this weaponry or armour from their place of tenure – except upon circumstances of war. Those owning property are expected to own their own equivalent or better, of armour and weaponry.

 

 Guilds and companies are permitted the use of armed personnel to guard their premises – although only within the vicinity of the premises’ door. Peacekeepers always reserve the right to search belongings of all beings in Salvus . On-duty mercenaries are prohibited from passage.

 To minimise theft, all citizens are required to have a locked chest in their dwelling – be they tenant or not. Should they not be able to create their own locks, a locksmith will do so for them.”

All beings meaning to become Citizens of the Republic of Salvus must renounce pledges to all previous states and groups of political parity - to sustain their neutrality within our peaceful Republic.

 

All beings meaning to become Citizens of the Republic of Salvus must adhere to its Principles, remaining lawful and respectful of the rule of the Salvian Authorities.

 

All beings meaning to become Citizens of the Republic of Salvus are assumed as Enlightened. This means they strive to further the advancement of their Republic, its culture, and to hold reverence to their ancestors - without which they would not be. Racial purity is to be maintained. Upon each reinstatement of a Passport, may their previous minor crimes (that is, those not of a Black Strike’s worth) be reduced in worth, by one Red Strike’s worth.

 

All beings meaning to become Citizens of the Republic of Salvus must maintain the Republic’s peace. A blade is only drawn and armour only worn, when in times of dire defense. Conscription is to be adhered to, in full, and the efforts of the Peacekeepers must not be disrupted.

 

All beings meaning to become Citizens of the Republic of Salvus must pay their duties and rent willingly and as oft as the compensated deserves, in payment of Minas.

 

All beings meaning to become Citizens of the Republic of Salvus must realise the role of Foreigners in its society, economy and advancement - as subordinates. Total independence to other lands should be shown in their daily work and lives: Salvus is their home, and not their inn. Salvus is brought into realisation, and then Athera.

Menithrian looks at his scribings as if in both relief and pride. "Took damn near time enough," he mumbles, then breaks into hearty laughter to himself in his office in the Hold. "Few mistakes here and there, but the true messages hold still," he slowly utters in comment of his work, flicking from one parchment to the next in analysis. If he'd more time to contemplate over his work - and more energy - he'd have the Armaden Wine out with his hand-chiseled crystal cup, but all he'd manage here is slumping down onto his mahogany desk and beginning to at last shut his eyes. A vial of ink rests in a tentative angle, on his jawbone, and topples over in a yawn of the Consul. This battle was won, but the war of bureaucracy only just begun.

David Campos smiles as he hears news of the Republic's existence being spread across the realm. "A new era of tranquility shrouds us all. Dawn Perea herself would be proud to see this Republic. " he spoke pridefully as he put down the proclamation. He ordered a scribe to prepare him a passport which would be needed soon enough.
