Edict of the Arcane

 

On Magical Licenses

 

Purpose

Magic, a tool of great power and knowledge, is also something to be feared; the power to destroy cities, warp minds, and destroy lives are in the hand of a mage, thus making it important to be regulated and ensuring that no mage will ever become degenerate, abuse their magic, and even fall to Darker Arts.

With the mission of see the numbers of Vile and Dark Magi fall in our empire, licenses will be given out to Mages who prove themselves worthy of their power. In essence: to practice and use magic in Oren, one will require the license given by the Arcane Specialist.

 

Identifying Magic:

Anything that could fit into the following categories are considered magic and will be subject to licensing:

 
  1. Using Runic Means to create or power.

  2. Making anything (be it elemental or not) appear from nothingness.

  3. Calling upon a Higher Power to utilize an ability.

  4. Manipulating an object through means a non-mage cannot.

  5. Using objects which do things normal objects cannot (Ex: A stave that shoots fireballs.)

  6. Imbuing objects with abilities.

  7. The creation of nondescendant beings.

  8. Interaction with the void, or other powers, a mundane being cannot.

  9. Disguising oneself using non-mundane means.

 
 

Punishment/Laws:

 

   Punishments can vary in regards to the abuse of any magic; however know that the abuse of magic within our glorious empire carries a severe punishment: It can range from a large fine to the removal of one’s powers, or even execution. If a mage is in suspicion of abuse, they will be put to trial by the Arcane Specialist, who will decide their fate.

The First law of Magic: The killing of citizens with magic, except through self defense, is strictly forbidden with the most severe of penalties.

 

The Second Law of Magic: The Alteration of one’s physical appearance through magical means that cause for recognition to be difficult is forbidden.

 

The Third law of Magic: The forcible violation of a citizen’s mind is strictly forbidden. This includes everything from mind reading to mental invasion. Sending mental messages is not a violation of this law, however bending the will of man and forcing emotions and desires upon them is strictly forbidden.

 

The Fourth Law of Magic: The practice of Dark Arts are strictly forbidden. This includes necromancy, shade magic, the manipulation or taking of the soul (bar old Anti-Magic, unless uncontrolled and watched), or the summoning of other-worldly entities.

 

The Fifth Law: All magically imbued items must be documented and submitted to the Arcane Specialist. If he finds the owner abusing the item, the Specialist has right to remove it from their possession.

 

The Sixth Law of Magic: The obstruction or alteration of property without the permission of the owner is strictly forbidden.

 

The Seventh Law of Magic: (To any deific mages) To pull the good citizens of Oren out of canonism and to one’s own god is considered heathenry and will be dealt with accordingly.

 

The Eighth Law of Magic: All magical research must be formatted and sent to the Arcane Specialist for approval.

 

The Ninth Law of Magic: The use of Monk Regeneration is strictly prohibited, any noted Monk Regeneration will have a very severe punishment.

 

The Tenth Law of Magic: Harboring taboo creatures and rogue magi is against the law, and will cause for the harborer to be treated as a monster.

 
 

 

_-+On the Transcended/Creatures: +-_

 

Keepers, Ascended and the so called ‘Archons’ are allowed within our empire. For Archons, they may not ‘Transcend’ and turn into energy within our city, lest their life depends on it. The beings listed below are not allowed within our empire, and will be destroyed if spotted. Citizens of the Empire that own a monster-hunting license may kill these on sight:

  • Darkstalkers

  • Soul Bound Golems

  • Wraiths

  • Frost Witches  

  • Spectral creatures such as ghosts or gravens.

  • Plant People.

  • Homunculus.

  • Vampyr.

 
 

Application for acquiring a magical license.

Know that after one submits the license request, the Arcane Specialist will set up an interview with the mage in question, should they be considered worthy of said interview. Depending on how the interview goes, one will acquire a magic license.

The List is held by the Arcane Specialist. Should one require (and with good reason) The Arcane Specialist shall grant the information.

 

Known Rogue Magi and Monsters:

 

These are beings who have violated the laws of magic, are taboo creatures, or have been deemed to have abused their magics. They are free game to hunt and kill, if one owns a license. The list of Wretched Magi and Creatures are hidden from public. If one wishes to inquire about descriptions and names, please send a letter to the Arcane Specialist.
